Maloney of New York</sponsor> (for herself and <cosponsor name-id="C001108">Mr. Comer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Director of the Office of Management and Budget to establish or otherwise provide an artificial intelligence training program for the acquisition workforce, and for other purposes.</official-title></form><legis-body id="HB5C6D2C61FFF4FA597D9523D892F53ED" style="OLC"><section id="HE2BBAD527F6F42529E54B4F34F0BE7C7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Artificial Intelligence Training for the Acquisition Workforce Act</short-title></quote> or the <quote><short-title>AI Training Act</short-title></quote>. </text></section><section id="H31A5A28CC16F47FC9F886A3FE40D29B1"><enum>2.</enum><header>Artificial intelligence training programs</header><subsection id="H020163FD9CD143DC87EAF3214DC4DB1B"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H366349FFD50C4F32B5AA3629021751A7"><enum>(1)</enum><header>AI</header><text>The term <term>AI</term> has the meaning given the term <term>artificial intelligence</term> in section 238(g) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (<external-xref legal-doc="usc" parsable-cite="usc/10/2358">10 U.S.C. 2358</external-xref> note).</text></paragraph><paragraph id="H8D2CFDA7C49941BC8C6A41BD2537D6E9"><enum>(2)</enum><header>AI training program</header><text>The term <term>AI training program</term> means the training program established under subsection (b)(1).</text></paragraph><paragraph id="H5CFABA7DB3E24BB68F1B293C372053D3"><enum>(3)</enum><header>Covered workforce</header><text>The term <term>covered workforce</term> means—</text><subparagraph id="H5094E8521DB84804BECA9C04CE656637"><enum>(A)</enum><text>employees of an executive agency who are responsible for—</text><clause id="H00FEFBA46DF74430BAD9D6CE5471E5AD"><enum>(i)</enum><text>program management;</text></clause><clause id="H520F69E119614522B93705FD95905430"><enum>(ii)</enum><text>the planning, research, development, engineering, testing, and evaluation of systems, including quality control and assurance;</text></clause><clause id="H82619FEBFB9544F790ED3A821A0249BD"><enum>(iii)</enum><text>procurement and contracting;</text></clause><clause id="H51F9D22DF35A49399AB158B5E2ABB515"><enum>(iv)</enum><text>logistics; or</text></clause><clause id="H5D1D5EE7DAC3436598DA649E3FCA9DE4"><enum>(v)</enum><text>cost estimating; and</text></clause></subparagraph><subparagraph id="H4E49373F3F8D4AA4BECD162924065DFA"><enum>(B)</enum><text>other personnel of an executive agency designated by the head of the executive agency to participate in the AI training program.</text></subparagraph></paragraph><paragraph id="H9FA081100ADC4B58A3F8D9D6E29E36EB"><enum>(4)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Management and Budget.</text></paragraph><paragraph id="H0868BB5A31F744F796E865AA0CECE82A"><enum>(5)</enum><header>Executive agency</header><text>The term <term>executive agency</term>—</text><subparagraph id="H2B027E7DA53543358C215BA8D7D0E909"><enum>(A)</enum><text>has the meaning given the term in section 133 of title 41, United States Code; and</text></subparagraph><subparagraph id="H504CD8FA7E1B456098F4F4BE84BE394A"><enum>(B)</enum><text>does not include—</text><clause id="H851084BA973C4A108AEBE31E7313BE36"><enum>(i)</enum><text>the Department of Defense or a component of the Department of Defense; or</text></clause><clause id="H81F47AAEFFBE490DBE2FB36ABFAEFC0F"><enum>(ii)</enum><text>the National Nuclear Security Administration or a component of the National Nuclear Security Administration.