which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require a public report on the military capabilities of China, Iran, North Korea, and Russia.</official-title></form><legis-body id="H7FCFC4E57DB24C609A3BF972CFBF7C57" style="OLC"><section id="HC869D658A2CF4307AE8DEB05F8F32C60" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Military Threat Awareness Act of 2022</short-title></quote>. </text></section><section id="H82E107EDBA96404D80BDB9C22170A555"><enum>2.</enum><header>Public report on military capabilities of China, Iran, North Korea, and Russia</header><subsection id="H1E14C0F2E23D409D953A749CD3330126"><enum>(a)</enum><header>Public report on military capabilities of covered countries</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/23">Chapter 23</external-xref> of title 10, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/10/486">section 486</external-xref> the following new section:</text><quoted-block style="USC" id="HD98617596FB2463E91548055167A3176" display-inline="no-display-inline"><section id="H7C0244124EB44C36A8466C4066AE006A"><enum>487.</enum><header>Public report on military capabilities of covered countries</header><subsection id="HE30C287F754B4096A9035FFB8582CC4F"><enum>(a)</enum><header>Annual report</header><text display-inline="yes-display-inline">Not later than January 30 of each year through 2027, the Secretary of Defense, in consultation with the Director of National Intelligence, shall make publicly available on the internet website of the Department of Defense a report on the military capabilities of each covered country.</text></subsection><subsection id="H84765ABFA0EA4ED889C3685E9F12764E"><enum>(b)</enum><header>Matters included</header><text>Each report under subsection (a) shall include, with respect to each covered country—</text><paragraph id="H750CF4C0FAF84398ACC6FB16D9179FAB"><enum>(1)</enum><text display-inline="yes-display-inline">an assessment of the grand strategy, security strategy, and military strategy, including the goals and trends of such strategies;</text></paragraph><paragraph id="H533ED2C7EA854A2A889A5C5244C0E853"><enum>(2)</enum><text>an estimate of the funds spent annually on developing conventional forces, unconventional forces, and nuclear and missile forces;</text></paragraph><paragraph id="HD2E5032F6B3541A4816328210A40F86D"><enum>(3)</enum><text>an assessment of the size and capabilities of the conventional forces;</text></paragraph><paragraph id="HDE325EB85385495C981500E4E1D589B4"><enum>(4)</enum><text display-inline="yes-display-inline">an assessment of the size and capability of the unconventional forces and related activities;</text></paragraph><paragraph id="H7732059CA4D04B25BF83ADAE464D6664" display-inline="no-display-inline"><enum>(5)</enum><text>with respect to the forces described in subsection (d)(3)(B), an assessment of the types and amount of support, including—</text><subparagraph id="H2C3A8983A925440E924AB2891E2A1A77"><enum>(A)</enum><text>lethal and non-lethal supplies; and</text></subparagraph><subparagraph id="HF29C67D7DFA74D0898E077DC860FC7CC"><enum>(B)</enum><text>training provided; and</text></subparagraph></paragraph><paragraph id="HC4025A240086408B9064A3712257C14A"><enum>(6)</enum><text>an assessment of the capabilities of the nuclear and missile forces and related activities, including—</text><subparagraph id="HDF70F1E7316A48DDA9B3C706D4E6E947"><enum>(A)</enum><text>the nuclear weapon capabilities;</text></subparagraph><subparagraph id="HCC2192DB60954A25B356852E6EFA44E5"><enum>(B)</enum><text>the ballistic missile forces; and</text></subparagraph><subparagraph id="H02198F9454B94FD39829E3E450472A97"><enum>(C)</enum><text>the development of the nuclear and missile forces since the preceding year.</text></subparagraph></paragraph></subsection><subsection id="HEBCA14A6E0574E6BB0DA6A8250875618"><enum>(c)</enum><header>Form</header><text>Each report under subsection (a) shall be made available in unclassified form, consistent with the protection of intelligence sources and methods.</text></subsection><subsection id="H8A3AFA717C024B1F9DBCB3FF6FFD6E6C"><enum>(d)</enum><header>Nonduplication of efforts</header><text>The Secretary of Defense may use or add to any existing reports completed by the Secretary of Defense or Director of National Intelligence to respond to the reporting requirement under subsection (a).</text></subsection><subsection id="H47051BC5040A41AAAEF298AD1CB2F460"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H2E601B98F1814D829B3C60A05A41AB08"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>conventional forces</quote> means, with respect to a covered country, military forces designed to conduct operations in sea, air, space, cyberspace, the electromagnetic spectrum, or land, other than unconventional forces, ballistic forces, and cruise missile forces.</text></paragraph><paragraph id="HD910BC045CD542E29B6CCC2CE72EA2EC"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>covered country</quote> means each of the following:</text><subparagraph id="HC82AAE191BF945B69927AAA9CC17435F"><enum>(A)</enum><text>China.</text></subparagraph><subparagraph id="HD1E1CA2CF5A6464C830DEDDBB4719F08"><enum>(B)</enum><text>Iran.</text></subparagraph><subparagraph id="HE98C5EAC32624C30AE191E71FBDEE6A1"><enum>(C)</enum><text>North Korea.</text></subparagraph><subparagraph id="HCB6F3356240B4021BF9922B44876693D"><enum>(D)</enum><text>Russia.</text></subparagraph></paragraph><paragraph id="H3903FC0FBD6C49E782927954D93F8A86"><enum>(3)</enum><text display-inline="yes-display-inline">The term <quote>unconventional forces</quote>, with respect to a covered country—</text><subparagraph id="H4AA4BD1C893A4551B62DEADA5D20EA0A"><enum>(A)</enum><text>means forces that carry out missions typically associated with special operations forces; and</text></subparagraph><subparagraph id="HF901E86897614848A141FC4776FCDAFF"><enum>(B)</enum><text>includes any organization that—</text><clause id="H56F6CEDDD9E64AF38E846B0CC3EA72DF"><enum>(i)</enum><text display-inline="yes-display-inline">has been designated by the Secretary of State as a foreign terrorist organization under section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>); or</text></clause><clause id="HD6FB20BBBBF8462DA61997BFE1C06DCF"><enum>(ii)</enum><text>has been assessed by the Secretary of Defense as being willing to act under the control or at the direction of such covered country.</text></clause></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H2C5739A85CDF4D09BD131E956CCFB106"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/23">chapter 23</external-xref> of title 10, United States Code, is amended by inserting after the item related to section 486 the following item:</text><quoted-block style="USC" id="H79E153A4CB124B41945230541E984EF6" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">487.
