R. 7342</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220331">March 31, 2022</action-date><action-desc><sponsor name-id="N000188">Mr. Norcross</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Workforce Innovation and Opportunity Act relating to adult education, and for other purposes.</official-title></form><legis-body id="HC21BA27164554A8A917CCED16129D838" style="OLC"><section id="H4C2EF459D52448FD9E4DB78A783DE237" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Diversifying Paths to Apprenticeships Act</short-title></quote>. </text></section><section id="HCD33129DF9164565A1D3F848E27D9AAB" section-type="subsequent-section"><enum>2.</enum><header>Amendments relating to adult education</header><subsection id="H52C02FCE68D54424B615BBEE174EB2DD"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 203 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3272">29 U.S.C. 3272</external-xref>) is amended—</text><paragraph id="HB0CB475F8F934FF59BCBDAC3C4854E12"><enum>(1)</enum><text>by striking paragraphs (11) and (12) and inserting the following:</text><quoted-block style="OLC" id="H8A713FB94D0D4D6EB97D94DC514D4612" display-inline="no-display-inline"><paragraph id="H83A75DA6BD9A4FFBB293717B95F7D3BA"><enum>(11)</enum><header>Integrated education and training</header><text>The term <quote>integrated education and training</quote> means a service approach that provides adult education and literacy activities concurrently and contextually with workforce preparation activities and workforce training for a specific occupation or occupational cluster (including for apprenticeship and pre-apprenticeship programs) for the purpose of educational and career advancement.</text></paragraph><paragraph id="H77B6929624E64FF7BF31C4478454574D"><enum>(12)</enum><header>Integrated english literacy and civics education</header><text>The term <quote>integrated English literacy and civics education</quote> means education services provided to English language learners who are adults, including professionals with degrees and credentials in their native countries, that enables such adults to achieve competency in the English language and acquire the basic and more advanced skills needed to function effectively as parents, workers, and citizens in the United States. Such services shall include instruction in literacy and English language acquisition and instruction on the rights and responsibilities of citizenship and civic participation, and may include workforce training and—</text><subparagraph id="H0BBA00BC97A643EC94AB236DC092C3BC"><enum>(A)</enum><text>that enables such adults to locate and apply for registered apprenticeship or pre-apprenticeship programs using apprenticeship.gov (or a successor website) or other resources;</text></subparagraph><subparagraph id="H17ED49462BB349E4A019CE2FAA577967"><enum>(B)</enum><text>which may include preparation for apprenticeship or pre-apprenticeship programs, or the provision of information regarding where to acquire that preparation.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H6A892644BE8D47F6A05B9896B885334F"><enum>(2)</enum><text>by striking paragraph (17) and inserting the following:</text><quoted-block style="OLC" id="H617D3F33BCBB4554B4BEEFD54BF4F04F" display-inline="no-display-inline"><paragraph id="H01BD43B7EE4041659892D373F89BEBEE"><enum>(17)</enum><header>Workforce preparation activities</header><text display-inline="yes-display-inline">The term <quote>workforce preparation activities</quote> means activities, programs, or services designed to help an individual acquire a combination of basic academic skills, critical thinking skills, digital literacy skills, and self-management skills, including competencies in utilizing resources, using and acquiring information, working with others, understanding systems, and obtaining skills necessary for successful transition into and completion of postsecondary education or training (including registered apprenticeship and pre-apprenticeship programs), or employment.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HF836B0599CA5444D9687AE30AE959E13"><enum>(b)</enum><header>State leadership activities</header><text display-inline="yes-display-inline">Section 223(a)(1)(C) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3303">29 U.S.C. 3303(a)(1)(C)</external-xref>) is amended—</text><paragraph id="H48E8F2687D694F01B5F809543152578D"><enum>(1)</enum><text>by amending clause (ii) to read as follows:</text><quoted-block style="OLC" id="HB2B414AA739B41EC9DE14780FE980922" display-inline="no-display-inline"><clause id="H96701800C1274DA19977A0BEE091D487"><enum>(ii)</enum><text display-inline="yes-display-inline">the role of eligible providers as a one-stop partner to provide access to employment, education (including pre-apprenticeship and apprenticeship programs), and training services;</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H0498F89AC6A14A3C81BC9C5CD0328585"><enum>(2)</enum><text>in clause (iii), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HA3C88921C6594086AABACF48D1F425B3"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H51756A8C4874448D8CBB6134F004090A" display-inline="no-display-inline"><clause id="H6919BEE6E3A6455BB8E2904753CB875D"><enum>(iv)</enum><text display-inline="yes-display-inline">Assistance in developing curricula for students to be able to locate and apply for registered apprenticeship or pre-apprenticeship programs using apprenticeship.gov (or a successor website) or other resources.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H0FDDA1FFD91A4E84A08F0CE817DEDF05"><enum>(c)</enum><header>National leadership activities</header><text display-inline="yes-display-inline">Section 242(c)(1) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3332">29 U.S.C. 3332(c)(1)</external-xref>) is amended—</text><paragraph id="H9CE593332EF8429494DDE2B3E1F6C3FC"><enum>(1)</enum><text>in subparagraph (C), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="H6C6EB1D3DD9141C5AC5DB1291C9F47C0"><enum>(2)</enum><text>in subparagraph (D), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H654754C4747D4266B2ACEC0DE9FFAC67"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H44D65E9CCDBD4974B0B1EA822E3F17FF" display-inline="no-display-inline"><subparagraph id="HB16DD95BAAD34CBA8A31F6AA26E9A057"><enum>(E)</enum><text>assistance in the development and dissemination of evidence-based models to learn how to locate and apply for registered apprenticeship or pre-apprenticeship programs using apprenticeship.gov (or a successor website) or other resources.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
