which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Federal Emergency Management Agency to establish a working group relating to best practices and Federal guidance for animals in emergencies and disasters, and for other purposes.</official-title></form><legis-body id="H3DD9CFACF1B544579907655298CC1D46" style="OLC"><section id="H1047A895D7164F0C805AF1B35BFEB64A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Planning for Animal Wellness Act</short-title></quote> or the <quote><short-title>PAW Act</short-title></quote>. </text></section><section id="H541EE596E23A4788BAEE54F5C0F6CEAD"><enum>2.</enum><header>Working group guidelines</header><subsection id="HB8EC63F69D2046D6B1F26030EB6B844D"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H8118F6CB6085419086EAB28B3845FDC8"><enum>(1)</enum><header>Administrator</header><text>The term <quote>Administrator</quote> means the Administrator of the Federal Emergency Management Agency.</text></paragraph><paragraph id="H7775048F0D804DF5A925AF6625D70BF0"><enum>(2)</enum><header>Working group</header><text>The term <quote>working group</quote> means the advisory working group established under subsection (b). </text></paragraph></subsection><subsection id="HD100A4E1B48C4380937D71C9D3907953"><enum>(b)</enum><header>Working group</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator shall establish an advisory working group.</text></subsection><subsection id="H0E4C452547DE4E059788D996C92AE637"><enum>(c)</enum><header>Membership</header><text>The working group shall consist of—</text><paragraph id="H30702594A74043A499230D8703DD1F86"><enum>(1)</enum><text>not less than 2 representatives of State governments with experience in animal emergency management;</text></paragraph><paragraph id="HC41E8BB0F22440C8AACB296A8308E718"><enum>(2)</enum><text>not less than 2 representatives of local governments with experience in animal emergency management;</text></paragraph><paragraph id="H654B67CDA99F4BD2A292FC31F9B70536"><enum>(3)</enum><text>not less than 2 representatives from academia;</text></paragraph><paragraph id="HFDAD627BF9AA4B438786BF224CD95A6A"><enum>(4)</enum><text>not less than 2 veterinary experts;</text></paragraph><paragraph id="H914DB40D2C1E43919CA7020CF9C3EF5C"><enum>(5)</enum><text>not less than 2 representatives from nonprofit organizations working to address the needs of households pets and service animals in emergencies or disasters;</text></paragraph><paragraph id="H8AFD19C205EB458D87D3BF14060413D8"><enum>(6)</enum><text>representatives from the Federal Animal Emergency Management Working Group; and</text></paragraph><paragraph id="HE81AEB6A9A8F47BC9A1437C6E90A6DDF"><enum>(7)</enum><text>any other members determined necessary by the Administrator.</text></paragraph></subsection><subsection id="HB9B12364406B4E4E8C32826609F2B1EE"><enum>(d)</enum><header>Duties</header><text>The working group shall—</text><paragraph id="H759412B47D214A7E887B4A0AEEB44D3A"><enum>(1)</enum><text>encourage and foster collaborative efforts among individuals and entities working to address the needs of household pets, service and assistance animals, and captive animals, as appropriate, in emergency and disaster preparedness, response, and recovery; and</text></paragraph><paragraph id="HBC0FEB41F9BC47969AF17C71AB1D30BD"><enum>(2)</enum><text>review best practices and Federal guidance, as of the date of enactment of this Act, on congregate and noncongregate sheltering and evacuation planning relating to the needs of household pets, service and assistance animals, and captive animals, as appropriate, in emergency and disaster preparedness, response, and recovery.</text></paragraph></subsection><subsection id="H82F1BA66E238466C83728D2A7EDE55BB"><enum>(e)</enum><header>Guidance determination</header><text>Not later than 1 year after the date of enactment of this Act, the working group shall determine whether the best practices and Federal guidance described in subsection (d)(2) are sufficient.</text></subsection><subsection id="HC439760184CD412EB2C2C762C7D3064B"><enum>(f)</enum><header>New guidance</header><text>Not later than 540 days after the date of enactment of this Act, if the Administrator, in consultation with the working group, determines that the best practices and Federal guidance described in paragraph subsection (d)(2) are insufficient, the Administrator, in consultation with the working group, shall publish updated Federal guidance.</text></subsection></section></legis-body></bill>