</text></clause></subparagraph></paragraph></subsection><subsection id="H0A188BD4426D46BB909804DA4A1C6FD2"><enum>(b)</enum><header>Requirement</header><paragraph id="H4D32A698513449E6801A011143243275"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, and not less frequently than annually thereafter, the Director, in coordination with the Administrator of General Services and any other person determined relevant by the Director, shall develop and implement or otherwise provide an AI training program for the covered workforce.</text></paragraph><paragraph id="HC2EDCDB882384C63A2DB3F3FA9AD0A89"><enum>(2)</enum><header>Purpose</header><text>The purpose of the AI training program shall be to ensure that the covered workforce has knowledge of the capabilities and risks associated with AI.</text></paragraph><paragraph id="HE5F7953159994BF6B7B41CFC3B708ADC"><enum>(3)</enum><header>Topics</header><text>The AI training program shall include information relating to—</text><subparagraph id="HE1D1DA23AD4547CB8900940490D8D8B5"><enum>(A)</enum><text>the science underlying AI, including how AI works;</text></subparagraph><subparagraph id="H5521BBD18AE8406F85EB44B0AD65C5CD"><enum>(B)</enum><text>introductory concepts relating to the technological features of artificial intelligence systems;</text></subparagraph><subparagraph id="H3DC252B550DB4D5A8FB2FB42477635FF"><enum>(C)</enum><text>the ways in which AI can benefit the Federal Government;</text></subparagraph><subparagraph id="HB7A89641FEE24C61BF4D1D291B6B9A37"><enum>(D)</enum><text>the risks posed by AI, including discrimination and risks to privacy;</text></subparagraph><subparagraph id="HDF4E64BF44714A6097E5B50E6FAFE62B"><enum>(E)</enum><text>ways to mitigate the risks described in subparagraph (D), including efforts to create and identify AI that is reliable, safe, and trustworthy; and</text></subparagraph><subparagraph id="H102D3E1E931E4BAB9794FAF17CDD8FD8"><enum>(F)</enum><text>future trends in AI, including trends for homeland and national security and innovation.</text></subparagraph></paragraph><paragraph id="HF6236D6685904151AED56630011243D0"><enum>(4)</enum><header>Updates</header><text>Not less frequently than once every 2 years, the Director shall update the AI training program to—</text><subparagraph id="H3BA3CCBF690A4D81A306900EBF5E64BB"><enum>(A)</enum><text>incorporate new information relating to AI; and</text></subparagraph><subparagraph id="H144747B8FA4F4069A85DD52785BDB907"><enum>(B)</enum><text>ensure that the AI training program continues to satisfy the requirements under paragraph (3).</text></subparagraph></paragraph><paragraph id="H857E6090C24E486EADD5FB7D529939B8"><enum>(5)</enum><header>Format</header><text>The Director is encouraged to develop and implement or otherwise include under the AI training program interactive learning with—</text><subparagraph id="H7D65F5BE99F54C91823F98A814E8D4D4"><enum>(A)</enum><text>technologists;</text></subparagraph><subparagraph id="H8AA6E7315CA64B34820F1F8C1E8B493E"><enum>(B)</enum><text>scholars; and</text></subparagraph><subparagraph id="H2B67BD43EB264ED793F5C7C96795BCF2"><enum>(C)</enum><text>other experts from the private, public, and nonprofit sectors.</text></subparagraph></paragraph><paragraph id="HD55154B423C24ED1BA69F6245D3FAB7E"><enum>(6)</enum><header>Metrics</header><text>The Director shall ensure the existence of a means by which to—</text><subparagraph id="H9F8C1FCD056947CDAA3B5F55E2BD6C17"><enum>(A)</enum><text>understand and measure the participation of the covered workforce; and</text></subparagraph><subparagraph id="H82162C0408B54F71B8F6A5A2EE3AF141"><enum>(B)</enum><text>receive and consider feedback from participants in the AI training program to improve the AI training program.</text></subparagraph></paragraph><paragraph id="H38345149CBC3404F923B2CEE7536C11B" commented="no" display-inline="no-display-inline"><enum>(7)</enum><header>Sunset</header><text>Effective 10 years after the date of enactment of this Act, this section shall have no force or effect.</text></paragraph></subsection></section></legis-body></bill>
