<official-title display="yes">To establish a Rural Telehealth Access Task Force to determine how to address barriers to the adoption of telehealth technology and access to broadband internet access service in rural areas, and for other purposes.</official-title>

<section id="HE56B75DB939C4374B38DC0BB541D4B4A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Telehealth Access Task Force Act</short-title></quote>.</text></section> <section id="H754D9572FE894AC8BD983A4D67EEAA42"><enum>2.</enum><header>Rural telehealth access task force</header> <subsection id="HA237C83C4FC54986A613380F8C75E492"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this section, the Secretary of Health and Human Services shall establish a task force to be known as the <quote>Rural Telehealth Access Task Force</quote> (in this section referred to as the <quote>Task Force</quote>).</text></subsection>
<subsection id="H48B7B77C7FD04892AD68FDD2FA740DC4"><enum>(b)</enum><header>Membership</header><text>The Task Force shall be composed of the following:</text> <paragraph id="H2F1B42CA401046A0BC6792674B36916C"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary of Health and Human Services, who shall serve as the Chairperson of the Task Force.</text></paragraph>
<paragraph id="H526B2D817A3144BC89B07DA78781B53F"><enum>(2)</enum><text>The Administrator of the Health Resources and Services Administration.</text></paragraph> <paragraph id="H1AB20FD4D94E42F2B7616655656D413D"><enum>(3)</enum><text>The Administrator for the Centers for Medicare &amp; Medicaid Services. </text></paragraph>
<paragraph id="HE335DE17B8E94026B6018232360900E8"><enum>(4)</enum><text>The Assistant Secretary of Commerce for Communications and Information.</text></paragraph> <paragraph id="H24B193EC66A2476AB95E840D146DCCFA"><enum>(5)</enum><text>The Secretary of Agriculture.</text></paragraph>
<paragraph id="HC1E5C8451FF04486B8D34632B1BFA1AE"><enum>(6)</enum><text>The Chairperson of the Federal Communications Commission.</text></paragraph> <paragraph id="HF59AFDA5EA7B4D7EBA7F9642FE0606BB"><enum>(7)</enum><text>The Secretary of Veterans Affairs.</text></paragraph></subsection>
<subsection id="HBEDD11F896594746A33FFCE7DD3C526C"><enum>(c)</enum><header>Duties</header><text>The Task Force shall carry out the following duties:</text> <paragraph id="H76AA072052EB419EB2265642F2BA3081"><enum>(1)</enum><text>Identify barriers and opportunities to telehealth service in rural areas.</text></paragraph>
<paragraph id="H4D3EFA8EC378438DB8E50E2B57227281"><enum>(2)</enum><text>Identify barriers to, and opportunities for, utilization of telehealth services in rural areas.</text></paragraph> <paragraph id="H5778321806DA43F0B32737C4B1AF71AC"><enum>(3)</enum><text>Identify opportunities for coordination among covered agencies and across high-cost programs to prevent duplication of effort or overbuilding of existing or planned broadband internet access service projects.</text></paragraph>
<paragraph id="H558B9FF5043645CAA0EB62A4F4E24DFA"><enum>(4)</enum><text>Evaluate the adoption and usage rates of telehealth services in rural areas.</text></paragraph> <paragraph id="HE721BCBE3A624DF1BAF7B3FF214A0EF9"><enum>(5)</enum><text>Evaluate how expanded access to telehealth services can address health disparities in rural patients.</text></paragraph>
<paragraph id="HDC35AB4192D2417C8F74BCE71C0085E9"><enum>(6)</enum><text>Determine how to expand access to broadband internet access service for telehealth services in rural areas, including—</text> <subparagraph id="H3DE30D2C6B0642728846D3CF3C94A184"><enum>(A)</enum><text>rural health systems; and</text></subparagraph>
<subparagraph id="H64F8FF7C9C72459E83E66D86BCB17F0C"><enum>(B)</enum><text>internet service providers.</text></subparagraph></paragraph> <paragraph id="HBC38374B7DCD4FA39FD02F77C17FF886"><enum>(7)</enum><text>Develop recommendations on how to use current high-cost broadband resources to expand access to telehealth services in rural areas.</text></paragraph></subsection>
<subsection id="HB41169EB33BC496AA7DD833889013C03"><enum>(d)</enum><header>Information sharing</header><text>The covered agencies shall share information with the Task Force on existing or planned broadband internet access service projects that may be useful in carrying out the duties of the Task Force specified in subsection (c).</text></subsection> <subsection id="HA2A480D8C24440209A6235E91453BA41"><enum>(e)</enum><header>Report</header><text>Not later than 18 months after the date of enactment of this section, the Commission shall submit to Congress a report that—</text>
