committed to the Committee of the Whole House on the State of the Union and ordered to be printed<pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 to authorize the Cybersecurity and Infrastructure Security Agency to establish an industrial control systems cybersecurity training initiative, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H7E0942EF3C2942E5AC19E41B46990EAD" style="OLC"><section id="HBAB36A46945E472AB474F7E6DB661930" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Industrial Control Systems Cybersecurity Training Act</short-title></quote>.</text></section><section id="HBEFA505EFC30446D8F923B84AEC7ED83"><enum>2.</enum><header>Establishment of the Industrial Control Systems Training Initiative</header><subsection id="H2C722566760B4C2D9F378352ABACB686"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle A of title XXII of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/651">6 U.S.C. 651 et seq.</external-xref>) is amended by adding at the end the following new section:</text><quoted-block id="H51D9EA2CDABE4CCA9C978C7F4403C76B" style="OLC"><section id="HB3857A0DD66245C597564F315A25FB8A"><enum>2220D.</enum><header>Industrial Control Systems Cybersecurity Training Initiative</header><subsection id="HCA461B83A6FC4BD68C6818DA8280F64C"><enum>(a)</enum><header>Establishment</header><paragraph id="H7FC0D67BFFED4C25A6772B76031F01DC"><enum>(1)</enum><header>In general</header><text>The Industrial Control Systems Cybersecurity Training Initiative (in this section referred to as the <quote>Initiative</quote>) is established within the Agency.</text></paragraph><paragraph id="H0A405364CAFD441B8AB307F16E404AAF"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Initiative is to develop and strengthen the skills of the cybersecurity workforce related to securing industrial control systems.</text></paragraph></subsection><subsection id="H9D49B4DDD71841B39748D4DEBC8D6B49"><enum>(b)</enum><header>Requirements</header><text>In carrying out the Initiative, the Director shall—</text><paragraph id="H077EF3A55CF5495BBEE429A4DE6FCD21"><enum>(1)</enum><text>ensure the Initiative includes—</text><subparagraph id="H09F852F9655445BFA7ED6756DE21171E"><enum>(A)</enum><text display-inline="yes-display-inline">virtual and in-person trainings and courses provided at no cost to participants;</text></subparagraph><subparagraph id="HF5F7BB04FD144A3B835C18C1395927F9"><enum>(B)</enum><text>training and courses available at different skill levels, including introductory level courses;</text></subparagraph><subparagraph id="HEC7C48837BC44EF09A33B736C105D280"><enum>(C)</enum><text>trainings and courses that cover cyber defense strategies for industrial control systems, including an understanding of the unique cyber threats facing industrial control systems and the mitigation of security vulnerabilities in industrial control systems technology; and</text></subparagraph><subparagraph id="H02418CCB9FE54E4F809CE807D7FD73B7" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">appropriate consideration regarding the availability of trainings and courses in different regions of the United States; and</text></subparagraph></paragraph><paragraph id="H270CE76EF72C4028AD6C71B654D67579"><enum>(2)</enum><text>engage in—</text><subparagraph id="HB15678CC1D874D20AD0B695C40B8BDA8" commented="no"><enum>(A)</enum><text>collaboration with the National Laboratories of the Department of Energy in accordance with section 309;</text></subparagraph><subparagraph id="H0C66483F7E0C40CC98E083E9E0A84D6E"><enum>(B)</enum><text>consultation with Sector Risk Management Agencies; and</text></subparagraph><subparagraph id="H71D86B4C340D4B7299C5ED895F2DD3EF"><enum>(C)</enum><text display-inline="yes-display-inline">as appropriate, consultation with private sector entities with relevant expertise, such as vendors of industrial control systems technologies.</text></subparagraph></paragraph></subsection><subsection id="H599D5BC2354141428A2049FB437D389A"><enum>(c)</enum><header>Reports</header><paragraph id="H848E643945B84DBD96862BEC28764574"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this section and annually thereafter, the Director shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the Initiative.</text></paragraph><paragraph id="H58661A1E3AFE4C6B83A2AFE7559B42F9"><enum>(2)</enum><header>Contents</header><text>Each report under paragraph (1) shall include the following:</text><subparagraph id="H62C07F4EB731485A86D9C67A6CF958E1"><enum>(A)</enum><text>A description of the courses provided under the Initiative.</text></subparagraph><subparagraph id="H10E25568296F4284B69573FB4682B690"><enum>(B)</enum><text>A description of outreach efforts to raise awareness of the availability of such courses.</text></subparagraph><subparagraph id="H1B613D0380774BB7A9A688C06B244EB7"><enum>(C)</enum><text>Information on the number and demographics of participants in such courses, including by gender, race, and place of residence.</text></subparagraph><subparagraph id="HD9753C9AFCCB46E88625D851769C6B21"><enum>(D)</enum><text>Information on the participation in such courses of workers from each critical infrastructure sector.</text></subparagraph><subparagraph id="HEE6820A290E54ADFBDB23EA644731927"><enum>(E)</enum><text>Plans for expanding access to industrial control systems education and training, including expanding access to women and underrepresented populations, and expanding access to different regions of the United States.</text></subparagraph><subparagraph id="H31BF893C004C4B909D1F7C32C758EA35"><enum>(F)</enum><text>Recommendations on how to strengthen the state of industrial control systems cybersecurity education and training.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9492489063CB455F863CA812F1C1AA14"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 2220C the following new item:</text><quoted-block id="H356547E3904D42E499F214DBEA72AF96" style="OLC"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 2220D.
