<section id="H4E1B5F5D830843AC86BD35DAFCCE6DCB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Great Lakes Agricultural Stewardship Act</short-title></quote>.</text></section> <section id="HA027ADF759C7466E9129E83D84754D49" section-type="subsequent-section"><enum>2.</enum><header>Great Lakes basin initiative for agricultural nonpoint source pollution prevention</header> <subsection id="H44510509C0E843B084FBCB33052AF8A2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter A of chapter 4 of subtitle D of title XII of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa">16 U.S.C. 3839aa et seq.</external-xref>) is amended by inserting after section 1240H the following new section:</text>

<section id="HF2CB6843880C41CB91EE8E9710EC22CB"><enum>1240H–1.</enum><header>Great Lakes basin initiative for agricultural nonpoint source pollution prevention</header> 
<subsection id="H1D2839B730A34383846B334601DB04DC"><enum>(a)</enum><header>Establishment</header><text>The Secretary, in consultation with the Great Lakes States, shall establish a Great Lakes basin initiative for agricultural nonpoint source pollution prevention in accordance with this section.</text></subsection> <subsection commented="no" id="HF4FE89F423684B5E9999C929F0B9E303"><enum>(b)</enum><header>Initiative elements</header> <paragraph id="HFEE0C11027AF46CCBA715D51DF231C3D"><enum>(1)</enum><header>Grants to States</header><text>In implementing the initiative, the Secretary shall provide grants to Great Lakes States to fund the following:</text> 
<subparagraph id="H6FA004FC3D4A45C1B049BCBBD0C56370"><enum>(A)</enum><text display-inline="yes-display-inline">Education and outreach, for producers in the Great Lakes basin, regarding—</text> <clause id="HF22B02865A3B492CAAC7CBC210A7141A"><enum>(i)</enum><text display-inline="yes-display-inline">nonpoint pollution of ground and surface water from agricultural activities;</text></clause> 
<clause id="HC7A23CF372584B399C02D68F12ACFA6E"><enum>(ii)</enum><text>State verification programs; and</text></clause> <clause id="H7A13F0C61C9F488392B59E8995290033"><enum>(iii)</enum><text>the initiative.</text></clause></subparagraph> 
<subparagraph id="H38D0BA6A22F14A0B9C68433BC1681444"><enum>(B)</enum><text display-inline="yes-display-inline">Technical assistance, including training, to producers in the Great Lakes basin for the implementation of activities that reduce or prevent nonpoint pollution of ground and surface water from agricultural activities.</text></subparagraph> <subparagraph id="HDAF7559D8CA541BA988B09D742D8DE09"><enum>(C)</enum><text display-inline="yes-display-inline">Development and implementation of voluntary State verification programs, with a funding priority for voluntary State verification programs that incorporate Department of Agriculture conservation planning and practice standards.</text></subparagraph></paragraph> 
<paragraph commented="no" id="HDD2EFE8F7EDD4370AB1E7A46AF838779"><enum>(2)</enum><header>Funding priority for certain producers</header><text display-inline="yes-display-inline">In implementing the initiative, the Secretary shall establish a funding priority within the Great Lakes basin for payments to producers under this chapter for producers that participate in the initiative with the purpose of achieving verification through a State verification program.</text></paragraph></subsection> <subsection id="H3354A3AC74214A5C824F142B358F3D59"><enum>(c)</enum><header>Use of existing data</header><text>In establishing the initiative, the Secretary shall, where available, use existing plans, models, and assessments.</text></subsection> 
<subsection id="H7BF6C91009224C8A84E6848DAAE50DC3"><enum>(d)</enum><header>Collaboration</header><text>In carrying out activities under the initiative, a State may collaborate with entities that have agricultural or environmental expertise, including academic or nonprofit organizations.</text></subsection> <subsection id="H645F8A3C42DB4BC88BA7B63B8201E29F"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H1EE5853A74E0400C9C910FBD4E9B8F46" commented="no"><enum>(1)</enum><header>Great Lakes basin</header><text display-inline="yes-display-inline">The term <term>Great Lakes basin</term> means areas in the watershed of the Great Lakes System, as such term is defined in section 118 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1268">33 U.S.C. 1268</external-xref>).</text> </paragraph> <paragraph id="H01038B86E429482FAA9A47734B6221D2"><enum>(2)</enum><header>Great Lakes State</header><text display-inline="yes-display-inline">The term <term>Great Lakes State</term> means any one of the States of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, or Wisconsin.</text></paragraph> 
<paragraph id="H78882C2212134A1B9B9651DDC4FC47DF"><enum>(3)</enum><header>Initiative</header><text display-inline="yes-display-inline">The term <term>initiative</term> means the Great Lakes basin initiative for agricultural nonpoint source pollution prevention established under subsection (a).</text></paragraph> <paragraph commented="no" id="HAB986C3F93CC49109AF5E96687E0AB3F"><enum>(4)</enum><header>Nonpoint source pollution</header><text>The term <term>nonpoint source pollution</term> is used within the meaning of that term under the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1251">33 U.S.C. 1251 et seq.</external-xref>).</text></paragraph> 
<paragraph commented="no" id="H519BB88FE79B4F27AD963947054D4416"><enum>(5)</enum><header>State verification program</header><text display-inline="yes-display-inline">The term <term>State verification program</term> means a program established by a Great Lakes State to verify producer implementation of practices approved by the State to reduce nonpoint pollution of ground and surface water from agricultural activities, which may include verification by a third party approved by the State or the Secretary.</text></paragraph></subsection> <subsection id="H3789B74DFF3245B29E41E3C28657F240"><enum>(f)</enum><header>Funding</header><text>Of the funds made available to carry out this subchapter, the Secretary shall carry out this section using—</text> 
<paragraph id="H291E8E69664442149EE035B519476850"><enum>(1)</enum><text>$5,000,000 for fiscal year 2023;</text></paragraph> <paragraph id="HBF70BFE4F680453D8FEBAAF70E31C081"><enum>(2)</enum><text>$8,000,000 for fiscal year 2024;</text></paragraph> 
<paragraph id="HA448C3648F1D41B1AA18CCE81FA37EBD"><enum>(3)</enum><text>$10,000,000 for fiscal year 2025; and</text></paragraph> <paragraph id="H18EC1ADA01E244529E42F86767531AF5"><enum>(4)</enum><text>$7,000,000 for fiscal year 2026.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HC7AD267CF2024F0C949D8155EC6766E0"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 1240C of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-3">16 U.S.C. 3839aa–3</external-xref>) is amended by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H492AB7CD49094622B410C4BFCD2D4489" style="OLC"> <subsection id="H07BF1A10ADDB425CA071BA557A34ECE8"><enum>(d)</enum><header>Special rule for Great Lakes basin</header><text display-inline="yes-display-inline">In evaluating applications of producers in the Great Lakes basin under this subchapter, the Secretary shall prioritize applications in accordance with section 1240H–1(b)(2).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
