which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Education to establish a program to assist certain schools with respect to the implementation of wraparound services, and for other purposes.</official-title></form><legis-body id="H63D55EC091FA4614929A3E0EF81E7B9E" style="OLC"><section id="HCA357B83BC25470BBA82DD3004308F86" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Communities Serving Schools Act of 2021</short-title></quote>.</text></section><section id="H6D95A557CB2D4B7BA1E926C2321F7295" section-type="subsequent-section"><enum>2.</enum><header>Wraparound services grant program</header><subsection id="H1436FB78585C40C592ADFD6A05BE238F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From the amounts appropriated under subsection (f), the Secretary of Education shall award grants, on a competitive basis, to State educational agencies or local educational agencies in order to provide, to eligible schools, wraparound services that address out-of-school factors that interfere with learning.</text></subsection><subsection id="HB1B1705121C34E4FB47461228C4F038B"><enum>(b)</enum><header>Applications</header><paragraph id="HBBCF27223F444A0CBF4CB320FE15659D"><enum>(1)</enum><header>Grant application</header><text>To be eligible for a grant under this section, a State educational agency or local educational agency shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></paragraph><paragraph id="H33EF23AC8AE94591B8F797A3EB826E3E"><enum>(2)</enum><header>Subgrant application</header><text>To be eligible for a subgrant under this section, a local educational agency shall submit to the appropriate State educational agency an application in such form, at such time, and containing such information as the State educational agency determines appropriate.</text></paragraph></subsection><subsection id="H7BD2FF71A83B441697FEBD47153866FD"><enum>(c)</enum><header>Use of funds</header><paragraph id="H6DB7836F066C4C6AB0F918B7E89E0789"><enum>(1)</enum><header>Use of funds by State educational agency</header><text display-inline="yes-display-inline">A State educational agency that receives grant funds under subsection (a) shall use such funds to award subgrants to local educational agencies served by the State educational agency.</text></paragraph><paragraph id="H249B32D5DA01418C8C35C752F730C492"><enum>(2)</enum><header>Use of funds by local educational agency</header><text>A local educational agency that receives grant funds under subsection (a) or subgrant funds under paragraph (1) shall use the funds for the following activities for each eligible school served by the local educational agency:</text><subparagraph id="H064D8DEB292E4BE5A6EE988716FF2128"><enum>(A)</enum><text>Implementing a planning period that involves—</text><clause id="H8FBA5CA8CF0141C4A1CDFF5E2381A988"><enum>(i)</enum><text display-inline="yes-display-inline">assessing the needs and strengths of the school; and</text></clause><clause id="H157D6F2D7D43432F819E0BE3EA0702B0"><enum>(ii)</enum><text>selecting relevant programs and tiered supports that match the individual needs of each student.</text></clause></subparagraph><subparagraph id="H9432624B473D413BAC3C10064BFC174E"><enum>(B)</enum><text>Partnering with a nonprofit or community-based organization with a demonstrated record of providing high-quality, evidence-based wraparound services for children.</text></subparagraph><subparagraph id="H8715B3333ACD431EAC84427154B55D68"><enum>(C)</enum><text>Hiring an on-site coordinator who will—</text><clause id="HDAE73EAD86D442B98251331DD88A2397"><enum>(i)</enum><text>ensure wraparound services are aligned with student needs; and</text></clause><clause id="H4EC354EEDBA94737920F83D2BBE3E2DF"><enum>(ii)</enum><text>connect students to the right services and supports in an efficient manner. </text></clause></subparagraph><subparagraph id="HCA951CB8CB0747E0BC404DA09BE8402D"><enum>(D)</enum><text>Ensuring integration of wraparound services within the school.