which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Education to award grants to eligible partnerships to increase access to specialized instructional support personnel, and for other purposes.</official-title></form><legis-body id="H2BED1FF7A67340B387A74500B09650BC" style="OLC"><section id="H89F0296D0C3946EFB6E4A61AA8486041" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Growing, Recruiting, and Obtaining Workers in Specialized Instructional Support Personnel Services Act</short-title></quote> or the <quote><short-title>GROW SISPS Act</short-title></quote>. </text></section><section id="HEEA5D73FA09A4FD9BECB47CF99B1B7C2"><enum>2.</enum><header>Grow your own program grant</header><subsection id="HB19D8257B4EC4C5F9CC329E854D6A0F8"><enum>(a)</enum><header>Program authorized</header><text display-inline="yes-display-inline">From the amounts appropriated to carry out this Act, the Secretary of Education shall award grants, on a competitive basis, to eligible partnerships to expand, or establish and implement, A Grow Your Own Program to increase access to specialized instructional support personnel.</text></subsection><subsection id="HB62AC3CF1EF944EEBCC055ED6993C53D"><enum>(b)</enum><header>Grant period; Priority</header><paragraph id="H6F343A0D640E49EB9B803FD40E2C4B98"><enum>(1)</enum><header>Grant period</header><text display-inline="yes-display-inline">A grant under this section shall be awarded for a 6-year period.</text></paragraph><paragraph id="HDE97F379221E416C81637478279C6F63"><enum>(2)</enum><header>Priority</header><text>In awarding grants under this Act, the Secretary shall give priority to eligible partnerships in which a high-need local educational agency is in the partnership or that seeks to use the grant to serve a community with a high-need local educational agency.</text></paragraph></subsection><subsection id="HAEBF5D2FF8A14756AB37488CDE5AFEA5"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an eligible partnership shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, which shall include the following with respect to the local educational agency, the consortium of local educational agencies, or the State educational agency in such eligible partnership, and disaggregated by the specific occupation: </text><paragraph id="HF7F196311ECC4B4E852AAA862890B14C"><enum>(1)</enum><text display-inline="yes-display-inline">The number of specialized instructional support personnel employed as of the date of application.</text></paragraph><paragraph id="HDA75E0D6F6E9491BAC357B84EDA44C78"><enum>(2)</enum><text display-inline="yes-display-inline">The number of specialized instructional support personnel who are so employed and who have an emergency or temporary credential.</text></paragraph><paragraph id="H04BD2B6309D44C62B9BD483F96DDE000"><enum>(3)</enum><text>The ratio of specialized instructional support personnel to students.</text></paragraph></subsection><subsection id="HC9F99BBA630449BD9649F145F57206E6"><enum>(d)</enum><header>Uses of funds</header><paragraph id="H3632034F45584306BBCF7D39C1352281"><enum>(1)</enum><header>In general</header><text>An eligible partnership that receives a grant under this section shall use such grant to expand, or establish and implement, a Grow Your Own Program that meets the requirements of paragraph (2) to increase, through respecialization or re-training—</text><subparagraph id="H0C00CAD9DFBF4E25832AA95F909F6605"><enum>(A)</enum><text display-inline="yes-display-inline">access to specialized instructional support personnel in the schools served by the local educational agency or the consortium of local educational agencies in such eligible partnership, or the local educational agencies under the jurisdiction of the State educational agency in such eligible partnership; or</text></subparagraph><subparagraph id="H150C375436B443EEACDAE2B2290D52EB"><enum>(B)</enum><text>the diversity of specialized instructional support personnel in such schools.</text></subparagraph></paragraph><paragraph id="HC9B58806B891433194E575EA5554ECA3"><enum>(2)</enum><header>Grow Your Own Program requirements</header><text display-inline="yes-display-inline">An eligible partnership shall ensure that a Grow Your Own Program expanded, or established and implemented, under paragraph (1) provides the following to each participant of the program:</text><subparagraph id="H17AA46DBDD314C30BE79DFFFE0875118" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">The skills needed to complete a relevant degree or training—</text><clause id="H9FE4A613FDBF401F9639C065213AA04D"><enum>(i)</enum><text>to be credentialed by the State educational agency, or relevant regulatory body; or</text></clause><clause id="HC1A0B2D5A5134D91905ADDE2A7453957"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a profession for which there is no State credential, to meet the professional standards as articulated by the relevant national organization for such profession.</text></clause></subparagraph><subparagraph id="H7FDE2612AD8D4FD7BB4EEC0D686A34E0"><enum>(B)</enum><text>Relevant clinical experience, during the period in which the participant completes and earns the credential provided under the program, that is—</text><clause id="H8431FA253FC14491A1B05BED3A1887F0"><enum>(i)</enum><text>connected to the coursework provided under the program; and</text></clause><clause id="HA0AD62C8BF9B4D4F83997DA1693C1F95" commented="no"><enum>(ii)</enum><text>located in elementary schools or secondary schools in such community, with priority given to elementary schools or secondary schools in the eligible partnership.</text></clause></subparagraph><subparagraph id="HB5C034E3B5424B90A6C00DD2C655FD5F"><enum>(C)</enum><text>A high-quality mentoring program that—</text><clause id="H4BC89879877349C88BCE122B7BDFEB69"><enum>(i)</enum><text display-inline="yes-display-inline">provides mentoring by a fully credentialed professional of the occupation for which the participant is pursuing a credential; and</text></clause><clause id="HC702857D480642D7822AC958A01D0530"><enum>(ii)</enum><text>continues through the period that is 2 years after the participant receives a credential under the program.</text></clause></subparagraph><subparagraph id="H0098DFCEA1F8418082E2C52311AF1708"><enum>(D)</enum><text>Supportive services (which may include housing subsidies, stipends, and tuition assistance and other financial assistance).