R. 8035</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220613">June 13, 2022</action-date><action-desc><sponsor name-id="H001090">Mr. Harder of California</sponsor> (for himself and <cosponsor name-id="H001056">Ms. Herrera Beutler</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name>, and in addition to the Committees on <committee-name committee-id="HAG00">Agriculture</committee-name>, <committee-name committee-id="HAS00">Armed Services</committee-name>, and <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the standardization of reciprocal fire suppression cost share agreements, and for other purposes.</official-title></form><legis-body id="HF0412DC23FAD4148A8B5564F5E503BD3" style="OLC"><section id="H607FA8EFDA2C45F4A5664A70A28AE0A7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fire Department Repayment Act of 2022</short-title></quote>.</text></section><section id="H8709B25EA3A448BCB3C5C68D7301042E"><enum>2.</enum><header>Requirements relating to certain fire suppression cost share agreements</header><subsection id="HD847CA61E2F5428B9BD44C795A6C73C9"><enum>(a)</enum><header>Establishment of standard operating procedures</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section, the Secretaries shall—</text><paragraph id="H24979A35E9664BF4B38D33CC06D472B3"><enum>(1)</enum><text display-inline="yes-display-inline">establish standard operating procedures relating to fire suppression cost share agreements established under the Act of May 27, 1955 (<external-xref legal-doc="usc" parsable-cite="usc/42/1856a">42 U.S.C. 1856a</external-xref>) (commonly known as the <quote>Reciprocal Fire Protection Act</quote>); and</text></paragraph><paragraph id="H1907175F2C2D4C899B1CDBB92566A332"><enum>(2)</enum><text>with respect to each fire suppression cost share agreement in operation on such date—</text><subparagraph id="H62DA9AABC75C403D9199EB63F577111F"><enum>(A)</enum><text>review each such agreement; and</text></subparagraph><subparagraph id="HB8E5099422F74106B4C3E2C7398CAC45"><enum>(B)</enum><text>modify each agreement as necessary to comply with the standard operating procedures required under paragraph (1).</text></subparagraph></paragraph></subsection><subsection id="H2D0EC468A56D4D9C9C0ACD77D2E2DD60"><enum>(b)</enum><header>Alignment of fire suppression cost share agreements with cooperative fire protection agreements</header><text display-inline="yes-display-inline">The standard operating procedures required under subsection (a)(1) shall include a requirement that each fire suppression cost share agreement be aligned with each of the cooperative fire protection agreements applicable to the entity subject to such fire suppression cost share agreement.</text></subsection><subsection id="HC2B84BCDCF6A4108946E54D64CB915EC"><enum>(c)</enum><header>Second-Level review</header><text>The standard operating procedures required under subsection (a)(1) shall include—</text><paragraph id="H8A4EC96A5F3845D09DAEB22F20387844"><enum>(1)</enum><text>a requirement that the Secretaries, to the maximum extent practicable, complete reviews, including second-level reviews of a fire suppression cost share agreement, as soon as practicable after a wildfire relating to the area covered by such fire suppression cost share agreement is contained; and </text></paragraph><paragraph id="HBC2670AC6259429787E7B7297AAEF95C"><enum>(2)</enum><text>a requirement that in completing such reviews, the Secretaries consults with State and local fire suppression organizations.</text></paragraph></subsection><subsection id="H28EEA8F500774FF8A3B09AB24F6A8C60"><enum>(d)</enum><header>Secretaries defined</header><text>In this section, the term <term>Secretaries</term> means—</text><paragraph id="H6ED71A285F54409CA91192D605065568"><enum>(1)</enum><text>the Secretary of Agriculture;</text></paragraph><paragraph id="HD06837A661F04C8786A1DC4C8A452B95"><enum>(2)</enum><text>the Secretary of the Interior;</text></paragraph><paragraph id="HA9D57B85C9764DF6B6E5384F7959D6F8"><enum>(3)</enum><text>the Secretary of Homeland Security; and</text></paragraph><paragraph id="HCF37EBD0D8204FBB8B080E41F4D36C2F"><enum>(4)</enum><text>the Secretary of Defense. </text></paragraph></subsection></section></legis-body></bill>
