R. 8176</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220622">June 22, 2022</action-date><action-desc><sponsor name-id="B001305">Mr. Budd</sponsor> (for himself, <cosponsor name-id="S001214">Mr. Steube</cosponsor>, <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>, <cosponsor name-id="R000612">Mr. Rose</cosponsor>, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="R000603">Mr. Rouzer</cosponsor>, <cosponsor name-id="S000929">Mrs. Spartz</cosponsor>, and <cosponsor name-id="B001302">Mr. Biggs</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Mineral Leasing Act to require the Secretary of the Interior to issue decisions on applications for permits to drill that have been frozen in contravention of the spirit of such Act, and for other purposes.</official-title></form><legis-body id="HC5D94EF6390E4FA2B5B078FCD4E6B04D" style="OLC"><section id="HA553A48E94064D2592F82607B15ED9FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Unleash American Drilling Act</short-title></quote>.</text></section><section id="HF2D54D977C164F45BE0D4DF56EB05330"><enum>2.</enum><header>Amendments to the Mineral Leasing Act</header><text display-inline="no-display-inline">Section 17(p) of the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/226">30 U.S.C. 226(p)</external-xref>) is amended—</text><paragraph id="H0A2592796F8D437F9856741367594CAD"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text></paragraph><paragraph id="H300496BA5A3443DBB5AF5DE4588B02C4"><enum>(2)</enum><text>by inserting after paragraph (2) the following:</text><quoted-block style="OLC" id="H787C026432F24B02A16BFBC015D2FEA5" display-inline="no-display-inline"><paragraph id="H7CB17EA0236F4B81885ED62036AB263D"><enum>(3)</enum><header>Deadline for decision on permits</header><subparagraph id="HE7FF11BB3D6F40A5A09C289A0FC3DFF1"><enum>(A)</enum><header>In general</header><text>The Secretary shall issue a decision on a permit not later than 90 days after the applicant for a permit has submitted a complete application if the Secretary—</text><clause id="H6B8AD633006244C885BE3A8A1F52E54E"><enum>(i)</enum><text>has not yet issued or deferred the permit under paragraph (2) within the 30-day period specified in such paragraph; or</text></clause><clause id="HD91324A3729A4AE598FE40980299B426"><enum>(ii)</enum><text>has deferred the permit under paragraph (2)(B), and there are no steps the applicant is required to take for the permit to be issued pursuant to paragraph (2)(B)(i).</text></clause></subparagraph><subparagraph id="H811BC771AA6C41D9BC6A6645676FECD8"><enum>(B)</enum><header>Mandatory issuance</header><text>If the Secretary does not issue a decision under subparagraph (A) within the 90-day period specified in such subparagraph, the permit shall be considered issued.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H7CED7F4573EB4B739B35500C8226B11A"><enum>3.</enum><header>BLM Report to Congress on permitting backlog</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of the Interior shall submit to the Committees on Natural Resources and Energy and Commerce of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report on the backlog of applications for permits to drill, including—</text><paragraph id="H9CC97F1813014C32945C2025597E9FC0"><enum>(1)</enum><text>the extent of the backlog;</text></paragraph><paragraph id="HB302515013004277A805FA8270E9542D"><enum>(2)</enum><text display-inline="yes-display-inline">reasons for the backlog, including—</text><subparagraph id="H0AF2D7C84F5649BCBDA553162328AE17"><enum>(A)</enum><text>limitations on resources; and</text></subparagraph><subparagraph id="H2DE74BA0D6364ADF9E03921649F0F0E9"><enum>(B)</enum><text>statutory and administrative barriers to clearing the backlog;</text></subparagraph></paragraph><paragraph id="H66AAAE34CAAF4EEDB65D64F98C18C7FE"><enum>(3)</enum><text>steps the Bureau of Land Management can take to clear the backlog; and</text></paragraph><paragraph id="H9C3957536B794A2ABA2D2AE9C785AA67"><enum>(4)</enum><text>recommendations to Congress for financial assistance or statutory actions to help clear the backlog. </text></paragraph></section></legis-body></bill>
