R. 7063</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220311">March 11, 2022</action-date><action-desc><sponsor name-id="P000605">Mr. Perry</sponsor> (for himself, <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>, <cosponsor name-id="G000595">Mr. Good of Virginia</cosponsor>, <cosponsor name-id="G000061">Mr. Garcia of California</cosponsor>, and <cosponsor name-id="B000825">Mrs. Boebert</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name>, and in addition to the Committees on <committee-name committee-id="HBA00">Financial Services</committee-name>, and <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To codify Executive Order 13876, and for other purposes.</official-title></form><legis-body id="H0293688B5FB445ECA0C328E43E99EC2F" style="OLC"><section id="H2ADCEFBC4BDB4782A89D1BE454C308EB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoring Maximum Pressure on Iranian Terrorists Act</short-title></quote>. </text></section><section id="H42DD688705F94687A7CCBED3EA6E81BB"><enum>2.</enum><header>Enactment of Executive Order 13876</header><subsection id="HC1AD7C133BF54CA38CF1E9BDB999E378"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The provisions of Executive Order 13876 (84 Fed. Reg. 30573; relating to imposing sanctions with respect to Iran), as in effect on June 24, 2019, other than section 7 of such Executive Order, are enacted into law.</text></subsection><subsection id="H9C35BC3C4B474B30BC4FA90A2E95EF12"><enum>(b)</enum><header>Publication</header><text display-inline="yes-display-inline">In publishing this Act in slip form and in the United States Statutes at Large pursuant to section 112 of title 1, United States Code, the Archivist of the United States shall include after the date of approval at the end an appendix setting forth the text of the Executive order referred to in subsection (a), as in effect on June 24, 2019.</text></subsection></section><section id="H040B5993F6BB447399782F9D774952D6"><enum>3.</enum><header>Evasion of sanctions</header><subsection id="H108B20C3415B48EEB7A600DA0B2CC23C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The following actions are hereby prohibited: </text><paragraph id="H57F5D085F3C143BDB4B7AD624BB6570E"><enum>(1)</enum><text>Any transaction by a United States person or within the United States that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate the prohibitions set forth in the Executive order referred to in section 2(a) and enacted into law by such section.</text></paragraph><paragraph id="H597557FB55FD4F0D8B3CB360AEF8ECFF"><enum>(2)</enum><text display-inline="yes-display-inline">Any conspiracy formed to violate any of the prohibitions set forth in the Executive order referred to in section 2(a) and enacted into law by such section.</text></paragraph></subsection><subsection id="H9B9EFB4E37A846329ACB477BF7942DBE"><enum>(b)</enum><header>Penalties</header><text>The President is authorized to apply the penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1705">50 U.S.C. 1705</external-xref>) with respect to a person that knowingly violates, attempts to violate, conspires to violate, or causes a violation of regulations promulgated to carry out the Executive order referred to in section 2(a) and enacted into law by such section to the same extent that such penalties apply to a person that knowingly commits an unlawful act described in section 206(a) of such Act.</text></subsection></section><section id="H1A1FE8C72C484FDD900FA30C85578F8C"><enum>4.</enum><header>Continuing sanctions against entities designated under Executive Order 13876</header><text display-inline="no-display-inline">All entities designated under Executive Order 13876 (84 Fed. Reg. 30573; relating to imposing sanctions with respect to Iran) on the following dates shall continue to be sanctioned pursuant to such designations, as in effect on such respective dates: </text><paragraph id="HA0DD18CB70F646DEA2707BA1779B4D0D"><enum>(1)</enum><text>July 31, 2019.</text></paragraph><paragraph id="HB65F32E734A8439BB6B9B08832F4B876"><enum>(2)</enum><text>November 4, 2019.</text></paragraph><paragraph id="HE6AE7A26BA2C4D77B4A6F20A199435E7"><enum>(3)</enum><text>January 10, 2020.</text></paragraph><paragraph id="HF49D7A2B77744C8BAC36975AABB76327"><enum>(4)</enum><text>February 20, 2020.</text></paragraph><paragraph id="H9F4BDAC874F44B09A11A2B160EEA3BA4"><enum>(5)</enum><text>November 18, 2020.</text></paragraph></section></legis-body></bill>
