which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Transportation to establish the Aerospace Supply Chain Resiliency Task Force, and for other purposes.</official-title></form><legis-body id="H612DB285C90C402B9C2B506F307F3B18" style="OLC"><section id="H92FDEFEB0A39473BA9A7ABCD9C5A9FA9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Aerospace Supply Chain Resiliency, Innovation, and Advancement Act of 2022</short-title></quote>.</text></section><section id="H1B38158374184C08B465819D553B18FB"><enum>2.</enum><header>Aerospace Supply Chain Resiliency Task Force</header><subsection id="H8FA9DBE110004F53AA1C2B2B9E4A3BF8"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary of Transportation shall establish the Aerospace Supply Chain Resiliency Task Force (in this section referred to as the <quote>Task Force</quote>) to—</text><paragraph id="H82438D201DB74997AD73180C36B6526E"><enum>(1)</enum><text>identify and assess risks to United States aerospace supply chains, including the availability of raw materials and critical manufactured goods, with respect to—</text><subparagraph id="HEF6D996C95B44FCBAC9B947EF458B045"><enum>(A)</enum><text>major end items produced by the aerospace industry; and</text></subparagraph><subparagraph id="H0D8B420D639F42A4A6A8D201FC7D0F90"><enum>(B)</enum><text>the infrastructure of the National Airspace System; and</text></subparagraph></paragraph><paragraph id="H5B5C1C109BCD47DB9A27B9BC3EC93132"><enum>(2)</enum><text>identify best practices and make recommendations to mitigate risks identified under paragraph (1) and support a robust United States aerospace supply chain.</text></paragraph></subsection><subsection id="HC1A316BC625A49259BCAB69870D024AA"><enum>(b)</enum><header>Membership</header><paragraph id="H75673164F7C4445083D308FA055E17FA"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall appoint not more than 21 individuals to the Task Force.</text></paragraph><paragraph id="H247FF89F75EE47E1A3BBF26293ABFA9A"><enum>(2)</enum><header>Composition</header><text display-inline="yes-display-inline">In appointing individuals to the Task Force, the Secretary shall appoint—</text><subparagraph id="HAF2EAC9EB95A4AACB11AD1A1DBA299F6"><enum>(A)</enum><text>At least 1 individual representing each of the following:</text><clause id="H272B6A3B8F4846FD939AF13C2A7B214D"><enum>(i)</enum><text>Manufacturers of aircraft.</text></clause><clause id="H2CF990E79D474B3D87D3E69021219F99"><enum>(ii)</enum><text>Manufacturers of avionics.</text></clause><clause id="H5959A1D4953A40C3B6769CA89F65F33A"><enum>(iii)</enum><text>Manufacturers of aircraft propulsion systems.</text></clause><clause id="H7523A5D9598B421DB5A3135E1D772050"><enum>(iv)</enum><text>Manufacturers of aircraft structures.</text></clause><clause id="HE433F624580E409B8E8B14A64BBA3575"><enum>(v)</enum><text>Manufacturers of communications, navigation, and surveillance equipment used for the provision of air traffic services.</text></clause><clause id="H327300DE64C545689EEBFC877CB907D6"><enum>(vi)</enum><text>Commercial air carriers.</text></clause><clause id="H9CF77A50DBED48FA8709D381966D7581"><enum>(vii)</enum><text>General aviation operators.</text></clause><clause id="H54C3E52FCF404DCCBCFC7525E94C4222"><enum>(viii)</enum><text>Rotorcraft operators.</text></clause><clause id="H6256DD721042436BA3604B927F72941E"><enum>(ix)</enum><text>Unmanned aircraft system operators.</text></clause><clause id="H0F252AD10A684690852AB2E9F92BF5D7"><enum>(x)</enum><text>Aircraft maintenance providers.</text></clause><clause id="H09B30D056B004A10B80F0E9378F67345"><enum>(xi)</enum><text>Aviation safety organizations.