Davis of Illinois</cosponsor>, <cosponsor name-id="D000619">Mr. Rodney Davis of Illinois</cosponsor>, and <cosponsor name-id="B001295">Mr. Bost</cosponsor></action-desc></action><action display="yes"><action-date date="20220919">September 19, 2022</action-date><action-desc>Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on February 4, 2021</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the New Philadelphia National Historical Park in the State of Illinois as a unit of the National Park System, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HII00" reported-display-style="italic" id="HAA1D5AF47B974AC1B3D8B88C3A9ED8E0"><section id="H8C1AF17B1BC3476C84EC123E2A9D3A95" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>New Philadelphia National Historic Site Act</short-title></quote>.</text></section><section id="HAD86E58118874FE1995948E1BC65D3FD"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HB1957497A7B24B80B70785DB8D50EAC9"><enum>(1)</enum><header>Historic site</header><text>The term <quote>Historic Site</quote> means the New Philadelphia National Historic Site established by this Act.</text></paragraph><paragraph id="H2F885043A126447493BB87B1FB677A9B"><enum>(2)</enum><header>Map</header><text>The term <quote>Map</quote> means the map titled <quote>New Philadelphia National Historic Site Proposed Boundary</quote>, numbered 591/176,516, and dated July, 2021.</text></paragraph><paragraph id="HFB5667DC100D4F128D4EB6D6B9DFB671"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="HE7FAAA5D2F0F4DD0A488F8C43AE311FE"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means the State of Illinois.</text></paragraph></section><section id="H13540AC7F1D84AB9A1A2079FCD2BA422"><enum>3.</enum><header>Establishment of New Philadelphia</header><subsection id="H4E1519A080AA4CC5BBC9B2DA48A4C52A"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subject to subsection (c), there is established the New Philadelphia National Historic Site in the State of Illinois as a unit of the National Park System to preserve, protect, and interpret the history and archeological resources of the town established by Frank McWorter, a formerly enslaved man, in 1836.</text></subsection><subsection id="HF8DCFFA3C4FE4AD79EF976FCCA2618FE"><enum>(b)</enum><header>Boundary</header><text>The boundaries of the Historic Site shall be the boundaries generally depicted on the Map.</text></subsection><subsection id="HB6CDE26B2D734D7A96AD2FBFE938F95F"><enum>(c)</enum><header>Secretarial determination</header><text>The Historic Site shall not be established until the date on which the Secretary determines that the Secretary has acquired a sufficient quantity of land or interests in and within the boundary of the Historic Site to constitute a manageable unit.</text></subsection><subsection id="HDDE1F249A1E94BA98F85B2F5BAA931E9"><enum>(d)</enum><header>Notice</header><text>Not later than 30 days after the date on which the Secretary makes a determination under subsection (c), the Secretary shall publish in the Federal Register notice of the establishment of the Historic Site.</text></subsection></section><section id="HCEBC038C1AAB4686A558D825B96618A1"><enum>4.</enum><header>Administration</header><subsection id="H12EB270B215A4185953A4D7C554CBDE7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall administer land within the boundary of the Historic Site in accordance with—</text><paragraph id="HE26B46B98F1F462A94CD3C3C03308170"><enum>(1)</enum><text>this Act; and</text></paragraph><paragraph id="HCB18D5A46C324C03868D24E335E91AF1"><enum>(2)</enum><text>the laws generally applicable to units of the National Park System, including—</text><subparagraph id="HCA3962C368384557BEDB8435287C4E4A"><enum>(A)</enum><text>section 100101(a), chapter 1003, and sections 100751(a), 100752, 100753, and 102101 of title 54, United States Code; and</text></subparagraph><subparagraph id="HF9D981E85E8B49978FCB7EA661ACE102"><enum>(B)</enum><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code.</text></subparagraph></paragraph></subsection><subsection id="H66E76938130241D9B7CC0D611D78AD6C"><enum>(b)</enum><header>Cooperative agreements</header><text display-inline="yes-display-inline">The Secretary may enter into cooperative agreements with the State or other public and nonpublic entities, under which the Secretary may identify, interpret, and provide assistance for the preservation of non-Federal land within the boundaries of the Historic Site and at sites in close proximity to the Historic Site, but located outside the boundaries of the Historic Site, including providing for placement of directional and interpretive signage, exhibits, and technology-based interpretive devices.</text></subsection><subsection id="H2598D2D5AAD24CCC9E94D0069B749D39"><enum>(c)</enum><header>Acquisition of land</header><text display-inline="yes-display-inline">The Secretary may acquire any land (including interests in land), within the Historic Site boundary by donation, transfer, exchange, or purchase from a willing seller using donated or appropriate funds.</text></subsection><subsection id="H9FA75E85FFEA4AACAB28E31E5F5F2A8E"><enum>(d)</enum><header>Management plan</header><text>Not later than 3 years after the date on which funds are first made available to carry out this Act, the Secretary, in consultation with the State, shall complete a general management plan for the Historic Site in accordance with any other applicable laws.</text></subsection><subsection id="H2111FB2DFE794674AA771A56677DD65B"><enum>(e)</enum><header>No buffer zone created</header><text display-inline="yes-display-inline">Nothing in this Act, the acquisition of the land or an interest in land authorized by this Act, or the management plan for the Park shall be construed to create buffer zones outside of the Park. That activities or uses can be seen, heard, or detected from the acquired land shall not preclude, limit, control, regulate, or determine the conduct or management of activities or uses outside of the Park.</text></subsection><subsection id="H16E4F1006947450E80427F7134910723"><enum>(f)</enum><header>Eminent domain or condemnation</header><text display-inline="yes-display-inline">In carrying out this Act, the Secretary of the Interior may not use eminent domain or condemnation.</text></subsection></section></legis-body><official-title-amendment>Amend the title so as to read: <quote>A bill to establish the New Philadelphia National Historic Site in the State of Illinois as a unit of the National Park System, and for other purposes.</quote>.</official-title-amendment><endorsement display="yes"><action-date date="20220919">September 19, 2022</action-date><action-desc>Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
