which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reauthorize the YouthBuild program, and for other purposes.</official-title></form><legis-body id="H9EAB80CC056A44B387F5AD0FED5193B1" style="OLC"><section id="HE4BDCC8D0F154B03AA89498185A4039E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>YouthBuild for the Future Act</short-title></quote>.</text></section><section id="H6AB6C91A0CF5448994B5FF27CFDB4C0C" commented="no"><enum>2.</enum><header>YouthBuild program</header><text display-inline="no-display-inline">Section 171 (<external-xref legal-doc="usc" parsable-cite="usc/29/3226">29 U.S.C. 3226</external-xref>) is amended—</text><paragraph id="H2B35DBF394ED46DCB3F37952126E6CE2" commented="no"><enum>(1)</enum><text>in subsection (c)—</text><subparagraph id="H6B582DDFE2144255B30BC64CFD5EDBE8" commented="no"><enum>(A)</enum><text>by amending paragraph (1) to read as follows:</text><quoted-block style="OLC" id="H04D3E48C0D4F40C1AA199D8011DE3ADD" display-inline="no-display-inline"><paragraph id="H796C8E9A81CF47D2BF97DFE6FDFA3948" commented="no"><enum>(1)</enum><header>Reservation, amount of grants</header><subparagraph id="H71FE694581904FBDAEC0A00D05F8500D" commented="no"><enum>(A)</enum><header>Reservation</header><text>In any fiscal year in which the amount appropriated to carry out this section is greater than $125,000,000, the Secretary shall reserve 20 percent of such amount that is greater than $125,000,000 for—</text><clause id="H12D00CF3819648B39C9F53E8C9069BB1"><enum>(i)</enum><text>grants to applicants that are located in rural areas (as defined by the Secretary); and</text></clause><clause id="HE392C30CFC154C0B855B436DEFC9EC43"><enum>(ii)</enum><text>programs operated by an Indian tribe or for the benefit of the members of an Indian Tribe for the purpose of carrying out YouthBuild programs approved under this section.</text></clause></subparagraph><subparagraph id="H50BDBD8F803A411BAB3F656A8D83CD32" commented="no"><enum>(B)</enum><header>Amount of grants</header><text display-inline="yes-display-inline">After making the reservation described under subparagraph (A), the Secretary may use the remaining amount appropriated to carry out this section to make grants to applicants for the purpose of carrying out YouthBuild programs approved under this section.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="HE12CB6792D8445D3ACB9157BC0AA3915" commented="no"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="H6C6B16FBE3CF4316924B084C53A9B32F" commented="no"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause id="H443C7882E70D4244B0DDB1ABC547AEFD"><enum>(I)</enum><text>in clause (iv)(I), by striking <quote>language</quote>; </text></subclause><subclause id="H4E3589B9F3CA4249A54B6332C02A59B4"><enum>(II)</enum><text>in clause (vii), by striking <quote>12</quote> and inserting <quote>24</quote>; and</text></subclause></clause><clause id="H5B3D582DD6194C5DB78D1BEDF458242F" commented="no"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HB55AE70055974181BA9A093FA7CA103C" display-inline="no-display-inline"><subparagraph id="HBBFCADCC5D5C4D02A36AE4AD265A9633" commented="no"><enum>(I)</enum><text>Provision of meals and other food assistance that is offered to participants in conjunction with another activity described in this paragraph.</text></subparagraph><subparagraph id="H0BF3E6D09BEF4F8299B7DA2C77BA89A4" commented="no"><enum>(J)</enum><text>Informing participants of their eligibility, and assisting participants in applying, for Federal and State means tested benefit programs, such as the supplemental nutrition assistance program, and assistance provided by the State through the Child Care Development Block Grant Act.</text></subparagraph><subparagraph id="H860CB360006542399A9F355B569F2D88" commented="no"><enum>(K)</enum><text>Supportive services for individuals with disabilities to ensure such individuals may fully participate in a YouthBuild program.