<paragraph id="HCE309C4C3D76416289F534D9EEFCF9D6"><enum>(1)</enum><text>details the findings and recommendations of the Task Force; and</text></paragraph> <paragraph id="H9873B5CA0C8A47C8B19E014EF1B071E2"><enum>(2)</enum><text>includes an identification of other telehealth issues or recommendations that the Task Force determines is appropriate.</text></paragraph></subsection>
<subsection id="H2299C8A170AB4F60B094601AC49367B8"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HF262A7D0A7B5430BBA0E828299AE98BF"><enum>(1)</enum><header>broadband internet access service</header><text display-inline="yes-display-inline">The term <quote>broadband internet access service</quote> has the meaning give such term in section 8.1(b) of title 47, Code of Federal Regulations.</text></paragraph>
<paragraph id="HFC35357BFA1C493086268371F28F49C4"><enum>(2)</enum><header>Covered agency</header><text>The term <quote>covered agency</quote> means—</text> <subparagraph id="HF2F99B600D3A4969BB3E6C80ABE9433F"><enum>(A)</enum><text>the Department of Health and Human Services; </text></subparagraph>
<subparagraph id="H88645E8EF6CC468485CF4278DE41D78D"><enum>(B)</enum><text display-inline="yes-display-inline">the Federal Communications Commission;</text></subparagraph> <subparagraph id="H48A81BB8AE494E87BE3A93EF1B20D394"><enum>(C)</enum><text>the Department of Agriculture; and</text></subparagraph>
<subparagraph id="H721970046259454CB47C6391AF735D6F"><enum>(D)</enum><text>the National Telecommunications and Information Administration.</text></subparagraph></paragraph> <paragraph id="HC356F723CAFA474EAD1D8A32FF55AF47"><enum>(3)</enum><header>High-cost program</header><text>The term <quote>high-cost program</quote> includes the following:</text>
<subparagraph id="H4D6FC8D2EAFB4498BC920C17D0FA0C90"><enum>(A)</enum><text>Subpart D of title 47, Code of Federal Regulations (commonly known as <quote>Universal Service Support for High Cost Areas</quote>).</text></subparagraph> <subparagraph id="H8A95ED5D81C74A2688D68B3C6FA1BE6B"><enum>(B)</enum><text display-inline="yes-display-inline">Subpart J of title 47, Code of Federal Regulations (commonly known as the <quote>Remote Areas Fund</quote>).</text></subparagraph>
<subparagraph id="HA23074110C374CB598F8B2341BB8CA0D"><enum>(C)</enum><text>Subpart K of title 47, Code of Federal Regulations (commonly known as the <quote>Interstate Common Line Support Mechanism for Rate-of-Return Carriers</quote>).</text></subparagraph> <subparagraph id="H81BE957A1952416CA3D18C792C593FB6"><enum>(D)</enum><text>Subpart L of title 47, Code of Federal Regulations (commonly known as the <quote>Mobility Fund</quote>).</text></subparagraph>
<subparagraph id="HB7F98AF2089A46E1938A15584061DACD"><enum>(E)</enum><text>Subpart M of title 47, Code of Federal Regulations (commonly known as the <quote>High Cost Loop Support for Rate-of-Return Carriers</quote>).</text></subparagraph> <subparagraph id="H53897688A82A4497BAD903CD8E651271"><enum>(F)</enum><text>The connected care pilot program (85 Fed. Reg. 19896).</text></subparagraph>
<subparagraph id="HB6571D13C93747059F91E5EC3537057D"><enum>(G)</enum><text>Section 1734 of title 7, Code of Federal Regulations (commonly known as the <quote>Distance Learning and Telemedicine Grant Program</quote>).</text></subparagraph> <subparagraph id="H55285BE3512B4D2986DE6F86F6F4FC28"><enum>(H)</enum><text>The COVID–19 telehealth program (86 Fed. Reg. 8356).</text></subparagraph>
<subparagraph id="HB04807D7E0C345C2A6317FA9E81A5526"><enum>(I)</enum><text>Section 902 of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/133">Public Law 116–133</external-xref>).</text></subparagraph> <subparagraph id="H988D11475B214139AB9266789C167A7F"><enum>(J)</enum><text>Section 905(c) of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/133">Public Law 116–133</external-xref>).</text></subparagraph></paragraph>
<paragraph id="H675AE91F86A14ACBB4265282C2E53148"><enum>(4)</enum><header>Rural; rural area</header><text display-inline="yes-display-inline">The terms <quote>rural</quote> and <quote>rural area</quote> mean any area other than a city or town that has a population greater than 50,000 inhabitants.</text></paragraph></subsection></section> </legis-body> </bill>
