R. 7699</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220510">May 10, 2022</action-date><action-desc><sponsor name-id="C001103">Mr. Carter of Georgia</sponsor> (for himself, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="M001190">Mr. Mullin</cosponsor>, <cosponsor name-id="H001077">Mr. Higgins of Louisiana</cosponsor>, <cosponsor name-id="B000825">Mrs. Boebert</cosponsor>, <cosponsor name-id="M000194">Ms. Mace</cosponsor>, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="P000599">Mr. Posey</cosponsor>, <cosponsor name-id="G000552">Mr. Gohmert</cosponsor>, and <cosponsor name-id="D000032">Mr. Donalds</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name>, and in addition to the Committees on <committee-name committee-id="HBA00">Financial Services</committee-name>, <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, and <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To rescind certain amounts appropriated under the American Rescue Plan Act of 2021, and for other purposes.</official-title></form><legis-body id="H5C9208609E8A42B2850D6B535A253EFD" style="OLC"><section id="H3994F3B2519941F5AAE4E1604D62DAB7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Paying America’s Inflationary Debts Act</short-title></quote> or the <quote><short-title>PAID Act</short-title></quote>. </text></section><section id="H534D796D9F3648668EBA8B0734FB6F15"><enum>2.</enum><header>Rescission of certain American Rescue Plan Act of 2021 funds</header><subsection id="HA4E662057DF94EE8B76C5048FF6A64F8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The total unobligated balance of funds available under the following accounts and programs established by the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>; in this section referred to as <quote>ARPA</quote>) are hereby rescinded:</text><paragraph id="H6B46A9077E80460C81118E1A574E48E6"><enum>(1)</enum><text display-inline="yes-display-inline">Fund for State, territories, tribal, and local governments under section 602 or 603 of the Social Security Act, as added by section 9901 of ARPA.</text></paragraph><paragraph id="H128580BBCA184C6D86DAEDC49833709F"><enum>(2)</enum><text display-inline="yes-display-inline">Emergency rental assistance under section 3201 of ARPA.</text></paragraph><paragraph id="HFCD36BE7C4F7413E9FD1E04143FA5669"><enum>(3)</enum><text display-inline="yes-display-inline">State small business credit initiative under the State Small Business Credit Initiative Act of 2010, as amended by section 3301 of ARPA.</text></paragraph><paragraph id="HA4D7A3A6154447FFBAF51647963082A0"><enum>(4)</enum><text display-inline="yes-display-inline">Federal Transit Administration grants under section 3401 ARPA.</text></paragraph><paragraph id="H18FF9BE750DD41DBA9FE22555B0F1A5E"><enum>(5)</enum><text display-inline="yes-display-inline">Coronavirus Capital Projects Fund under section 604 of the Social Security Act, as added by section 9901 of ARPA.</text></paragraph><paragraph id="H36141BE596A74E7CA16F8B4300E7213B"><enum>(6)</enum><text>Global response funds under section 10003 of ARPA.</text></paragraph></subsection><subsection id="HD126581F075248109D470D068A8B5C9E"><enum>(b)</enum><header>Deficit reduction</header><text display-inline="yes-display-inline">Any amounts rescinded under subsection (a) shall be deposited into the general fund of the Treasury and be used for the sole purpose of deficit reduction. </text></subsection></section></legis-body></bill>
