which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Commerce to establish a grant program to facilitate the training and employment of veterans for certain conservation activities, and for other purposes.</official-title></form><legis-body id="H887FD1EE9A624668A78CA5A16F790D57" style="OLC"><section id="HC758C901F63543358D9A580E6BBCD127" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Don Young Veterans Advancing Conservation Act</short-title></quote>.</text></section><section id="HACC0CC02516F4FEFB9E07CEAD74635E2"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text><paragraph id="H71A6F6E55CBE49DA82C98797F23ABF45"><enum>(1)</enum><text display-inline="yes-display-inline">Veterans are among the greatest assets of the United States.</text></paragraph><paragraph id="H9E8D255DEBDD443F9989599CA22A4252"><enum>(2)</enum><text>Veterans are highly skilled and trained individuals whose mission is to protect their communities.</text></paragraph><paragraph id="HCAE889832C684A9A9190F5E6BB9F90D4"><enum>(3)</enum><text>Studies show that community-focused growth and engagement assists veterans with mental health and combat-related trauma.</text></paragraph><paragraph id="HEC1839A031804EE6827043ED8ED2BB55"><enum>(4)</enum><text>SCUBA diving has been found to help improve mental, physical, and emotional health and has been specifically linked to improvement in the symptoms of post-traumatic stress disorder.</text></paragraph></section><section id="H9EEA30D7E1594F6D8802DD5634BD78AF"><enum>3.</enum><header>Department of Commerce Veterans Advancing Conservation Grant Program</header><subsection id="H31A7192BF2D14990B3930AB87DD9D37B"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Secretary shall establish a program, to be known as the Veterans Advancing Conservation Grant Program, to award grants, on a competitive basis, to facilitate the training and employment of veterans for marine and coastal conservation activities.</text></subsection><subsection id="H6FDBB11F63A7476E8A06616AE4799B19"><enum>(b)</enum><header>Eligible entities</header><paragraph id="H08D40809028A4B26976F2D6BA362065C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award a grant under this section to a non-profit organization that conducts marine and coastal conservation activities in partnership with Federal, State, or scientific organizations.</text></paragraph><paragraph id="HEC2FB151ED7540398D395CDA22235AB0"><enum>(2)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an organization shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></paragraph></subsection><subsection id="HEBAFA75DBA604D00821F4AAC1B840BCD"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An organization awarded grant funds under this section may use such funds to train or employ veterans to conduct marine and coastal conservation activities, which may include—</text><paragraph id="HE968EA67DCB8421F9EA4BA17DBF60386" display-inline="no-display-inline"><enum>(1)</enum><text>coral disease response;</text></paragraph><paragraph id="H8E182FAA7C6440F1AEF55712A4C5D313"><enum>(2)</enum><text display-inline="yes-display-inline">coral restoration and rehabilitation;</text></paragraph><paragraph id="HBD2B92FC1E2E460EB60D55F1CE336602"><enum>(3)</enum><text>invasive species eradication;</text></paragraph><paragraph id="H0E809C029B924ACA90D591B2F5EEEA1E"><enum>(4)</enum><text>marine debris removal;</text></paragraph><paragraph id="HDDAD47DDA95F4B4FAD741AA3A8CEDB0D"><enum>(5)</enum><text>marine mammal and reptile rescue;</text></paragraph><paragraph id="HFABF54ADD8BF4EE1AA76A5EBF740ADB8"><enum>(6)</enum><text>scientific research and development;</text></paragraph><paragraph id="H87795718681F4ADB80DF576F8751FBA4"><enum>(7)</enum><text>shark tagging;</text></paragraph><paragraph id="HD33576C513CB48E2B8FB9A8E692D4EF4"><enum>(8)</enum><text>shipwreck mapping; and</text></paragraph><paragraph id="HF95E2491F386484B9381E454FC0D07AA"><enum>(9)</enum><text>underwater survey work.</text></paragraph></subsection><subsection id="HC6660CA5A56345939A1F3809AA6FF79D" display-inline="no-display-inline"><enum>(d)</enum><header>Coordination</header><text>In carrying out this section, the Secretary shall coordinate with the Secretary of the Interior and the Secretary of Veterans Affairs.</text></subsection><subsection id="H045389A3A04F4819BCFAF7C969194CC0"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section—</text><paragraph id="HAFDAC6A1FFBC45FD83412A321FF7D4FC"><enum>(1)</enum><text>$1,000,000 for fiscal year 2022;</text></paragraph><paragraph id="HD403147E8C484137A0C4A38EE963E8B6"><enum>(2)</enum><text display-inline="yes-display-inline">$1,200,000 for fiscal year 2023;</text></paragraph><paragraph id="HDD39D4058D8D4DF4B7ADAA3BC8A2158D"><enum>(3)</enum><text>$1,400,000 for fiscal year 2024;</text></paragraph><paragraph id="HDA5848CE707341B9964F0B10141E2C0F"><enum>(4)</enum><text>$1,600,000 for fiscal year 2025; and</text></paragraph><paragraph id="H0A3E0CB9ED4C49D8A75742808240BFB0"><enum>(5)</enum><text>$1,800,000 for fiscal year 2026.</text></paragraph></subsection><subsection id="H9530BA688C33416AA5D47B6447C8F61E"><enum>(f)</enum><header>Secretary</header><text>In this section, the term <term>Secretary</term> means the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration.</text></subsection></section></legis-body></bill>
