which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name>, and in addition to the Committees on <committee-name committee-id="HGO00">Oversight and Reform</committee-name>, <committee-name committee-id="HBA00">Financial Services</committee-name>, <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, and <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require State educational agencies to hire and train school resource officers, and for other purposes.</official-title></form><legis-body id="HBF5A74702C7D4B3E80FDF6A0B203DDDB" style="OLC"><section id="HE7E00D10138445E49DE87C865AED2D06" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening School Security for Students Act</short-title></quote>.</text></section><section id="H28E646A79A224754A6BFB9EF3EC01289"><enum>2.</enum><header>Hiring and training of school resource officers</header><subsection id="HF8CF2FD0B8A6437B8FA49A1BC6CFE802"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No funds shall be made available under any applicable program to any State educational agency, unless such agency ensures each elementary school and secondary school under the jurisdiction of such agency hires two full time school resource officers for every 500 students in attendance at such school who are licensed to carry a firearm and are trained to prevent student violence to others and self.</text></subsection><subsection id="H5F203E71508344B199307BB8C0D44411"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H29716EEE786147168B38C9891820CE1C"><enum>(1)</enum><header>Applicable program</header><text display-inline="yes-display-inline">The term <quote>applicable program</quote> has the meaning given such term in section 400(c) of the General Education Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1221">20 U.S.C. 1221</external-xref>). </text></paragraph><paragraph id="H088AA769E00B49D4A9A192B84F65B186"><enum>(2)</enum><header>ESEA terms</header><text>The terms <quote>elementary school</quote>, <quote>secondary school</quote>, and <quote>State educational agency</quote> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="HF16FF5575A58419185A048C1F3537C56"><enum>(3)</enum><header>School resource officer</header><text display-inline="yes-display-inline">The term <quote>school resource officer</quote> has the meaning given such term in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10389">34 U.S.C. 10389</external-xref>).</text></paragraph></subsection><subsection id="H51C8AB8E763E4AB7A4F24E2A4607F31B"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $28,000,000,000 for each of fiscal years 2023 through 2027.</text></subsection></section><section id="H625FC19D845F4346A251EA37E447615B"><enum>3.</enum><header>Rescission of certain American Rescue Plan Act of 2021 funds</header><text display-inline="no-display-inline">The total unobligated balance of funds available under the following accounts and programs established by the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>; in this section referred to as <quote>ARPA</quote>) are hereby rescinded:</text><paragraph id="H222E37F116644E97840475FD6CFE249F"><enum>(1)</enum><text display-inline="yes-display-inline">Fund for State, territories, tribal, and local governments under section 602 or 603 of the Social Security Act, as added by section 9901 of ARPA.</text></paragraph><paragraph id="H4792DEC6AED940B386BED6811833F310"><enum>(2)</enum><text display-inline="yes-display-inline">Emergency rental assistance under section 3201 of ARPA.</text></paragraph><paragraph id="H5B8B156FCC3A4B32BE62E32CF79E5134"><enum>(3)</enum><text display-inline="yes-display-inline">State small business credit initiative under the State Small Business Credit Initiative Act of 2010, as amended by section 3301 of ARPA.</text></paragraph><paragraph id="HB748C9EE57DB4CA1B6383B190A649E76"><enum>(4)</enum><text display-inline="yes-display-inline">Federal Transit Administration grants under section 3401 ARPA.</text></paragraph><paragraph id="H4C07A4DC8081452E9E11624950983F55"><enum>(5)</enum><text display-inline="yes-display-inline">Coronavirus Capital Projects Fund under section 604 of the Social Security Act, as added by section 9901 of ARPA.</text></paragraph><paragraph id="H6592839629AF4E809565E76865FC1884"><enum>(6)</enum><text>Global response funds under section 10003 of ARPA.</text></paragraph></section></legis-body></bill>
