which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><action display="yes"><action-date date="20220615">June 15, 2022</action-date><action-desc>Additional sponsors: <cosponsor name-id="C001059">Mr. Costa</cosponsor>, <cosponsor name-id="M001215">Mrs. Miller-Meeks</cosponsor>, <cosponsor name-id="K000382">Ms. Kuster</cosponsor>, and <cosponsor name-id="G000583">Mr. Gottheimer</cosponsor></action-desc></action><action display="yes"><action-date date="20220615">June 15, 2022</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on May 6, 2022</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Department of Agriculture Reorganization Act of 1994 to establish an Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HAG00" reported-display-style="italic" id="HD6AF6DAB8C474175B03C274B3B43E8D7"><section id="H0F73B8C9F866466B804065FCE9B8C411" section-type="section-one"><enum>1.</enum><header>Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force</header><subsection id="HE0883F4B68624D15B6E956C769A74DB8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle B of title II of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6931">7 U.S.C. 6931 et seq.</external-xref>) is amended by adding at the end the following: </text><quoted-block id="HD6152F5E2ADF40A49C9313BDF2C11F1C" changed="added" reported-display-style="italic" committee-id="HAG00"><section id="H3595E6DA01D446659290DA46B59CEF22" commented="no"><enum>229.</enum><header>Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force</header><subsection id="H7A1E40EDA26444CC928D54FBFB83B04B" commented="no"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the enactment of this section, the Secretary shall establish in the Department an Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force (in this section referred to as the <quote>Task Force</quote>).</text></subsection><subsection id="H494065E821A3411787D2F956B98082CB" commented="no"><enum>(b)</enum><header>Mission</header><text>The mission of the Task Force shall be the following:</text><paragraph id="H6ED4B937E5D24E26BAAC3F01DD54CD62" commented="no"><enum>(1)</enum><text>Help to promote the leadership of the United States with respect to the stability of the agriculture and food system supply chain.</text></paragraph><paragraph id="H27F554F27ED3429D8437016A0783B720" commented="no"><enum>(2)</enum><text>Encourage a Government-wide approach through partnerships and collaboration with the private sector, labor organizations, the governments of countries that are allies or key international partners of the United States, States or political subdivisions thereof, and Tribal governments in order to—</text><subparagraph id="HAD7D2FE17E0D41198FAF060851E0E816" commented="no"><enum>(A)</enum><text>promote the resilience of the agriculture and food system supply chain; and</text></subparagraph><subparagraph id="HF63B262B803F472A8C0FD33CD1F5131B" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">identify, prepare for, and respond to shocks to the agricultural and food system supply chain. </text></subparagraph></paragraph><paragraph id="HE2810388EE4A4CD7A19649A823C7B2DC" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">Monitor the resilience, diversity, security, and strength of the agricultural and food system supply chain.</text></paragraph><paragraph id="H3F35E0C42A42455B84AB7C7C9B0BBF79" commented="no"><enum>(4)</enum><text>Support the availability of agricultural and food system supply chain goods for domestic manufacturers, domestic producers, and domestic enterprises in the United States and in countries that are allies or key international partners.</text></paragraph><paragraph id="H9D88AB0587614AD69CA46690C0865854" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">Assist the Federal Government in preparing for and responding to shocks to the agricultural and food system supply chain.</text></paragraph><paragraph id="HBE6F33FDC1504DD392F49F50D54760E4" commented="no"><enum>(6)</enum><text>Support the creation of jobs with competitive wages in the United States agricultural and food system sector.</text></paragraph><paragraph id="H703D301E147046A383D21339DC8558F0" commented="no"><enum>(7)</enum><text>Coordinate executive branch actions necessary to carry out the functions described in paragraphs (1) through (6).</text></paragraph></subsection><subsection id="H971BCBC799384CA6AD4369399EDF0AC1" commented="no"><enum>(c)</enum><header>Special Advisor on Supply Chain Resilience and Crisis Response</header><text>The head of the Task Force shall be the Special Advisor on Supply Chain Resilience and Crisis Response (in this section, referred to as the <quote>Special Advisor</quote>) who shall be appointed by the Secretary. </text></subsection><subsection id="H67FF042AF85A47359BECB49A0D556756" commented="no"><enum>(d)</enum><header>Agriculture and food system supply chain evaluation and report</header><paragraph id="HD71B4891EF02433295F5E309C4B5A55B" commented="no"><enum>(1)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Special Advisor, in consultation with the Secretary of Commerce and the Secretary of Transportation, shall conduct an evaluation of the stability and reliability of the agriculture and food system supply chain. The evaluation shall focus on the items listed in subsection (b).