<official-title display="yes">To amend the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Assistant Secretary for Mental Health and Substance Abuse, to award grants to eligible crisis centers to provide follow-up services to individuals receiving suicide prevention and crisis intervention services, and for other purposes.</official-title>

<section id="H3402121ADC57473189CB27B1AFD0E08B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CONtinuity in Necessary Evaluative Crisis Treatment Act of 2022</short-title></quote> or the <quote><short-title>CONNECT Act of 2022</short-title></quote>.</text></section> <section id="H4B09E6E2EDA24F44ABCAC15F55717566"><enum>2.</enum><header>Grants for follow-up services to individuals receiving suicide prevention and crisis intervention services</header><text display-inline="no-display-inline">Title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290aa">42 U.S.C. 290aa et seq.</external-xref>) is amended by inserting after section 520E–4 (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-36d">42 U.S.C. 290bb–36d</external-xref>) the following:</text>

<section id="H4CC3226993454CC1BA54D21CF53455A7"><enum>520E–5.</enum><header>Follow-up services to individuals receiving suicide prevention and crisis intervention services</header>
<subsection id="HD4B2D2D196D7432D8CE54A76EEA503DF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Assistant Secretary, shall award grants to eligible crisis centers to provide follow-up services to individuals receiving suicide prevention and crisis intervention services.</text></subsection> <subsection id="HC4F425BED8B84B46AF54AC90C25831DF"><enum>(b)</enum><header>Eligibility</header><text>To be eligible to seek a grant under this section, a crisis center shall be a member of the network of crisis centers coordinated under section 520E–3(b)(1).</text></subsection>
<subsection id="H19628A33CAE9460A9CE0EB82A434E099"><enum>(c)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary shall select recipients of grants under this section based on the relative needs, including capacity and service gaps, of the eligible crisis centers applying for such grants.</text></subsection> <subsection id="HE7E3DBD244254449B47876F0834A8EBA"><enum>(d)</enum><header>Technical assistance</header><text>The Secretary shall provide technical assistance to recipients of grants under this section regarding best practices for the implementation of services through such grants.</text></subsection>
<subsection id="H3CBB4BBCCC824C7487001D21F30545D9"><enum>(e)</enum><header>Use of funds</header>
<paragraph id="HA3887038F48341B692819CB571DD7FF9"><enum>(1)</enum><header>In general</header><text>A crisis center receiving a grant under this section shall use the grant to provide follow-up services to individuals receiving suicide prevention and crisis intervention services such as—</text> <subparagraph id="HA2BC868BE091488E9C825189A7EE2562"><enum>(A)</enum><text>individuals who were callers at risk of, or on behalf of someone at risk of, suicide or a mental health or suicidal crisis; and</text></subparagraph>
<subparagraph id="HACAE87AB8A2C4683AFE5DF32D27DDAF4"><enum>(B)</enum><text>to the extent possible, individuals who—</text> <clause id="H7BEF06BDC7B54E149BCA52A01F05F028"><enum>(i)</enum><text>received a response from a mobile crisis team; or</text></clause>
<clause id="H6A53757761824E92881C26A008452F30"><enum>(ii)</enum><text>made a visit to an urgent behavioral health clinic, a crisis receiving and stabilization facility, an emergency department, an inpatient unit, or another short-term crisis care site.</text></clause></subparagraph></paragraph> <paragraph id="H013176BD3EA64698A2AE5290909E1B90"><enum>(2)</enum><header>Follow-up services</header><text>Follow-up services referred to in paragraph (1) may include—</text>
<subparagraph id="H2EF5DFA10B054A2AB5E75191AD6B6CF1"><enum>(A)</enum><text display-inline="yes-display-inline">check-ins to assess well-being and level of risk;</text></subparagraph> <subparagraph id="H55E58EE173984F33ADA19CD317AC17F8"><enum>(B)</enum><text display-inline="yes-display-inline">outreach to ensure engagement in services and supports, in coordination with mobile crisis service providers if involved;</text></subparagraph>
<subparagraph id="H40CC9268141D4DA8B60C130703710A26"><enum>(C)</enum><text>collaboration with family, caregivers, and natural social supports; and</text></subparagraph> <subparagraph id="H3E2FF1F9713247698592E2AC1F5A1558"><enum>(D)</enum><text>referrals based on the needed level of care.</text></subparagraph></paragraph></subsection>
<subsection id="HB2D4E07C3240446DA2E34F8D1039405B"><enum>(f)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $30,000,000 for fiscal year 2023, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body> </bill>