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H25C28E53640648A5894D2A2F9653FBA1" commented="no"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H97EFAF5850CE41A5A140305D520D2D3B" display-inline="no-display-inline"><paragraph id="H0122E13413284977ABFFCEC7D895EB98" commented="no"><enum>(6)</enum><header>Use of funds for match</header><text display-inline="yes-display-inline">Consistent with the requirements described under subsection (e)(3), an entity which receives a grant under this section may use a portion of such grant to meet all or a portion of the requirement to provide matching funds under section 121(e) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12571">42 U.S.C. 12571(e)</external-xref>) or any other such requirements under such Act.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H64776120FCB946ADAF68727D6F066A62"><enum>(2)</enum><text>in subsection (e)(1)—</text><subparagraph id="H26771718D7AD4425BB5DA1BABE69E97F"><enum>(A)</enum><text>in subparagraph (A)(ii), by striking <quote>youth offender</quote> and inserting <quote>youth justice-involved individual</quote>; and </text></subparagraph><subparagraph id="H5F05A5E013254497BE6E0ADC90999F17"><enum>(B)</enum><text>in subparagraph (B)(i), by striking <quote>basic skills deficient</quote> and inserting <quote>foundational skill needs</quote>;</text></subparagraph></paragraph><paragraph id="HAFBA3E4568244D27A1CA357CB907EF04" commented="no"><enum>(3)</enum><text>in subsection (f), by adding at the end the following:</text><quoted-block style="OLC" id="H947F1E61D95142EA89855EA96462C2D8" display-inline="no-display-inline"><paragraph id="HC8B4795508CF4A6D82B102991EE3AE44" commented="no"><enum>(3)</enum><header>Consultation</header><text display-inline="yes-display-inline">In establishing expected levels of performance under paragraph (1), the Secretary shall consult, on not less than an annual basis, with YouthBuild programs to ensure such levels of performance account for the workforce and postsecondary experiences of youth served by such programs.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph id="H2DCD95DAB5EB42FCB91C14D1C296E245" commented="no"><enum>(4)</enum><text>in subsection (g), by adding at the end the following:</text><quoted-block style="OLC" id="HE736F033FEDB41A3B5CDEFA3847041B1" display-inline="no-display-inline"><paragraph id="HA276111A269B4160B1801ED8DBF30B62" commented="no"><enum>(4)</enum><header>Annual release of Funding Opportunity Announcement</header><text>The Secretary shall, to the greatest extent practicable, announce new funding opportunities for grants under this section during the same time period each year such grants are announced.</text></paragraph><paragraph id="H3DA1192CC6EE4F928D9B3F8FEDCA0B83" commented="no"><enum>(5)</enum><header>State wage data</header><text>States receiving grants under this Act shall facilitate access to wage data of participants in YouthBuild programs for the purpose of meeting the requirements of this section. Such facilitation shall not reduce any protections afforded by the State which protect the privacy of participant information.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HB93923074CD74855A81D899E984C2447" commented="no"><enum>(5)</enum><text> by amending subsection (i) to read as follows:</text><quoted-block style="OLC" id="H5C3931051B5A455ABC83A49D6FCA0221" display-inline="no-display-inline"><subsection id="H31EA2B92971D4AD7AC267E94AE74DC42"><enum>(i)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section—</text><paragraph id="H1111170AA4C2449D8620A39D9136153D"><enum>(1)</enum><text display-inline="yes-display-inline">$159,500,000 for fiscal year 2023;</text></paragraph><paragraph id="H22445718542541D0BEA972756DEC6615"><enum>(2)</enum><text>$167,500,000 for fiscal year 2024;</text></paragraph><paragraph id="HCE912BCA84FB4FD9B36F3F0A7E68193B"><enum>(3)</enum><text>$175,900,000 for fiscal year 2025;</text></paragraph><paragraph id="H7164BCE3A5B442F78098F2E50BAFC037"><enum>(4)</enum><text>$184,700,000 for fiscal year 2026;</text></paragraph><paragraph id="H21E799B539F0428EBB45B6711FCB7349"><enum>(5)</enum><text>$193,000,000 for fiscal year 2027; and </text></paragraph><paragraph id="HD605F4DFFCF84FF8BA3899FB9EC4034F" commented="no"><enum>(6)</enum><text>$203,600,000 for fiscal year 2028.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
