which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the exercise of authorities under the International Emergency Economic Powers Act with respect to the United Nations and related organizations.</official-title></form><legis-body id="H336659C10CAC45D3A7BE6E995E836BAD" style="OLC"><section id="H9247D35F6B6E471483C4EED325905F8A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Multilateral Leadership Act</short-title></quote>.</text></section><section id="HC0BBE59A9E654F98A431B2031F0EE7DC"><enum>2.</enum><header>Prohibition on exercise of authorities under the International Emergency Economic Powers Act with respect to the United Nations and related organizations</header><subsection id="H85D9A5C05A0F4916A522533AF3FB4C0F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 203 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1702">50 U.S.C. 1702</external-xref>) is amended—</text><paragraph id="H627036A546A74CEB9CB7CF2165CE8EC8"><enum>(1)</enum><text>by redesignating subsection (c) as subsection (d); and</text></paragraph><paragraph id="H95E5AC4CA94646EEA4ECFF354297B06A"><enum>(2)</enum><text>by inserting after subsection (b) the following:</text><quoted-block style="OLC" id="H4AE4F3B54B404E64A8D6ADA987D07AE8" display-inline="no-display-inline"><subsection id="H653BF237578044E18FF6AD2ECCCE5249"><enum>(c)</enum><header>United Nations and related organizations</header><paragraph id="H713CEEE6D70D41B592C26E3B75F97338"><enum>(1)</enum><header>In general</header><text>The authority granted to the President by this section does not include the authority—</text><subparagraph id="H22FF62D3194B418B9C830224007CF7E1"><enum>(A)</enum><text>to regulate or prohibit, directly or indirectly, transactions involving an organization described in paragraph (2); or</text></subparagraph><subparagraph id="HB0D923BFCA04487BA63F4D61DC2DD2E9"><enum>(B)</enum><text>to block the property or property interests of a person, including by adding such person to the list of specially designated nationals and blocked persons or imposing any similar restriction, for actions taken in such person’s capacity as an official or expert on mission of an organization described in paragraph (2).</text></subparagraph></paragraph><paragraph id="H2475FBE347874D4CA7F73392A8842DDC"><enum>(2)</enum><header>Organization described</header><text display-inline="yes-display-inline">An organization described in this paragraph is—</text><subparagraph id="HC4624510A7874F89815D471433AF78CC"><enum>(A)</enum><text>the United Nations or any program, fund, specialized agency, or other entity or body of the United Nations; or</text></subparagraph><subparagraph id="HBD6D91F31E5F471AAE057F68B070901F"><enum>(B)</enum><text display-inline="yes-display-inline">an international organization that has entered into a relationship agreement with the United Nations.</text></subparagraph></paragraph><paragraph id="H9985B6FD903B48479C5BE071E0BB644D"><enum>(3)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this subsection—</text><subparagraph id="H6A86CD998963464F8D4CD0CB35B39ABE"><enum>(A)</enum><text display-inline="yes-display-inline">the term <quote>expert on mission</quote> means an individual who is considered an expert on mission under the Convention on Privileges and Immunities of the United Nations; and</text></subparagraph><subparagraph id="HB2C7F9D5208F46EC8FD232E5717F19AA"><enum>(B)</enum><text display-inline="yes-display-inline">the term <quote>list of specially designated nationals and blocked persons</quote> means the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HDD1CE8CA8FF343CD9EA36B63B429215F"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section take effect on the date of the enactment of this Act and apply with respect to the exercise of the authority granted to the President by section 203 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1702">50 U.S.C. 1702</external-xref>) on or after such date of enactment.</text></subsection></section></legis-body></bill>
