which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of the Interior to conduct a special resource study to determine the suitability and feasibility of establishing a network of locations associated with lynchings in the vicinity of Memphis, Tennessee, as a unit of the National Park System.</official-title></form><legis-body id="H5AC31CA0AF1D467D85579B5F3A537AA8" style="OLC"><section id="H6767A7471F5741F7B8A03EE3D5D7FAF8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Evaluating Lynching Locations (ELL) for National Park Sites Act</short-title></quote>.</text></section><section id="HD713127EB89C42E58502E76972B3DD31"><enum>2.</enum><header>Special resource study of lynching locations</header><subsection id="HF562EB7B6D3B428BB1C54D01283557A1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall conduct a special resource study of the study area.</text></subsection><subsection id="H98F25E7B88B54F3A8E276893C8C0715B"><enum>(b)</enum><header>Contents</header><text>In conducting the special resource study under subsection (a), the Secretary shall—</text><paragraph id="HC17B715FEB5147199F9B20728D520381"><enum>(1)</enum><text display-inline="yes-display-inline">evaluate the national significance of the study area;</text></paragraph><paragraph id="HA504BF0D8607478B97F32AE6B7F7DF95"><enum>(2)</enum><text display-inline="yes-display-inline">determine the suitability and feasibility of designating the study area as a unit of the National Park System;</text></paragraph><paragraph id="H8B1780F4A29B45FCB5F5EF5DFF3577A6"><enum>(3)</enum><text display-inline="yes-display-inline">consider other alternatives for preservation, protection, and interpretation of the study area by the Federal Government, State or local government entities, or private and nonprofit organizations;</text></paragraph><paragraph id="HFAA9C2DB7B8F4FC0BAB2AF3EE7D64DA8"><enum>(4)</enum><text display-inline="yes-display-inline">consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested persons; and</text></paragraph><paragraph id="H65F3FBBCC89B41E19DB3D9F9886FE3FC"><enum>(5)</enum><text display-inline="yes-display-inline">identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives.</text></paragraph></subsection><subsection id="HABC0A60397DC4ED398C85E0D0B8393B6"><enum>(c)</enum><header>Applicable law</header><text display-inline="yes-display-inline">The study required under subsection (a) shall be conducted in accordance with section 100507 of title 54, United States Code.</text></subsection><subsection id="HA595435942414ED6A640692AB93E7C3B"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 3 years after the date on which funds are made available to carry out this Act, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes—</text><paragraph id="H916C1FCE7B3B4137A31D8C68099FADAB"><enum>(1)</enum><text>the results of the study; and</text></paragraph><paragraph id="H9092BB1252934002A88DA072F092F1DC"><enum>(2)</enum><text>any recommendations of the Secretary.</text></paragraph></subsection><subsection id="H5BB8E6E5DE6C473FAAA4975549EB5621"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H0DC26204FB964516BAF03D4976317700"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="H220CF06284F344C289127344EF1670CB"><enum>(2)</enum><header>Study Area</header><text>The term <term>study area</term> means sites within approximately 100 miles of Memphis, Tennessee, at which lynchings took place, including, but not limited to, the lynching sites of—</text><subparagraph id="HB5278E9C2B2F410B91132E2B803E293B"><enum>(A)</enum><text>Wash Henley in 1869;</text></subparagraph><subparagraph id="H0AE888B4E63E413EA7233C6D2A5FD931"><enum>(B)</enum><text>Christopher Bender and Bud Whitfield in 1868;</text></subparagraph><subparagraph id="H48B6D56E9054417A98713E3274A6CE54"><enum>(C)</enum><text>Thomas Moss, Will Stewart, and Calvin McDowell in 1892 during the event referred to as <quote>The People’s Grocery Lynchings</quote>;</text></subparagraph><subparagraph id="H3CAA0D7D69C043139773E8BAC3AF4BD6"><enum>(D)</enum><text>Lee Walker in 1893;</text></subparagraph><subparagraph id="H3403A9B49F694921956E0F895B11CA26"><enum>(E)</enum><text>Warner Williams, Daniel Hawkins, Robert Haynes, Edward Hall, John Hayes, and Graham White in 1894;</text></subparagraph><subparagraph id="HF182A806C4B344D0B596F7EFFE5D0738"><enum>(F)</enum><text>Ell Persons in 1917;</text></subparagraph><subparagraph id="HEA7DB61023F04166A1C2A655620551A5"><enum>(G)</enum><text>Jesse Lee Bond in 1939; and</text></subparagraph><subparagraph id="H8608CEAF6ED640FBBD5DBB2827108E75"><enum>(H)</enum><text>Elbert Williams in 1940. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
