R. 712</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210202">February 2, 2021</action-date><action-desc><sponsor name-id="L000562">Mr. Lynch</sponsor> (for himself, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="Q000023">Mr. Quigley</cosponsor>, and <cosponsor name-id="S001201">Mr. Suozzi</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Federal Aviation Administration to enter into appropriate arrangements with the National Academies of Sciences, Engineering, and Medicine to provide for a report on the health impacts of air traffic noise and pollution, and for other purposes.</official-title></form><legis-body id="H4CBD4E23EF1444E5BFCDA1978E53E629" style="OLC"><section id="H217F5D85945041409E657E1990707393" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Air Traffic Noise and Pollution Expert Consensus Act of 2021</short-title></quote>.</text></section><section id="H70A1830C4DA745048CF02C45A45E5C82"><enum>2.</enum><header>Health impacts of air traffic noise and pollution</header><subsection id="H5B0BB6FDCAE448019AD4212A6D0729D4"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Administrator of the Federal Aviation Administration shall enter into appropriate arrangements with the Health and Medicine Division of the National Academies of Sciences, Engineering, and Medicine under which the Division will—</text><paragraph id="H5BD87573462F4C88B49118C9FD9BE5BB"><enum>(1)</enum><text display-inline="yes-display-inline">not later than 30 days after the date of enactment of this Act, convene a committee of experts in health and environmental science to examine the various health impacts of air traffic noise and pollution; and</text></paragraph><paragraph id="H77AAE3B8B430487980771A68A50CB61D"><enum>(2)</enum><text display-inline="yes-display-inline">issue a corresponding expert consensus report that sets forth current scientific knowledge relating to the various health impacts of air traffic noise and pollution.</text></paragraph></subsection><subsection id="HBB6C4B6FEC0D4BB6A6EAD4DF85644807"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Upon completion of the consensus report, the Division shall transmit the report to—</text><paragraph id="HE6DBCF92FDD5410C86F4E946F5BB1917"><enum>(1)</enum><text>the Administrator;</text></paragraph><paragraph id="H02D0AF96340B4634AFEFD64C2019FCBE"><enum>(2)</enum><text>the Secretary of Health and Human Services;</text></paragraph><paragraph id="H191715D068FC433CB14FEC36052F72EC"><enum>(3)</enum><text>the Administrator of the Environmental Protection Agency;</text></paragraph><paragraph id="H88AD165950314206A256AE5878D08E24"><enum>(4)</enum><text>the Committee on Transportation and Infrastructure and the Committee on Oversight and Reform of the House of Representatives; and</text></paragraph><paragraph id="H50E0D6002684412A8AB2D0E10EC9A43A"><enum>(5)</enum><text>the Committee on Commerce, Science, and Transportation and the Committee on Homeland Security and Governmental Affairs of the Senate.</text></paragraph></subsection></section></legis-body></bill>