</text></subparagraph><subparagraph id="H860D46A06A224D5E8A47E8C3F81F68AA"><enum>(E)</enum><text display-inline="yes-display-inline">Academic, counseling, and programmatic supports.</text></subparagraph></paragraph><paragraph id="H3B8EFCF6553B4E699489C8B902BCE83A"><enum>(3)</enum><header>Additional requirements</header><text>In expanding, or establishing and implementing A Grow Your Own Program under paragraph (1), an eligible partnership shall carry out each of the following:</text><subparagraph id="HCB346D4DE209445C9A145D76CB481C55"><enum>(A)</enum><text display-inline="yes-display-inline">Identify the needs for specialized instructional support personnel in the local educational agency, the consortium of local educational agencies, or the State educational agency in the eligible partnership. </text></subparagraph><subparagraph id="HA5338F973738492CBDF646CFD63D22A4"><enum>(B)</enum><text display-inline="yes-display-inline">Recruit and incentivize individuals to enter, and to pursue training to enter, a specialized instructional support personnel profession that meets the needs identified in subparagraph (A), especially for the purpose of serving in high-need local educational agencies.</text></subparagraph></paragraph></subsection><subsection id="H175DAF43D2B94B7093BDE9BF1A6ABC3F"><enum>(e)</enum><header>Reporting requirements</header><paragraph id="HAAE67433D6F9436AACC402363FDBB5BC"><enum>(1)</enum><header>Reports by eligible partnerships</header><text display-inline="yes-display-inline">Each eligible partnership that receives a grant under this section shall submit, for each of the third through sixth years of the grant period, a report to the Secretary that includes—</text><subparagraph id="HA6991BE9B2F34C08934BCC44B0C5766C"><enum>(A)</enum><text display-inline="yes-display-inline">the number of participants of the program funded by such grant who are working in a high-need local educational agency during such year and the preceding year, disaggregated by specific occupation; and</text></subparagraph><subparagraph id="H86DDAAB878AE4FB690A4B89AC0654391"><enum>(B)</enum><text>in a year in which the number of such participants who are working in a high-need local educational agency decreases from the preceding year by more than 50 percent, an improvement plan for increasing such number as soon as practicable.</text></subparagraph></paragraph><paragraph id="HFF98ADB6383E46DAA8D76D8E72ECFDEB"><enum>(2)</enum><header>Reports by the Secretary</header><text display-inline="yes-display-inline">Not later than 1 year after the first grant is awarded under this section, and on an annual basis thereafter, the Secretary shall submit to Congress a report on—</text><subparagraph id="HC5260957319448BFABAF2CC50A2F7EFC"><enum>(A)</enum><text>the impact of grants awarded under this section in increasing specialized instructional support personnel, and lowering the ratio of specialized instructional support personnel to students, in the local educational agencies, the consortium of local educational agencies, and the State educational agencies in the eligible partnerships that were awarded such grants; </text></subparagraph><subparagraph id="HAC20268DC9E140ABB6FFA44E38A0D20D"><enum>(B)</enum><text display-inline="yes-display-inline">best practices for expanding, or establishing and implementing eligible partnerships and Grow Your Own Programs that meet the requirements of subsection (d)(2); and</text></subparagraph><subparagraph id="H4E2C1A0B56AB4823B88E32F3274BB982"><enum>(C)</enum><text>recommendations for strengthening the eligible partnerships and Grow Your Own Programs served the grants awarding under this Act, such as improving recruitment and retention of participants and increasing the number of specialized instructional support personnel in the community, especially in high-need schools.</text></subparagraph></paragraph></subsection><subsection id="HADC3299CC224476883344B5084EA78B3"><enum>(f)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H415E770219064BCEAC4152ECC6E9D78A"><enum>(1)</enum><header>Eligible partnership</header><text display-inline="yes-display-inline">The term <term>eligible partnership</term> means a partnership among each of the following:</text><subparagraph id="H64EED7E6BFED4CA3BB3F526B703AF8BC"><enum>(A)</enum><text display-inline="yes-display-inline">A school, department, or program of education (including a graduate level program) within an institution of higher education that is State-accredited and is eligible to receive Federal funds under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>), which may include a program that provides the training or credentials required for specialized instructional support personnel.</text></subparagraph><subparagraph id="H705317D7B5B44B6ABA6B6D498E122F21"><enum>(B)</enum><text>A local educational agency, a consortium of local educational agencies, or a State educational agency.</text></subparagraph><subparagraph id="HB9294BB0971A44429E7CB4DA70142F6C"><enum>(C)</enum><text display-inline="yes-display-inline">A State-accredited nonprofit educational organization or professional licensure organization that provides alternative routes to State certification or licensure, or credentialing for specialized instructional support personnel.</text></subparagraph></paragraph><paragraph id="H48A2BFC3D3C746CD97C9F872BB89E708"><enum>(2)</enum><header>ESEA terms</header><text>The terms <term>local educational agency</term>, <term>State educational agency</term>, and <term>specialized instructional support personnel</term> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="HE4279D53317A41EEBCE396A984978054"><enum>(3)</enum><header>High-need local educational agency</header><text display-inline="yes-display-inline">The term <term>high-need local educational agency</term> has the meaning given the term in section 200 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>). </text></paragraph><paragraph id="H91479E0E7FDB455AA4469B7F25E11659"><enum>(4)</enum><header>Institution of higher education</header><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><paragraph id="H25C6317D63594D9C8B6F123B8348D167"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education. </text></paragraph></subsection></section></legis-body></bill>
