which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reauthorize the Justice and Mental Health Collaboration Program, and for other purposes.</official-title></form><legis-body id="HA34E9BFE944B4639A411478BC683332B" style="OLC"><section section-type="section-one" id="HC3B1DF6C52574828B8C5FEA5B752E393"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice and Mental Health Collaboration Reauthorization Act of 2022</short-title></quote>.</text></section><section id="H577BA80F87C142D990766E57BD69F93F"><enum>2.</enum><header>Reauthorization of the Justice and Mental Health Collaboration Program</header><subsection id="H30BD085BC63849918CD0754F71EBE573"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2991(b)(5) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10651">34 U.S.C. 10651(b)(5)</external-xref>) is amended—</text><paragraph id="H667A40F3874247809826748AB159204D"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (I)—</text><subparagraph id="HD49F1D6C02AD43028DAF91C1AA9C3658"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (i), by striking <quote>teams and treatment accountability services for communities</quote> and inserting <quote>teams, treatment accountability services for communities, and training for State and local prosecutors relating to diversion programming and implementation</quote>;</text></subparagraph><subparagraph id="HC970C73ADA0E4FDAA06059352249E407"><enum>(B)</enum><text>in clause (v)—</text><clause id="H8D05FC9F0F3A453EB480943C74476B00"><enum>(i)</enum><text>in subclause (III), by striking <quote>and</quote> at the end;</text></clause><clause id="H0E96BE2BFB674B5E803300BD66509991"><enum>(ii)</enum><text>in subclause (IV), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="H8982FDCDBEED471786893EEB666B47C6"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H42DF2344E534478495CE502255A8EE6C"><subclause id="H162775006FA44A938A9BA3809928819A"><enum>(V)</enum><text>coordinate, implement, and administer models to address mental health calls that include specially trained officers and mental health crisis workers responding to those calls together.</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="HE02F9A65955A4752802364596CA5BDD8"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H010739C4659A4B57B8E1400B523B7CA1"><clause id="HEA12CA9A3D5645B4A493DB0957E13F59"><enum>(vi)</enum><header>Suicide prevention services</header><text>Funds may be used to develop, promote, and implement comprehensive suicide prevention programs and services for incarcerated individuals that include ongoing risk assessment.</text></clause><clause id="H9D864C1698FA4968B23496DD8AB70156"><enum>(vii)</enum><header>Case management services</header><text>Funds may be used for case management services for preliminary qualified offenders and individuals who are released from any penal or correctional institution to—</text><subclause id="H5E90BB0725ED42E8ABC2D29AD112B40E"><enum>(I)</enum><text>reduce recidivism; and</text></subclause><subclause id="HAA66308A46D74B1B97F5C29F74152C42"><enum>(II)</enum><text>assist those individuals with reentry into the community.</text></subclause></clause><clause id="HF7B0CD25942549F287E06FD9B38011D8"><enum>(viii)</enum><header>Enhancing community capacity and links to mental health care</header><text>Funds may be used to support, administer, or develop treatment capacity and increase access to mental health care and substance use disorder services for preliminary qualified offenders and individuals who are released from any penal or correctional institution.</text></clause><clause id="HF2D35F2111544E5BB43B308814518C3A"><enum>(ix)</enum><header>Implementing 988</header><text>Funds may be used to support the efforts of State and local governments to implement and expand the integration of the 988 universal telephone number designated for the purpose of the national suicide prevention and mental health crisis hotline system under section 251(e)(4) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/251">47 U.S.C. 251(e)(4)</external-xref>), including by hiring staff to support the implementation and expansion.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H6569CD96258D4E488A45CE0D105E4FEB"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H989416E34D2E4C6CBABDE6E8CCABF987"><subparagraph id="HB9AB457D555745DB8C81981D3DE5A3F6"><enum>(K)</enum><header>Teams addressing mental health calls</header><text>With respect to a multidisciplinary team described in subparagraph (I)(v) that receives funds from a grant under this section, the multidisciplinary team—</text><clause id="H72CBD63409CC48CF812B63E5BBB787EB"><enum>(i)</enum><text>shall, to the extent practicable, provide response capability 24 hours each day and 7 days each week to respond to crisis or mental health calls; and</text></clause><clause id="H400FB2B3553F478785251B7FA0BAF0F5"><enum>(ii)</enum><text>may place a part of the team in a 911 call center to facilitate the timely response to mental health crises.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H4A6C02C2D31843BBBBC9346F2CA42812"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 2991(o)(1)(C) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10651">34 U.S.C. 10651(o)(1)(C)</external-xref>) is amended by striking <quote>2017 through 2021</quote> and inserting <quote>2022 through 2026</quote>.</text></subsection></section><section id="H82E2282F953A4464A0E412F1BFACD079"><enum>3.</enum><header>Examination and report on prevalence of mentally ill offenders</header><text display-inline="no-display-inline">Section 5(d) of the Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/416">Public Law 110–416</external-xref>; 122 Stat. 4355) is amended by striking <quote>2009</quote> and inserting <quote>each of fiscal years 2022 through 2026</quote>. </text></section></legis-body></bill>
