<section id="H37E95FFFC16945C890EDEA345DB28D23" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>One Federal Decision Act 1.3</short-title></quote>.</text></section> <section id="H407B5E48A88446E789D46ADD45D21CF0" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>One Federal decision for ports</header> <subsection id="H21261E194BB44C61B39F6E2408183798"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/46/543">Chapter 543</external-xref> of title 46, United States Code, is amended by adding at the end the following:</text>

<section id="H22D7D47FE2B747CFB4520B49EB98E633"><enum>54302.</enum><header>Efficient environmental reviews and one Federal decision</header> 
<subsection id="H2D949C9549A1450B97084A75535E3789"><enum>(a)</enum><header>Efficient environmental reviews</header> 
<paragraph id="H22EB02F7B2FA448FB61B4E3586D781BE"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation shall apply the project development procedures, to the greatest extent feasible, described in section 139 of title 23 to any port infrastructure project that requires the approval of the Secretary under the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>).</text></paragraph> <paragraph id="HA9BC86163B1844E19BFAFD7CA89994B7"><enum>(2)</enum><header>Regulations and procedures</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the Secretary shall incorporate into agency regulations and procedures pertaining to port infrastructure projects described in paragraph (1) aspects of such project development procedures, or portions thereof, determined appropriate by the Secretary in a manner consistent with this section, that increase the efficiency of the review of port infrastructure projects.</text></paragraph> 
<paragraph id="H7979BA1AF88C4F53A447FD92F6600A10"><enum>(3)</enum><header>Discretion</header><text display-inline="yes-display-inline">The Secretary may choose not to incorporate into agency regulations and procedures pertaining to port infrastructure projects described in paragraph (1) such project development procedures that could only feasibly apply to highway projects, public transportation capital projects, and multimodal projects.</text></paragraph> <paragraph id="H9C02F06DD92B408FA48764122BE3E67F"><enum>(4)</enum><header>Applicability</header><text display-inline="yes-display-inline">Subsection (l) of section 139 of title 23 shall apply to port infrastructure projects described in paragraph (1), except that the limitation on claims of 150 days shall be 2 years.</text> </paragraph></subsection> 
<subsection id="HDA694597242443CD9723214ACC55DCEA"><enum>(b)</enum><header>Additional categorical exclusions</header><text display-inline="yes-display-inline">The Secretary shall maintain and make publicly available, including on the Internet, a database that identifies project-specific information on the use of a categorical exclusion on any port infrastructure project carried out under this title. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H7F66F8BD15A44EC1ABFCAAD819078484"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/601">chapter 601</external-xref> of title 49, United States Code, is amended by adding at the end the following: </text>

<paragraph id="HF88A26339A944164AC0B1B025AA515AC"><enum>(1)</enum><text>by striking subsection (a) and inserting the following: </text> <quoted-block style="USC" display-inline="no-display-inline" id="H2C388C08774142EF80A8D05DAC2FA9EB"> <subsection id="HAFAA01D6EC6248728D9792D068464923"><enum>(a)</enum><header>Aviation project review process</header><text display-inline="yes-display-inline">The Secretary of Transportation shall apply the project development procedures, to the greatest extent feasible, described in section 139 of title 23 to any airport or aviation project that requires the approval of the Secretary under the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>).</text></subsection><after-quoted-block>; </after-quoted-block></quoted-block></paragraph> 
<paragraph id="H80F4C3ABD5304323AF29ADF1AC3B78EF"><enum>(2)</enum><text>in subsection (b) by striking <quote>coordinated and expedited environmental review process requirements set forth in this section</quote> and inserting <quote>project development procedures described in subsection (a)</quote>; and</text></paragraph> <paragraph id="HEEAC5072C2D84F3E953C081020382100"><enum>(3)</enum><text>by striking subsections (c) through (m) and inserting the following: </text>