</text></subparagraph><subparagraph id="HFA8749C9C697422D931CC71FB779C8DF"><enum>(E)</enum><text>Tracking data on an annual basis.</text></subparagraph></paragraph></subsection><subsection id="HA79A8C5188CB4A9BA09E3FBB64C87038"><enum>(d)</enum><header>Duration</header><text>A grant or subgrant awarded under this section shall be for a 4-year period.</text></subsection><subsection id="HB8F9A3164265400D890CCAB91A6F0422"><enum>(e)</enum><header>Limitation</header><text>With respect to a 4-year grant period, a local educational agency may only receive a grant or a subgrant under this section for such grant period.</text></subsection><subsection id="HBC3014FED93E44579F750D87ADC609BE"><enum>(f)</enum><header>Reports</header><paragraph id="H5F86BF828CA94934BAA6FE75E4F15682"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date on which the first grant is awarded under this section, and 2 years thereafter, the Secretary shall submit to Congress a report (with information disaggregated in accordance with paragraph (2)) including—</text><subparagraph id="H55D573C908CD4A7585F1A05ADF462362"><enum>(A)</enum><text display-inline="yes-display-inline">with respect to an eligible school receiving assistance under this section, descriptions of any changes relating to—</text><clause id="HBC868A9F19164C53A28BF28A96DA3A96"><enum>(i)</enum><text display-inline="yes-display-inline">average daily attendance;</text></clause><clause id="H9A18CB0EA8584EAC9241BBAD3808408B"><enum>(ii)</enum><text>on-time graduation rate;</text></clause><clause id="HE677708FA80B48499C65D6DE806880B4"><enum>(iii)</enum><text>chronic absenteeism;</text></clause><clause id="HCD3F1D921E244D38B84F28C7C9B8DEF2"><enum>(iv)</enum><text display-inline="yes-display-inline">rate of promotion to the following grade;</text></clause><clause id="H299E54B5D35B47A584CCCCB2F756F087"><enum>(v)</enum><text>student health (including mental health);</text></clause><clause id="H865312A96132456886BD61519B6819F8"><enum>(vi)</enum><text>behavioral issues, including—</text><subclause id="HC6818C2EFE1F4A5185B34CB655E9BCC3"><enum>(I)</enum><text>issues that harm the well-being of a student; and</text></subclause><subclause id="H19D9222376084512A457A3F068D8FFD2"><enum>(II)</enum><text>issues that put a student at risk of not graduating;</text></subclause></clause><clause id="HFDA7A515286F4DD8B8C35E4F1F390823"><enum>(vii)</enum><text>overall academic progress;</text></clause><clause id="H95B636B6DABD4825812D376A0872AF43"><enum>(viii)</enum><text>annual dropout rates; </text></clause><clause id="HC9EBF9055D404CAF9FF0515A87C9D041"><enum>(ix)</enum><text>school climate; and</text></clause><clause id="H57DFE754150449458BA347916BA7D398"><enum>(x)</enum><text>school engagement; and</text></clause></subparagraph><subparagraph id="H6D0DC18417AA4C28835FF7E109AF5AF9"><enum>(B)</enum><text>recommendations with respect to best practices for implementing high-quality wraparound services in elementary and secondary schools, including with respect to—</text><clause id="H4958F9905AC24676B354CF7AF0DC2731"><enum>(i)</enum><text>data tracking;</text></clause><clause id="H1E84ADCD3B9945CCB20CB860F20DBBC6"><enum>(ii)</enum><text>integration of services;</text></clause><clause id="H095F2C6A818D4CB3BF3403E8C1DF2373"><enum>(iii)</enum><text>conducting assessments of the needs and strengths of a school; and</text></clause><clause id="H7F3605CEC2264A6186D5A6BD36A03987"><enum>(iv)</enum><text>partnering with organizations.