A BILL
To amend the Federal Election Campaign Act of 1971 to prohibit Members
of Congress from making direct and personal solicitations of campaign
funds when Congress is in session, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``On the Clock Act''.
SEC. 2. PROHIBITING MEMBERS OF CONGRESS FROM MAKING DIRECT AND PERSONAL
SOLICITATIONS OF CAMPAIGN FUNDS WHILE IN SESSION.
(a) Prohibition.--Title III of the Federal Election Campaign Act of
1971 (52 U.S.C. 30101 et seq.) is amended by adding at the end the
following new section:
``SEC. 325. PROHIBITING MEMBERS OF CONGRESS FROM MAKING DIRECT AND
PERSONAL SOLICITATIONS OF CAMPAIGN FUNDS WHILE IN
SESSION.
``(a) Prohibition.--An individual holding the office of Senator or
Representative in, or Delegate or Resident Commissioner to, the
Congress may not make a direct and personal solicitation of funds in
connection with an election for Federal office or an election for State
or local office--
``(1) in the case of an individual holding the office of
Senator, on any day on which the Senate is in session, other
than during the portion of the day which occurs before the
Senate convenes and the portion of the day which occurs after
the Senate adjourns; or
``(2) in the case of an individual holding the office of
Representative in, or Delegate or Resident Commissioner to, the
Congress, on any day on which the House of Representatives is
in session, other than during the portion of the day which
occurs before the House convenes and the portion of the day
which occurs after the House adjourns.
``(b) Exception for Pro Forma Sessions.--Subsection (a) does not
apply--
``(1) in the case of paragraph (1) of subsection (a), to a
day on which the Senate convenes solely in a pro forma session;
and
``(2) in the case of paragraph (2) of subsection (a), to a
day on which the House of Representatives convenes solely in a
pro forma session.''.
(b) Effective Date.--The amendments made by this section shall
apply with respect to elections occurring after December 2022.
