R. 814</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210204">February 4, 2021</action-date><action-desc><sponsor name-id="H001082">Mr. Hern</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To nullify the effect of Executive Order 14003 relating to the Federal workforce, and for other purposes.</official-title></form><legis-body id="H2EAE75704EEE4DDE9E2B303F1BADB1E3" style="OLC"><section id="HC915BFB5205D4514B5EA967DB128C2AA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Union Accountability Act</short-title></quote>. </text></section><section id="H19D3B0EC6B57464CA2EFB7697C8AF5DB"><enum>2.</enum><header>Prohibition on carrying out Executive Order 14003</header><subsection id="HE596E02888CA4500BBE67528F945FD58"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="HA30ED3CCEF5949749D722900DEA0321A"><enum>(1)</enum><text display-inline="yes-display-inline">On January 22, 2021, President Biden overturned four of former President Trump’s Executive orders to limit collective bargaining and taxpayer-funded union time.</text></paragraph><paragraph id="H768DFE3E373A4ACFB7B2FFFE95D6E9A3"><enum>(2)</enum><text display-inline="yes-display-inline">In 2019, bargaining unit employees spent 2,606,390 hours performing union-related duties and cost the taxpayer $163,327,235.21.</text></paragraph><paragraph id="HE6779E930FEA4094B5D392D6087368D6"><enum>(3)</enum><text display-inline="yes-display-inline">Federal agencies spent roughly $16 million on salaries for union negotiators.</text></paragraph><paragraph id="H3DEBCC301F514E918BB5A49553D37371"><enum>(4)</enum><text display-inline="yes-display-inline">In 2019, the operation of labor organizations costs the American taxpayer an additional $28,340,193.73.</text></paragraph></subsection><subsection id="H2D3533442CEC4D7890DBE3D5D30071AB"><enum>(b)</enum><header>Prohibition</header><paragraph id="HE15CA1F466BC4765962A0DD3D97C80F8"><enum>(1)</enum><header>In general</header><text>The provisions of Executive Order 14003 (86 Fed. Reg. 7231; relating to the Federal workforce) shall have no force or effect.</text></paragraph><paragraph id="HF4E57AF9496B4FBFA27B2755D3B9EDC1"><enum>(2)</enum><header>Effective date</header><text>This subsection shall take effect as if enacted on January 22, 2021.</text></paragraph></subsection><subsection id="HE7D5FA96A849453ABF0D8411B9BBAC0E"><enum>(c)</enum><header>Limitation on funds</header><text>No Federal funds may be used to implement, administer, or otherwise carry out Executive Order 14003.</text></subsection></section></legis-body></bill>