</text></clause></subparagraph></paragraph><paragraph id="HF985091DE22049C68BDF076D859436CF"><enum>(2)</enum><header>Disaggregation</header><subparagraph id="H5684D60C99664FA688FEB02580B3570C"><enum>(A)</enum><header>In general</header><text>The information described under paragraph (1)(A), with respect to a school, shall be disaggregated, where appropriate, by—</text><clause id="H0B5E3086A10F40D3A019C3B4CD5BFD6E"><enum>(i)</enum><text>all students enrolled in such school; and</text></clause><clause id="HC9AEDE4978A4490CBC6A26F2B372E363"><enum>(ii)</enum><text>all students—</text><subclause id="H0515ED5B172A419E98137BF9B6B25538"><enum>(I)</enum><text>enrolled in such school; and</text></subclause><subclause id="H8047483656E3462F9CFF985A8F6BAA0C"><enum>(II)</enum><text>receiving wraparound services.</text></subclause></clause></subparagraph><subparagraph id="HBB3342DEF9BA4344A9CD098F91CC5718"><enum>(B)</enum><header>Further disaggregation</header><text display-inline="yes-display-inline">The information disaggregated in accordance with clauses (i) and (ii) of subparagraph (A) shall be further disaggregated by—</text><clause id="HDDC1483232DA4377AEB006F9898C32A8"><enum>(i)</enum><text>race;</text></clause><clause id="H1C7C706E2262464889A1BB3630355326"><enum>(ii)</enum><text>ethnicity; and</text></clause><clause id="H4142610E51B6479DBCEC6C3DE6A69A96"><enum>(iii)</enum><text>income.</text></clause></subparagraph></paragraph></subsection><subsection id="H50E5C80BA02D4CD8BC2103095ABDF6B4"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $1,000,000,000.</text></subsection><subsection id="H4FB5BCF7391D4E528356EAF962C58764"><enum>(h)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H84D60EFA747D448BB0365CC31B5C8CA5"><enum>(1)</enum><header>ESEA terms</header><subparagraph id="H0B371069B48A46738BA32DA99BB0F993"><enum>(A)</enum><header>In general</header><text>The terms <quote>elementary school</quote>, <quote>local educational agency</quote>, <quote>secondary school</quote>, and <quote>State educational agency</quote> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></subparagraph><subparagraph id="H03CA0754EB534B09BC1B1FD59A1B5A51"><enum>(B)</enum><header>Eligible school attendance area</header><text>The term <quote>eligible school attendance area</quote> has the meaning given such term in section 1113(a)(2) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6313">20 U.S.C. 6313(a)(2)</external-xref>).</text></subparagraph></paragraph><paragraph id="H5C30B55AAA334BE7AE3315BDD17F1E62"><enum>(2)</enum><header>Eligible school</header><text display-inline="yes-display-inline">The term <quote>eligible school</quote> means a public elementary school or secondary school that serves an eligible school attendance area.</text></paragraph><paragraph id="HC9EB6CAAF3204001AB3BBC69F0DF2CCB"><enum>(3)</enum><header>Wraparound service</header><text>The term <quote>wraparound service</quote> means a school-based service that targets academic and non-academic barriers to student achievement, including—</text><subparagraph id="H2F3147FF7AC34A61BCFFE20CB9806085"><enum>(A)</enum><text>assistance with—</text><clause id="HE6887709FA6E4C15964F23EE32EF00A6"><enum>(i)</enum><text>academics;</text></clause><clause id="HA46721140C4E4EF7ABD0B8748C6215B9"><enum>(ii)</enum><text>mental health; or</text></clause><clause id="H14BD7CE52ECD4602ACAB0F6A68ED636D"><enum>(iii)</enum><text>physical health;</text></clause></subparagraph><subparagraph id="H163DCD8CFAA04F1D91C2A24EE8E28097"><enum>(B)</enum><text>provision of basic needs (including food, housing, and clothing);</text></subparagraph><subparagraph id="H45DCFF42BF5C4845B3014E551A338F08"><enum>(C)</enum><text>enrichment and after-school programs;</text></subparagraph><subparagraph id="HA3CD1F55BB5A4B8C9B56A4F00030AF46"><enum>(D)</enum><text>life skills;</text></subparagraph><subparagraph id="H6BA24961CAB14159AD82149ED4533407"><enum>(E)</enum><text>behavioral interventions;</text></subparagraph><subparagraph id="H1466F7DFCF89474EA87A07E791FB628E"><enum>(F)</enum><text>college and career preparation; and</text></subparagraph><subparagraph id="HDB22962C0A36402E8D1B3B811248C1BA"><enum>(G)</enum><text>service and community-based learning.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