</text></paragraph><paragraph id="H74B6012547BC40A8936827E11E6E2B08" commented="no"><enum>(2)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 270 days after the date of the enactment of this section, the Special Advisor shall submit to the Committee on Agriculture, the Committee on Energy and Commerce, and the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry and the Committee on Commerce, Science, and Transportation of the Senate a report on the evaluation conducted under subsection (a) that includes the following:</text><subparagraph id="HF073500959FD44418460C44375955177" commented="no"><enum>(A)</enum><text>An evaluation of—</text><clause id="HF806B73AA29E4EA7A3B518435C5C2810" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">the strengths of the agriculture and food system supply chain;</text></clause><clause id="HB4B451F0895844DA9F87283D0EBD5825" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">the weaknesses of the agriculture and food system supply chain;</text></clause><clause id="H3B1527391FFD40E1B6A49EE4D08708AA" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">current and potential future critical bottlenecks in the agriculture and food system supply chain, including transportation bottlenecks in the distribution of agricultural inputs, processed and unprocessed food and food input products, and consumer-ready food products;</text></clause><clause id="H969968502D594C1F92DBFDA099C2A924" commented="no"><enum>(iv)</enum><text display-inline="yes-display-inline">workforce challenges and opportunities in the agriculture and food system supply chain; and</text></clause><clause id="H8AE3589288904481A399DFCEE5EB8293" commented="no"><enum>(v)</enum><text>the overall stability and reliability of the agriculture and food system supply chain.</text></clause></subparagraph><subparagraph id="H6E0D6ADA097B4787B70C18F92260143F" commented="no"><enum>(B)</enum><text>An evaluation of Federal, State, and local laws and regulations that—</text><clause id="H732C4093D869440F8A267F6BAB061BF6" commented="no"><enum>(i)</enum><text>increase the stability and reliability of the agriculture and food system supply chain; or</text></clause><clause id="H40DD89EE6FFE4D68845501B396E89B6B" commented="no"><enum>(ii)</enum><text>decrease or otherwise negatively impact the stability and reliability of the agriculture and food system supply chain.</text></clause></subparagraph><subparagraph id="HF4DCA4BCD7DC440492BCDCAD10B436D8" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">Specific recommendations to improve the security, safety, and resilience of the agriculture and food system supply chain, including recommendations that address challenges identified under paragraph (1) and that also address—</text><clause id="H69EF4289AA214C6088892FF3FBDA5662" commented="no"><enum>(i)</enum><text>long-term strategies;</text></clause><clause id="HC6B460248B404A11A67722CFD77CB992" commented="no"><enum>(ii)</enum><text>industry best practices;</text></clause><clause id="HCED3B0D789A4434E9C74C1A427EBC8EE" commented="no"><enum>(iii)</enum><text>risk-mitigation actions to prevent future bottlenecks and vulnerabilities at all levels of the agriculture and food system supply chain; and</text></clause><clause id="HEA871FAE165845DE8491321CDFFCA163" commented="no"><enum>(iv)</enum><text>legislative and regulatory actions that would positively impact the security and resilience of the agriculture and food system supply chain.</text></clause></subparagraph></paragraph></subsection><subsection id="H5845D87BACAF4067844C108440ECFBF7"><enum>(e)</enum><header>Termination</header><text display-inline="yes-display-inline">The Task Force shall terminate on the earlier of—</text><paragraph id="H3314E4762DC5432C9A1BD6D60E0075AF"><enum>(1)</enum><text display-inline="yes-display-inline">the date on which the report required by subsection (d) is submitted; or </text></paragraph><paragraph id="H0845838A8BFF4CD4ABC1ECF547AC477E"><enum>(2)</enum><text>September 30, 2023. </text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HEB1EF0F180F94EED82CF02661AFCEDA8"><enum>(b)</enum><header>Technical amendment</header><text display-inline="yes-display-inline">Section 296(b) of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/7014">7 U.S.C. 7014(b)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HA37338C738334B39BA77DE411DD6DAF2" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HAG00"><paragraph id="H79027DFFC2394E2FAF90000FCC568D88"><enum>(11)</enum><text display-inline="yes-display-inline">The authority of the Secretary to establish in the Department the Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force in accordance with section 229.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body><endorsement display="yes"><action-date date="20220615">June 15, 2022</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
