                                 A BILL


 
   To amend chapter 88 of title 18, United States Code, to prohibit 
pickets or protests before or about the dwelling of any person with the 
intent to harass or disturb that person in his or her dwelling, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Residential Protest Prohibition Act 
of 2022''.

SEC. 2. RESIDENTIAL PICKETING.

    (a) In General.--Chapter 88 of title 18, United States Code, is 
amended by adding at the end the following new section:
``Sec. 1802. Residential picketing
    ``(a) In General.--Whoever, in or affecting interstate commerce, 
pickets or protests before or about the dwelling of any person with the 
intent to harass or disturb that person in his or her dwelling shall be 
fined not more than $10,000 and imprisoned not more than one year.
    ``(b) Law Enforcement.--Before a person may be arrested for a 
violation of this section, a Federal law enforcement officer shall go 
as near to the person as may be done with safety and shall command any 
person picketing or protesting before or about the dwelling of a person 
to immediately and peaceably disperse. If any such person does not 
thereupon immediately and peaceably disperse, such person may be 
arrested for a violation of this section.
    ``(c) Dwelling Definition.--As used in this section, the term 
`dwelling' means a building, structure, or portion thereof which is 
occupied as, or designed or intended for the occupancy as, a residence 
by one or more families.''.
    (b) Clerical Amendment.--The table of sections for chapter 88 of 
title 18, United States Code, is amended by adding at the end the 
following new item:

``1802. Residential picketing.''.
