R. 8283</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220705">July 5, 2022</action-date><action-desc><sponsor name-id="B001305">Mr. Budd</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Ethics in Government Act of 1978 to require Senior Executive Service and schedule C employees to disclose Federal student loan debt, and for other purposes.</official-title></form><legis-body id="H53939E9A4DA846008AD8E7010E5AC31B" style="OLC"><section id="HBE24AF09B29741B9B508F4654FDAB71A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Employee Student Debt Transparency Act</short-title></quote>. </text></section><section id="HE1D732A730BD4AB9B77DA1BDA5CCF5A2"><enum>2.</enum><header>Disclosure of Federal student loan debt by SES and schedule C employees</header><text display-inline="no-display-inline">Section 102 of the Ethics in Government Act of 1978 (5 U.S.C. App. 101 et seq.) is amended by adding at the end the following: </text><quoted-block style="OLC" id="H17FC0F8D42BD4CA9A7158BF8B495D065" display-inline="no-display-inline"><subsection id="H8F67911122AF437B81F8A522558606AD"><enum>(j)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HA6ABA860BF6D4B088061FF97AB52215C"><enum>(1)</enum><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of the Federal Employee Student Debt Transparency Act, and not later than February 28 of each year thereafter, a covered employee shall file a report containing a full and complete statement of the outstanding balance of principal and interest owed by such employee on—</text><subparagraph id="HF83E91B000744F3CBAAEE57457713FC9" indent="up1"><enum>(A)</enum><text>each loan made under part D of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1071">20 U.S.C. 1071 et seq.</external-xref>); and</text></subparagraph><subparagraph id="H794B4356AFF64C0080BD764EA38A1619" indent="up1"><enum>(B)</enum><text>any loan made, insured, or guaranteed under part B or E of such Act.</text></subparagraph></paragraph><paragraph id="H1CA909C48BC445C9AFD93089671D741A" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Within 60 days of assuming the position of a covered employee, an individual shall file a report containing the information required under paragraph (1).</text></paragraph><paragraph id="H9291903D33634DE9ACDAE79A61C4EDDD" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">Not later than May 1 of each year, the Director of the Office of Government Ethics shall transmit to Congress a report containing—</text><subparagraph id="HE3AE52A81B214DB8B4EDFF7FDDF50BE6"><enum>(A)</enum><text>the total amount owed by all covered employees as disclosed under paragraph (1); and</text></subparagraph><subparagraph id="H618EC8E1263341F5AF608E130FF8CCDD"><enum>(B)</enum><text>the name of any covered employee who failed to file or report any information required to be reported under such paragraph. </text></subparagraph></paragraph><paragraph id="H50289B0EBD5A42DCB1A19C437708F83B" indent="up1"><enum>(4)</enum><text>In this subsection, the term <quote>covered employee</quote> means any employee of the executive branch who occupies—</text><subparagraph id="HCB8CA9079FF04186B8FCEEFDD5659E1B"><enum>(A)</enum><text display-inline="yes-display-inline">a Senior Executive Service position (as that term is defined in section 3132(a) of title 5, United States Code); or</text></subparagraph><subparagraph id="H8A57B9FED4FC45F6B168EF6BD4271DC7"><enum>(B)</enum><text display-inline="yes-display-inline">a position of a confidential or policy-determining character under schedule C of subpart C of part 213 of title 5, Code of Federal Regulations.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
