R. 7813</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220518">May 18, 2022</action-date><action-desc><sponsor name-id="K000396">Mr. Kahele</sponsor> (for himself and <cosponsor name-id="C001055">Mr. Case</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to establish a cacao tree health initiative, and for other purposes.</official-title></form><legis-body id="HFBA698E20BF649BABA7A5FC0A78BFAE5" style="OLC"><section id="H3AA2C43B768A49AD90906236B78B48E3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cacao Tree Health Initiative Act of 2022</short-title></quote>.</text></section><section id="HFB13DB8CB18D494993DD527B5FB5F122"><enum>2.</enum><header>Cacao tree health initiative</header><subsection id="H0A243C5B884A4A34968EB1DE0C25E762"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HA857ECFEB3E4428D903D9A1F238BAF4E" display-inline="no-display-inline"><paragraph id="H36862381C271479FB4C616CD205C9FA9"><enum>(21)</enum><header>Cacao tree health initiative</header><text display-inline="yes-display-inline">Research and extension grants may be made under this section for the purposes of—</text><subparagraph id="H3743D303E1D64E8C9308FA8825C12BF5"><enum>(A)</enum><text display-inline="yes-display-inline">developing and disseminating science-based tools and treatments to combat plant pests (as defined in section 403 of the Plant Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/7702">7 U.S.C. 7702</external-xref>)) that affect cacao trees;</text></subparagraph><subparagraph id="HABB759A54E4A4470A7EB0FC4EDC16254"><enum>(B)</enum><text>establishing an integrated pest management program for cacao trees in areas affected by or at risk of being affected by such pests;</text></subparagraph><subparagraph id="H916C425448BA4CC4A3D61F3A8FDC20DD"><enum>(C)</enum><text>surveying and collecting data on cacao tree production, health, and markets;</text></subparagraph><subparagraph id="HD7F422F8A31E44349880E1BDA5BC3E4C"><enum>(D)</enum><text>investigating cacao tree biology, ecology, genomics, and production systems;</text></subparagraph><subparagraph id="HCB70E74FA0A04B6789C0D64FAF93DF67"><enum>(E)</enum><text>conducting research on factors that may contribute to, or be associated with, resilient cacao production systems, including—</text><clause id="HE0F784A49B674989BEC91DDD0B6FA24E"><enum>(i)</enum><text>the selection and propagation of cacao tree varieties that improve the market advantage of cacao grown in the United States; and</text></clause><clause id="H00DDFAACCA294F90AAA7A1FD79CB7668"><enum>(ii)</enum><text>best management practices in cacao-growing regions under various climate conditions; and</text></clause></subparagraph><subparagraph id="HE8A29D7EF4F9416E97AB624ABA102CAB"><enum>(F)</enum><text>conducting research on factors that may contribute to, or be associated with, serious threats to cacao trees, including the sublethal effects of insecticides, herbicides, and fungicides on beneficial insects and cacao tree growth.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H3EA43CA7657E405399DEEC69B84415D0"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 1672(h) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(h)</external-xref>) is amended by striking <quote>2023</quote> and inserting <quote>2033</quote>.</text></subsection></section></legis-body></bill>