</text></clause></subparagraph><subparagraph id="HFF2E68AC08C94762B904006055A28F16"><enum>(B)</enum><text>At least 1 individual representing certified labor representatives of each of the following:</text><clause id="H8F209D35501B48269E44E7DE7D389C11"><enum>(i)</enum><text>Aircraft mechanics. </text></clause><clause id="HC9F96E52D0DD4AE9B431B8FF66C8315A"><enum>(ii)</enum><text>Aircraft engineers. </text></clause><clause id="H28A87B57A2AD4018B868385588E5BA49"><enum>(iii)</enum><text>Aircraft manufacturers.</text></clause><clause id="HC39B078717A3471A8FB89C352E5C659B"><enum>(iv)</enum><text>Airway transportation system specialists employed by the Federal Aviation Administration.</text></clause></subparagraph><subparagraph id="H8B61DAFB3D78421F8236C6798EC6C55C"><enum>(C)</enum><text>Individuals with expertise in logistics, economics, supply chain management, or another field or discipline related to the resilience of industrial supply chains.</text></subparagraph></paragraph></subsection><subsection id="H3F0942A2254B4FABA854EE23C3C1D668"><enum>(c)</enum><header>Activities</header><text>In carrying out the responsibilities of the Task Force described in subsection (a), the Task Force shall—</text><paragraph id="HEE302593FCC4411FB07D2946993333DD"><enum>(1)</enum><text>engage with the aerospace industry to document trends in changes to production throughput and lead times of major end items produced by the aerospace industry;</text></paragraph><paragraph id="H8D82D126FB2A4BD88CF25B4609209662"><enum>(2)</enum><text>determine the extent to which United States aerospace supply chains are potentially exposed to significant disturbances, including the existence of and potential for supply chain issues such as chokepoints, bottlenecks, or shortages that could prevent or inhibit the production or flow of major end items and services;</text></paragraph><paragraph id="H6FAA1528CADB4822B779BACC05ED3D1B"><enum>(3)</enum><text>explore new solutions to resolve such supply chain issues identified under paragraph (2), including through the use of—</text><subparagraph id="H4CE430A7A96643969798A5D91A03FE81"><enum>(A)</enum><text>existing aerospace infrastructure; and</text></subparagraph><subparagraph id="HE00F5A7EC9E44E938856D5A8C62AA7F4"><enum>(B)</enum><text>aerospace infrastructure, manufacturing capabilities, and production capacities in small or rural communities;</text></subparagraph></paragraph><paragraph id="H68FE5E3D62A340F388327E82AF2FDC26"><enum>(4)</enum><text>evaluate the potential for the introduction and integration of advanced technology to—</text><subparagraph id="H6146DB78DB684A92849590576070A4CA"><enum>(A)</enum><text>relieve such supply chain issues; and</text></subparagraph><subparagraph id="HAEB2582385234070A0CC80D99C572045"><enum>(B)</enum><text>fill such gaps; </text></subparagraph></paragraph><paragraph id="HDC3F88E3BE6B4451B97A9858C3C013B0"><enum>(5)</enum><text>utilize, to the maximum extent practicable, existing supply chain studies, reports, and materials in carrying out the activities described in this subsection; and</text></paragraph><paragraph id="HBC1804ED062344CDAB4BF4A2081D349A"><enum>(6)</enum><text>provide recommendations to address, manage, and relieve such supply chain issues. </text></paragraph></subsection><subsection id="H73AFBC43FEFC427D8320795A7D3ED846"><enum>(d)</enum><header>Meetings</header><paragraph id="H9B266D8A6F3D48CC9308D2752F39F289"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), the Task Force shall convene at such times and places, and by such means, as the Secretary determines to be appropriate, which may include the use of remote conference technology.</text></paragraph><paragraph id="HFE43528398794EBDB0BB45CC58389AA3"><enum>(2)</enum><header>Timing</header><text>The Task Force shall convene for an initial meeting not later than 120 days after the date of enactment of this Act and at least every 90 days thereafter.