R. 7812</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220518">May 18, 2022</action-date><action-desc><sponsor name-id="K000396">Mr. Kahele</sponsor> (for himself and <cosponsor name-id="C001055">Mr. Case</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to establish a floriculture and nursery plant health initiative, and for other purposes.</official-title></form><legis-body id="HB9DE421551AA43F8B5BED91F8CAFFB10" style="OLC"><section id="H72163503947149E7A0A2694DA89C4B7B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Floriculture and Nursery Plant Health Initiative Act of 2022</short-title></quote>.</text></section><section id="H1849E11FA055427DAC8082A5D6053AE1"><enum>2.</enum><header>Establishing the Floriculture and Nursery Plant Health Initiative</header><subsection id="HDEF26A95B7004D669FD2A54FDC1AC002"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="HA53D687E55084A00AC972F0844A47D74" display-inline="no-display-inline"><paragraph id="H03347459497C4D758A2992064CCDED6B"><enum>(21)</enum><header>Floriculture and Nursery Plant Health Initiative</header><text display-inline="yes-display-inline">Research and extension grants may be made under this section for the purposes of—</text><subparagraph id="H80AFECC2B315418EB57439F389104A42"><enum>(A)</enum><text>developing and disseminating science-based tools and treatments to combat plant pests (as defined in section 403 of the Plant Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/7702">7 U.S.C. 7702</external-xref>)) and pathogens that impact floriculture and nursery crops;</text></subparagraph><subparagraph id="H610EA903D543490693373A79A5C516FE"><enum>(B)</enum><text>establishing area-wide integrated pest management programs in areas affected by, or areas at risk of being affected by, invasive plant pests or pathogens;</text></subparagraph><subparagraph id="H3A80981D9238421CA3F6F584E4EC364A"><enum>(C)</enum><text>surveying and collecting data on the production of, health of, and markets for floriculture and nursery crops;</text></subparagraph><subparagraph id="H9C4B365692E841AF8DA90766B91EEC7F"><enum>(D)</enum><text>investigating the biology, genomics, and production systems of floriculture and nursery crops; and</text></subparagraph><subparagraph id="H3890965F62794DD1889CED06B87C50EF"><enum>(E)</enum><text display-inline="yes-display-inline">conducting research on various factors that may contribute to (or be associated with) resilient floriculture and nursery crop systems, and combatting other serious threats to floriculture and nursery crops, including research on—</text><clause id="H57C4AA081D434544B28449B9DAC8C54D"><enum>(i)</enum><text>utilizing beneficial insects, soil improvement techniques, and chemicals (organic and nonorganic) to improve the health and productivity of floriculture and nursery crops; </text></clause><clause id="H1CA332280D524CC59AB4879C2B2F7E1F"><enum>(ii)</enum><text>breeding new varieties to maintain the worldwide market advantage of the floriculture and nursery crop industries; and </text></clause><clause id="HD94D756893254E7DA2B7D8FB62FCBB19"><enum>(iii)</enum><text>best management practices in floriculture and nursery crop growing regions under various climate conditions.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H85429A0716ED40AA986822FA20014B24"><enum>(b)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">Section 1672(h) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(h)</external-xref>) is amended by striking <quote>2023</quote> and inserting <quote>2033</quote>.</text></subsection></section></legis-body></bill>
