which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the 21st Century Cures Act with respect to the State Opioid Response Grants program, and for other purposes.</official-title></form><legis-body id="HF238C12E08C448C5AFB37A2B71C8FF94" style="OLC"><section id="H98D8848DE07A45AB9DCB90B42BBBB9F7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>School Resource Officers Save Lives Act</short-title></quote>. </text></section><section id="HE91EEC29A65645009C0D7A3307D7DE37"><enum>2.</enum><header>State Opioid Response Grants program reauthorization; pilot program for Narcan administration training</header><subsection id="H53C09B3DE88F4987A9A8915FEC30BE78"><enum>(a)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">Section 1003(h) of the 21st Century Cures Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290ee-3">42 U.S.C. 290ee–3</external-xref> note) is amended by striking <quote>2021</quote> and inserting <quote>2023</quote>.</text></subsection><subsection id="HD4FAC895A6014AEA8B5C6F607C9193CC"><enum>(b)</enum><header>Pilot program for Narcan administration training</header><text display-inline="yes-display-inline">Section 1003 of the 21st Century Cures Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290ee-3">42 U.S.C. 290ee–3</external-xref> note) is amended—</text><paragraph id="HA3189780C945485292F32CD221F912E5"><enum>(1)</enum><text>by redesignating subsection (j) as subsection (k); and</text></paragraph><paragraph id="H67A64D377CF444B8853BECF8AD300658"><enum>(2)</enum><text>by inserting after subsection (i) the following: </text><quoted-block style="OLC" id="H6E18ABC96DEC4E2B888848737D3F980B" display-inline="no-display-inline"><subsection id="HDB3B75B5C6484DDBAAD73C4AE32F5473"><enum>(j)</enum><header>Pilot program for Narcan administration training</header><paragraph id="H9F50A587FADB41FB9C395F658FF270BB"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">As part of the program established under this section, the Secretary shall establish a pilot program under which the Secretary will award grants to school districts—</text><subparagraph id="HED3269F6C5A240CD9029CC23BBABBF62"><enum>(A)</enum><text display-inline="yes-display-inline">to train school resource officers, security personnel, and school nurses in Narcan administration; and</text></subparagraph><subparagraph id="HDAAFC03EE06341BB85563CF838867546"><enum>(B)</enum><text>to purchase Narcan kits.</text></subparagraph></paragraph><paragraph id="H058F26325A27435386696EA5E2FE7F9D"><enum>(2)</enum><header>Priority</header><text>In selecting recipients of a grant under this subsection, the Secretary shall ensure that not less than 50 percent of such recipients are school districts located in a rural area (as defined by the Secretary).</text></paragraph><paragraph id="H5655DEF268A649B0A2636FBFFFD30A87"><enum>(3)</enum><header>Conditions</header><text display-inline="yes-display-inline">As a condition on the receipt of a grant under this subsection, the school district shall agree that if the school district has a school resource officer or any security personnel, the officer (or personnel) must be trained in Narcan administration.</text></paragraph><paragraph id="HD0AE7B625CD140169B79FA54C1BE998F"><enum>(4)</enum><header>Use of funds</header><text>A school district selected to receive a grant under this subsection may use funds received through the grant—</text><subparagraph id="H136A912651A247B8968705BA5E5CD69B"><enum>(A)</enum><text display-inline="yes-display-inline">to provide training in the administration of Narcan to school resource officers, security personnel, and school nurses; and</text></subparagraph><subparagraph id="H07CF28A7FAEA4C89A1BC6A85C25669A5"><enum>(B)</enum><text>to purchase Narcan kits.</text></subparagraph></paragraph><paragraph id="H29152DA33455475A8004ECFDE4D45598"><enum>(5)</enum><header>Funding</header><text display-inline="yes-display-inline">For each of fiscal years 2022 and 2023, the Secretary shall reserve not less than $5,000,000 of the funds made available under subsection (h) to carry out the program under this subsection. </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