</text></paragraph></subsection><subsection id="H77C2E7C85DB4490C9B4418442C10FB6A"><enum>(e)</enum><header>Reports to Congress</header><paragraph id="H5AE1E25824A040928B1796428CF25F7F"><enum>(1)</enum><header>Report of Task Force</header><subparagraph id="H3AFAC86F3CEB40C0BB9F4344CABB9C0B"><enum>(A)</enum><header>In general</header><text>Not later than 1 year after the date of the initial meeting of the Task Force, the Task Force shall submit to the appropriate committees of Congress a report on the activities of the Task Force.</text></subparagraph><subparagraph id="H86CBADA86B494EC8AA6155BD3228FE6B"><enum>(B)</enum><header>Contents</header><text>The report required under subparagraph (A) shall include—</text><clause id="HFB7D4F1972344175BD015C1830F560BD"><enum>(i)</enum><text>best practices and recommendations identified pursuant to subsection (a)(2);</text></clause><clause id="H7B1BECA27C8F4155848772422BE427C2"><enum>(ii)</enum><text>a detailed description of the findings of the Task Force pursuant to the activities required by subsection (c); and</text></clause><clause id="HF2D8FDF28227433FA1A61479E28527AC"><enum>(iii)</enum><text>recommendations of the Task Force, if any, for regulatory, policy, or legislative action to improve Government efforts to reduce barriers, mitigate risk, and bolster the resiliency of United States aerospace supply chains.</text></clause></subparagraph></paragraph><paragraph id="H468A1B1B767C403CA29B9361CB22174E"><enum>(2)</enum><header>Report of Secretary</header><text>Not later than 180 days after the submission of the report required under paragraph (1), the Secretary shall submit a report to the appropriate committees of Congress on the status or implementation of recommendations of the Task Force included in the report required under paragraph (1).</text></paragraph></subsection><subsection id="H5C4CF2E179AF4DD6AB8361310B75CF20"><enum>(f)</enum><header>Applicable law</header><text display-inline="yes-display-inline">The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Task Force.</text></subsection><subsection id="H83A23E1B572447DEBCF0D15ABB59948A"><enum>(g)</enum><header>Sunset</header><text>The Task Force shall terminate upon the submission of the report required by subsection (e)(1).</text></subsection><subsection id="H1A3A531E4EBB4BCC914E190E372A8146"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="HDECB67A1CF9A4F5DAC0BFC1928FA0C3E"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <quote>appropriate committees of Congress</quote> means—</text><subparagraph id="H229DCAB9F16846278BE6E87126BFAC5B"><enum>(A)</enum><text>the Committee on Transportation and Infrastructure of the House of Representatives; and</text></subparagraph><subparagraph id="H9452E5742F574BC9AB172ABF78D761A6"><enum>(B)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate.</text></subparagraph></paragraph><paragraph id="H59B17D3E092041C5903949F9DFA63497"><enum>(2)</enum><header>Major end item</header><text>The term <quote>major end item</quote> means—</text><subparagraph id="H09BF10D9AB86419FAAA31D6AEC7A4683"><enum>(A)</enum><text>an aircraft;</text></subparagraph><subparagraph id="H29B793835B4C4B598997A89C3E558D4C"><enum>(B)</enum><text>an aircraft engine or propulsion system; </text></subparagraph><subparagraph id="H2136A783DE164DAAB4034F0FAB7604B9"><enum>(C)</enum><text>communications, navigation, or surveillance equipment used in the provision of air traffic services; and</text></subparagraph><subparagraph id="HA0873F292B6D49DDACC3EB3D2B0090A2"><enum>(D)</enum><text>any other end item the manufacture and operation of which has a significant effect on air commerce, as determined by the Secretary.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
