which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to provide education and training on eating disorders for health care providers and communities, and for other purposes.</official-title></form><legis-body id="H23679BA28996477BBD1419B30BD7350E" style="OLC"><section id="HE782CB68E2934B7C9361AE7CF84FF9ED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline"> This Act may be cited as the <quote><short-title>Anna Westin Legacy Act of 2022</short-title></quote>.</text></section><section id="HE3B5E1E78BBB42EB8FF6394FD3630D2D"><enum>2.</enum><header>Maintaining education and training on eating disorders</header><text display-inline="no-display-inline">Subpart 3 of part B of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-31">42 U.S.C. 290bb–31 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H2E507B622C4D45F5A0D277251246EF5E" display-inline="no-display-inline"><section id="HC7F2D47DCC2A495B8FD4D8506523A1BA"><enum>520N.</enum><header>Center of Excellence for Eating Disorders for education and training on eating disorders</header><subsection id="H4A7EDB629C994DE9952BEB9DCB94585A"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Assistant Secretary, shall maintain, by competitive grant or contract, a Center of Excellence for Eating Disorders (referred to in this section as the <quote>Center</quote>) to improve the identification of, interventions for, and treatment of eating disorders in a manner that is culturally and linguistically appropriate.</text></subsection><subsection id="HA5F055F61EDB41C1B3438735AEADAF3D"><enum>(b)</enum><header>Subgrants and subcontracts</header><text display-inline="yes-display-inline">The Center shall coordinate and implement the activities under subsection (c), in whole or in part, by awarding competitive subgrants or subcontracts—</text><paragraph id="H81250F3D30C248A8A141FFAF5230EA36"><enum>(1)</enum><text>across geographical regions; and</text></paragraph><paragraph id="HCEB3B1CFE9A743A3BF7FEE868281BD1B"><enum>(2)</enum><text>in a manner that is not duplicative.</text></paragraph></subsection><subsection id="H6F711108B0FF437180E59B4BB92B7130"><enum>(c)</enum><header>Activities</header><text>The Center—</text><paragraph id="HD95E1F74221A4943A843D46A3BB71199"><enum>(1)</enum><text>shall—</text><subparagraph id="H49047C4462A449CFBB3BF463DA6EF562"><enum>(A)</enum><text>provide training and technical assistance for frontline health care providers and frontline community professionals to carry out screening, brief intervention, and referral to treatment for individuals experiencing, or at risk for, eating disorders;</text></subparagraph><subparagraph id="HB00DF7CB50B4426F85EA42635BECF08E"><enum>(B)</enum><text display-inline="yes-display-inline">in carrying out subparagraph (A), develop adaptive training models for frontline health care providers and frontline community professionals to carry out screening, brief intervention, and referral to treatment for children and marginalized populations experiencing, or at risk for, eating disorders;</text></subparagraph><subparagraph id="HB3934036F3624D6D98A72D6505713D3A"><enum>(C)</enum><text display-inline="yes-display-inline">provide technical assistance to other centers of excellence, technical assistance centers, and psychiatric consultation lines of the Substance Abuse and Mental Health Services Administration or the Health Resources and Services Administration on eating disorder identification, intervention, and referral for treatment; and</text></subparagraph><subparagraph id="H79E680B4EF6642129F451AA32E416AFD"><enum>(D)</enum><text>coordinate with the Director of the Centers for Disease Control and Prevention and the Administrator of the Health Resources and Services Administration to disseminate training to frontline health care providers and frontline community professionals; and</text></subparagraph></paragraph><paragraph id="H02666BCF547947B1BF3BA6835AB0BB21"><enum>(2)</enum><text>may—</text><subparagraph id="H8CC911BA347F4D28B3782C0778C3CB1C"><enum>(A)</enum><text display-inline="yes-display-inline">coordinate with electronic health record systems for the integration of protocols pertaining to screening, brief intervention, and referral to treatment for individuals experiencing, or at risk for, eating disorders;</text></subparagraph><subparagraph id="HBA37064C57A0410595A2DD4D9F6BF3AD"><enum>(B)</enum><text display-inline="yes-display-inline">develop adaptive training models for frontline health care providers and frontline community professionals to carry out screening, brief intervention, and referral to treatment for Members of the Armed Forces and veterans experiencing, or at risk for, eating disorders; and</text></subparagraph><subparagraph id="H40130E32916A4B51B53D964053A6E657"><enum>(C)</enum><text>consult with the Secretary of Defense and the Secretary of Veterans Affairs on prevention, identification, intervention for, and treatment of eating disorders.</text></subparagraph></paragraph></subsection><subsection id="H4B866346EB8B4C9A8F4023D40BE5BE0C"><enum>(d)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $1,000,000 for each of fiscal years 2023 through 2027.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
