R. 8040</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220613">June 13, 2022</action-date><action-desc><sponsor name-id="L000551">Ms. Lee of California</sponsor> (for herself, <cosponsor name-id="P000607">Mr. Pocan</cosponsor>, <cosponsor name-id="G000551">Mr. Grijalva</cosponsor>, <cosponsor name-id="J000298">Ms. Jayapal</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="B000574">Mr. Blumenauer</cosponsor>, <cosponsor name-id="M000312">Mr. McGovern</cosponsor>, <cosponsor name-id="W000822">Mrs. Watson Coleman</cosponsor>, and <cosponsor name-id="O000173">Ms. Omar</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reduce the amount authorized to be appropriated for the Department of Defense for fiscal year 2023, and for other purposes.</official-title></form><legis-body id="HAD98914474364845B695950EAF1FF313" style="OLC"><section id="H536C3251D43E4782BDD4CCDBCBC40CA6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>People Over Pentagon Act of 2022</short-title></quote>.</text></section><section id="H3FFDEE7341074AAFB6C080F7CB0BFC8B"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="H99F16FA1DFB7433183350F31E4A758C0"><enum>(1)</enum><text display-inline="yes-display-inline">many of the most urgent threats to the national security of the United States are not military in nature;</text></paragraph><paragraph id="HD56938479529498D996AC84FF11E9CAF"><enum>(2)</enum><text>the Federal budget should reflect the national priorities of the United States; and</text></paragraph><paragraph id="H4469768B9C53466E86E6A1B32DCE10B1"><enum>(3)</enum><text>in order to better protect the security of all people and address the national priorities of the United States, the budget of the Department of Defense should be reduced and the associated savings should be reallocated.</text></paragraph></section><section id="HE22B23FC3A85480FB3A8039D6AD0D815"><enum>3.</enum><header>Reduction in amounts authorized to be appropriated for the Department of Defense for fiscal year 2023</header><subsection id="HCDEAEDA8980E4EB3ACA8DA4AD05FC125"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The amount authorized to be appropriated for the Department of Defense for 2023 is—</text><paragraph id="H12CBE4934BF841CDAAA52E2FD96F0785"><enum>(1)</enum><text display-inline="yes-display-inline">the aggregate amount appropriated for the Department of Defense for fiscal year 2022 in division C of the Consolidated Appropriations Act, 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/103">Public Law 117–103</external-xref>), reduced by</text></paragraph><paragraph id="H65E33B8E7B9D498F9DC284AE4F982C1D"><enum>(2)</enum><text>$100,000,000,000.</text></paragraph></subsection><subsection id="H72A0C9CB2180489EA031F61124BA9048"><enum>(b)</enum><header>Funding for certain accounts</header><text>The amount authorized to be appropriated for each of the following accounts of the Department of Defense shall be the amount authorized to be appropriated for such account for fiscal year 2022:</text><paragraph id="HC9EBC03534BF4AC5BCE46AE2AD6C9D9F"><enum>(1)</enum><text>The Defense Health Program.</text></paragraph><paragraph id="HD4FDAF3B4AF94A8486AD0DCE94CBD53B"><enum>(2)</enum><text>Each military personnel account.</text></paragraph><paragraph id="HD66D4A94CB5D499384DE0809CD8C334D"><enum>(3)</enum><text>Each account providing for pay and benefits for persons appointed into the civil service as defined in section 2101 of title 5, United States Code.</text></paragraph></subsection><subsection id="H77EE5F1027E74455B5F1B1833D744287"><enum>(c)</enum><header>Application of funding cuts</header><text>In reducing funding for Department of Defense programs in accordance with subsection (a), the Secretary of Defense shall take into consideration the findings and recommendations contained in the Congressional Budget Office report entitled <quote>Illustrative Options for National Defense Under a Smaller Defense Budget</quote> and dated October 2021.</text></subsection></section></legis-body></bill>
