R. 7405</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220405">April 5, 2022</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Transportation, acting through the Administrator of the Federal Aviation Administration, to amend certain regulations to require all helicopters and rotorcraft to fly at the maximum altitude permitted by the Federal Aviation Administration in the District of Columbia, and for other purposes.</official-title></form><legis-body id="HEA338D9C08AD4CC5BA663E042CA92B4A" style="OLC"><section id="HF3115AD924684468B8ED49DD28D57FA9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reducing Helicopter Noise in the District of Columbia Act</short-title></quote>.</text></section><section id="H4C33DC01F9F14F438157BBD7BE220040" section-type="subsequent-section"><enum>2.</enum><header>Helicopter noise reduction</header><subsection id="H12DCD058D6BA47C5860C7F4787FA3BC2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Transportation, acting through the Administrator of the Federal Aviation Administration, shall amend such regulations as are necessary to require all helicopters and rotorcraft in the District of Columbia to fly at the maximum altitude permitted by the Federal Aviation Administration in the District of Columbia.</text></subsection><subsection id="H95318983E2F646999C446F3A56104256"><enum>(b)</enum><header>Exceptions</header><text>In amending regulations under subsection (a), the Secretary of Transportation shall exempt the following activities: </text><paragraph id="H88784FA8B8844182820B0546D5940381"><enum>(1)</enum><text>Ensuring the safe operation of the helicopter or rotorcraft and any other aircraft. </text></paragraph><paragraph id="HE6BA2AE811C149AA898D733068D097AD"><enum>(2)</enum><text display-inline="yes-display-inline">Transporting the President or Vice President.</text></paragraph><paragraph id="H4B7524B9600946629C63979E0B698B26"><enum>(3)</enum><text>Protecting the health of a patient in a medical helicopter or rotorcraft.</text></paragraph><paragraph id="H9B2FFE4FBC3E4F8AA48330B45F30CC1B"><enum>(4)</enum><text display-inline="yes-display-inline">Taking off or landing a helicopter or rotorcraft.</text></paragraph><paragraph id="H80DE9BF489664510854759090F5C61C6"><enum>(5)</enum><text>During an active law enforcement or rescue operation. </text></paragraph></subsection></section></legis-body></bill>
