which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name>, and in addition to the Committee on <committee-name committee-id="HED00">Education and Labor</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 to provide eligibility to elementary and secondary schools for certain security grants for target hardening and other security enhancements to protect against terrorist attacks, and for other purposes.</official-title></form><legis-body id="HCE44609A1E0C42A189697906D7337E3D" style="OLC"><section id="H391F21A746544501BC1CC6E3C9857D43" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nonprofit and School Security Grant Program Act</short-title></quote>. </text></section><section id="H6699DCD80A6B40D687B1675239AAF370"><enum>2.</enum><header>Eligibility of elementary and secondary schools for certain DHS security grants</header><subsection id="HB54321003CA8434AA1D2385CAA6F2127"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2009 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/609a">6 U.S.C. 609a</external-xref>) is amended—</text><paragraph id="H625AE8E5B98B4E97BC83AB9C6FADAB1E"><enum>(1)</enum><text>in the section heading, by inserting <quote><header-in-text level="section" style="OLC">and school</header-in-text></quote> after <quote><header-in-text level="section" style="OLC">nonprofit</header-in-text></quote>;</text></paragraph><paragraph id="H977AA832C7824033991BE5D93ACBCFFD"><enum>(2)</enum><text>in subsection (a), by inserting <quote>and to elementary schools, secondary schools, private schools, and religious schools</quote> before <quote>for target hardening</quote>;</text></paragraph><paragraph id="HF5337B1335334D16A83697ED5D7C3DC3"><enum>(3)</enum><text>in subsection (c)(1), by inserting <quote>, including magnetometers</quote> before the period;</text></paragraph><paragraph id="H52D9856AB87F437FA24B692D404164D9"><enum>(4)</enum><text>in subsection (f)—</text><subparagraph id="H4249681A73FD485680876041F48E7D8C"><enum>(A)</enum><text>in paragraph (1), by striking <quote>$75 million for each of fiscal years 2020 through 2024</quote> and inserting <quote>$500,300,000 for each of fiscal years 2023 through 2027</quote>; and</text></subparagraph><subparagraph id="H48CA4B229D324680BC3A5C0784134276"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="HC3121F5D588545E88C1550E674A81C24"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause id="H49EC60C01F1247AC82AA88D86D25AB6C"><enum>(I)</enum><text>by striking <quote>$50 million</quote> and inserting <quote>$125,075,000</quote>; and</text></subclause><subclause id="HE28260BFCFD94C308C30395122488D9B"><enum>(II)</enum><text>by striking <quote>and</quote> after the semicolon; </text></subclause></clause><clause id="HA6976CBA7EE342F981270A3A9E3AA69D"><enum>(ii)</enum><text>in subparagraph (B)—</text><subclause id="H8B5FAAA22D184C6B85C09CE6A7B4E580"><enum>(I)</enum><text>by striking <quote>$25 million</quote> and inserting <quote>$125,075,000</quote>; and</text></subclause><subclause id="H49F999E804A04E7EBFC9FBADBCFA2F74"><enum>(II)</enum><text>by striking the period and inserting <quote>; and</quote>; and</text></subclause></clause><clause id="H7A8816F84CF04248B81D399C242944A4"><enum>(iii)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H3F869130DD054F7D9BA36D05A4232A36" display-inline="no-display-inline"><subparagraph id="H71439EDB6DA846F5BE456318FE41966F"><enum>(C)</enum><text display-inline="yes-display-inline">$250,150,000 is authorized for elementary schools, secondary schools, private schools, and religious schools, to be derived initially from the unobligated balances of all amounts made available to such schools to prevent, prepare for, or respond to the coronavirus.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="H53DA5D515AC94851ADB8EA290E2C11B1"><enum>(5)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" id="H24FFB8F53D234FA3AF0C4E23EE430F61" display-inline="no-display-inline"><subsection id="HF8ABE6F31403413D99D3E0EBDFDB7CB7"><enum>(e)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the terms <quote>elementary school</quote> and <quote>secondary school</quote> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H6414E59334CC448DAA24F08D337FE1D0"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by amending the item relating to section 2009 to read as follows:</text><quoted-block style="OLC" id="HCE3ACDFDFB6A41F9A3C7DF192F8419FA" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 2009.
