R. 7898</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220527">May 27, 2022</action-date><action-desc><sponsor name-id="S001205">Ms. Scanlon</sponsor> (for herself, <cosponsor name-id="G000559">Mr. Garamendi</cosponsor>, <cosponsor name-id="J000305">Ms. Jacobs of California</cosponsor>, and <cosponsor name-id="N000188">Mr. Norcross</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to ensure that fire protection services at military installations comply with certain standards for Federal fire protection, and for other purposes.</official-title></form><legis-body id="H3B08F9DDD4D04385A2315BAB1C8A74AB" style="OLC"><section id="HFB0C13084E6946A797A822E72EA0107E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Firefighters Workforce Support Act</short-title></quote>. </text></section><section id="H2B6BF7A10837421D9AA8A5A85A4BFC7B"><enum>2.</enum><header>National standards for Federal fire protection at military installations</header><subsection id="HF4408137798441A1B503459788DEACFC"><enum>(a)</enum><header>Sense of congress</header><text>It is the sense of Congress that—</text><paragraph id="H57D13B2067B24CA6AFB05C93E22309EC"><enum>(1)</enum><text>fire protection staffing levels for all responses on military installations must rigorously comply with staffing benchmarks detailed in National Consensus Standards developed by the National Fire Protection Association; and</text></paragraph><paragraph id="H5EBCE83022A14866A011BDA3C861D521"><enum>(2)</enum><text>fire protection is an essential service and therefore, budgetary considerations should not justify the degradation of installation emergency services.</text></paragraph></subsection><subsection id="HC364DD2E14B5438A8D811DB0B8273832"><enum>(b)</enum><header>Standards required</header><text>The Secretary of Defense shall ensure that—</text><paragraph id="HF4EBCE4B470441F3858DE301D3672C95"><enum>(1)</enum><text>members of the armed forces and employees of Defense Agencies who provide fire protection services to military installations shall comply with the National Consensus Standards developed by the National Fire Protection Association pursuant to section 12(d) of the National Technology Transfer and Advancement Act of 1995 (Pub. L. 104–113; <external-xref legal-doc="usc" parsable-cite="usc/15/272">15 U.S.C. 272</external-xref> note);</text></paragraph><paragraph id="H5C387D15E1904532AB970467E3B66244"><enum>(2)</enum><text>the minimum staffing requirement for any firefighting vehicle responding to a structural building emergency at a military installation is not less than four firefighters per vehicle; and</text></paragraph><paragraph id="H7A3CDADC7882441092654E961D157B09"><enum>(3)</enum><text>the minimum staffing requirement for any firefighting vehicle responding to an aircraft or airfield incident at a military installation is not less than three firefighters per vehicle.</text></paragraph></subsection><subsection id="H4027336F31614617A95CC8B10E949ED9"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE23FC16A5F51428A957044A61A6F3CDF"><enum>(1)</enum><text>The terms <quote>armed forces</quote> and <quote>Defense Agency</quote> have the meanings given such terms in section 101 of title 10, United States Code.</text></paragraph><paragraph id="HA5D9657B0FE041829FB2828EA3037CC7"><enum>(2)</enum><text>The term <quote>firefighter</quote> has the meaning given that term in section 707(b) of the National Defense Authorization Act for Fiscal Year 2020 (Pub. L. 116–92; <external-xref legal-doc="usc" parsable-cite="usc/10/1074m">10 U.S.C. 1074m</external-xref> note).</text></paragraph><paragraph id="H4CA2078AD0634DB9829CE16D38D9C7DD"><enum>(3)</enum><text>The term <quote>military installation</quote> has the meaning given that term in section 2801 of title 10, United States Code.</text></paragraph></subsection></section></legis-body></bill>
