                                 A BILL


 
   To direct the Commissioner of Social Security to conduct a study 
                   relating to administrative costs.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. STUDY ON ADMINISTRATIVE COSTS.

    (a) In General.--The Commissioner of Social Security shall conduct 
a study on ways to--
            (1) lower administration costs by at least 15 percent;
            (2) protect current benefits;
            (3) investigate means testing, flat benefits, and basing 
        benefits pay outs on lifelong labor earnings; and
            (4) insure the solvency of the program.
    (b) Report.--Not later than 1 year after the date of enactment of 
this Act, the Commissioner of Social Security shall submit a report on 
the results of the study under subsection (a) to the Committee on Ways 
and Means of the House of Representatives and the Committee on Finance 
of the Senate.
