R. 8053</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220614">June 14, 2022</action-date><action-desc><sponsor name-id="C001121">Mr. Crow</sponsor> (for himself, <cosponsor name-id="P000608">Mr. Peters</cosponsor>, and <cosponsor name-id="B001298">Mr. Bacon</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide the Secretary of Energy with the authority to enter into contracts and cooperative agreements to improve the resilience of defense critical electric infrastructure and reduce the vulnerability of critical defense facilities to the disruption of the supply of electric energy to those facilities.</official-title></form><legis-body id="H4D095E3028064AFB9FA5802B4772F610" style="OLC"><section id="H8D5933FE7E24441CA7AD2462BECF51FD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Guaranteeing Resilient Installations for Defense Act</short-title></quote> or the <quote><short-title>GRID Act</short-title></quote>. </text></section><section id="H8F06D9B67F534E46B6826067B4386F5D"><enum>2.</enum><header>Defense critical electric infrastructure security</header><text display-inline="no-display-inline">Section 215A of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o-1">16 U.S.C. 824o–1</external-xref>) is amended—</text><paragraph id="H2529548F342A49C0886CD7A2CB544D29"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H0A9B122C181042E782C1E3E2DC2EBC14"><enum>(A)</enum><text>in paragraph (4), by striking <quote>of the 48 contiguous States or the District of Columbia</quote> and inserting <quote>State</quote>;</text></subparagraph><subparagraph id="H5AAA4B96F7914EAF89EC15A8D7CAB843"><enum>(B)</enum><text>by redesignating paragraph (8) as paragraph (9); and</text></subparagraph><subparagraph id="H8E170F055F9A470BBD78DF7914FFA528"><enum>(C)</enum><text>by inserting after paragraph (7) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H97C94AAE061043FE83C4767E6D2C615F"><paragraph id="H3FFA5E8DA0DC4FD494684A017656333B"><enum>(8)</enum><header>Resilience</header><text>The term <term>resilience</term> has the meaning given the term in section 1304A(j) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17384a">42 U.S.C. 17384a(j)</external-xref>).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HE41ED705E7784BAAB658852210A6F0F4"><enum>(2)</enum><text>in subsection (c), in the matter preceding paragraph (1), by striking <quote>the 48 contiguous States and the District of Columbia</quote> and inserting <quote>any State</quote>; and</text></paragraph><paragraph id="HB9FD8431BD7D44709FCC378FBB32C6E9"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2B0077753A074F498D6B86A471F168B6"><subsection id="HD3F27385A3EC4414A3BE2C6F80929F75"><enum>(g)</enum><header>Authority To address vulnerabilities</header><text>The Secretary may, to the extent that funds are made available for such purposes in advance in appropriations Acts, enter into contracts or cooperative agreements with external providers of electric energy—</text><paragraph id="HA5652BEFD44C48649BB5BA542F3FDF6B"><enum>(1)</enum><text>to improve the resilience of defense critical electric infrastructure; and </text></paragraph><paragraph id="H56C0DD11D0914796A39963E2A6FB9591"><enum>(2)</enum><text>to reduce the vulnerability of critical defense facilities designated under subsection (c) to the disruption of the supply of electric energy to those facilities.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
