<section id="H63EBB6E31AE24898A3A8ECC886997B53" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Halting Academic Liaisons To Our Adversaries Act</short-title></quote> or the <quote><short-title>HALT Our Adversaries Act</short-title></quote>. </text></section> <section id="HEA8131F425C947478D6C099929B7CE7A" section-type="subsequent-section"><enum>2.</enum><header>Modification to initiative to support protection of national security academic researchers from undue influence and other security threats</header> <subsection id="H15727B9F8C414673BF77ED7846AB3165"><enum>(a)</enum><header>In general</header><text>Subclause (iii) of section 1286(c)(8)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (<external-xref legal-doc="usc" parsable-cite="usc/10/4001">10 U.S.C. 4001</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/232">Public Law 115–232</external-xref>) is amended—</text> 
<paragraph id="H154354A4C6AE4445B053ECFB90C896DA"><enum>(1)</enum><text>in subclause (I), by striking <quote>or</quote> at the end; and</text></paragraph> <paragraph id="HD7CDBCA02D024EA097CA34BD681ECCC7"><enum>(2)</enum><text>by adding at the end the following:</text>

<subclause id="H5308A11AA8C141BC887F6DE7311AE63F"><enum>(III)</enum><text>to provide support to the People’s Liberation Army or the Armed Forces of the Russian Federation; or</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H0DB94B0D337440EB8880469DA67EF289"><enum>(b)</enum><header>Prohibition on availability of funds</header> <paragraph id="H34DBBD1F24A14DAC8FF3CC5970D32CC7"><enum>(1)</enum><header>In general</header><text>An institution of higher education that maintains a contract or other agreement between the institution and an academic institution of the People's Republic of China or the Russian Federation identified on the list published under section 1286(c)(8)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (<external-xref legal-doc="usc" parsable-cite="usc/10/4001">10 U.S.C. 4001</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/232">Public Law 115–232</external-xref>) (as amended by subsection (a) of this section) shall not be eligible to receive Federal funds.</text></paragraph> 
<paragraph id="HB1E460901099487A9CE6FC12F7356107"><enum>(2)</enum><header>Definition</header><text>In this subsection, the term <term>institution of higher education</term> has the meaning given that term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></paragraph></subsection></section> </legis-body></bill>
