which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To ensure access to apprenticeships for underrepresented groups, eliminate barriers and ensure completion of apprenticeships, and invest in successful apprenticeship intermediaries.</official-title></form><legis-body id="H08204C14EE4A4134BC91E7827412F064" style="OLC"><section id="HD3EE154A28CF47948185B461257F8978" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Apprenticeship Futures for All Act</short-title></quote>.</text></section><section id="H00CCD5486EA64927A031B6D1140D2FA5"><enum>2.</enum><header>Grants, contracts, or cooperative agreements</header><subsection id="H5C20F0D6DF224C40B299CD41B5431BEA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the Office of Apprenticeship of the Department of Labor shall award grants, contracts, or cooperative agreements to eligible entities on a competitive basis if the eligible entity is a qualified intermediary—</text><paragraph id="H58823B65574043D9851616650A8D4A6A"><enum>(1)</enum><text display-inline="yes-display-inline">to support national industry and equity intermediaries in establishing or expanding sector-based partnerships to support the delivery or expansion of programs under the national apprenticeship system to significant scale in the United States—</text><subparagraph id="H25627C7DCB82438E917DA0F6626C7D22"><enum>(A)</enum><text display-inline="yes-display-inline">in key sectors, including manufacturing, information technology, cyber security, health care, insurance and finance, energy, hospitality, retail, construction, and other sectors identified by the Administrator as targeted for expansion under the national apprenticeship system; or</text></subparagraph><subparagraph id="H044B0F1302EF4C4E85F0440353D69981"><enum>(B)</enum><text display-inline="yes-display-inline">for nontraditional apprenticeship populations, women, minorities, individuals with disabilities, and individuals impacted by the criminal or juvenile justice system; or</text></subparagraph></paragraph><paragraph id="HE2AD21ED453243D38C0D6EC9E6106780"><enum>(2)</enum><text display-inline="yes-display-inline">to serve programs under the national apprenticeship system in a local or regional setting.</text></paragraph></subsection><subsection id="H577531ED75FB416EA742364CFEC14E87"><enum>(b)</enum><header>Use of funds</header><text>An eligible entity applying for any grant activity under this Act—</text><paragraph id="HB13508D85DC046398590033A0FF6AB9A"><enum>(1)</enum><text>shall use at least 5 percent of the grant funds to provide direct financial assistance to apprentices, pre-apprentices, or youth apprentices through emergency grants to support their financial needs to enter, remain enrolled in, and complete such program, such as support for the related costs of supplies and equipment, courses, transportation, child care, and housing; and</text></paragraph><paragraph id="HC936973401934CA3806B8C4761BDDC99"><enum>(2)</enum><text>may use funds for any of the following activities:</text><subparagraph id="H51CCC858B48749AFAEFBE8EC529339FB"><enum>(A)</enum><text>To establish or expand partnerships with organizations that provide program participants access to financial planning, mentoring, and supportive services that are necessary to enable an individual to participate in and complete a program under the national apprenticeship system.</text></subparagraph><subparagraph id="HA8D8BED598D240E0B449C463B1A1E72C"><enum>(B)</enum><text>To conduct outreach and recruitment activities, including assessments of potential participants for, and enrollment of participants in, a program under the national apprenticeship system.</text></subparagraph><subparagraph id="H63BCA3E543494AB9A19DE844B3180FBD"><enum>(C)</enum><text>To conduct outreach, engagement, recruitment, and coordination of activities with employers, industry associations, labor and labor-management organizations, qualified intermediaries, education and training providers, State or local workforce agencies, potential sponsors, community-based organizations, communities with high numbers or percentages of nontraditional apprenticeship populations, small- and medium-sized businesses, or rural communities to establish or expand industry or sector partnerships and opportunities under the national apprenticeship system.</text></subparagraph><subparagraph id="H10F32181A0ED4EA2B1C37DAA5D3CB98A"><enum>(D)</enum><text>To carry out grant requirements, including program evaluation and reporting requirements.</text></subparagraph><subparagraph id="H53B3A03BBF6F4CDF85F5863BDD2D7732"><enum>(E)</enum><text>To conduct any activities as described in the application that would advance the purposes of the grant.</text></subparagraph></paragraph></subsection><subsection id="H6727C05E97A84F349958AECFC739EA35"><enum>(c)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H4386EB37FE274600A9699A8FE0EAC1B6"><enum>(1)</enum><header>Eligible entity</header><subparagraph id="H55701BF3581D433E8B74A5EAED489351"><enum>(A)</enum><header>In general</header><text>The term <term>eligible entity</term> means—</text><clause id="HFDDAD72D56414CD4853C826B52D1701A"><enum>(i)</enum><text>a program sponsor;</text></clause><clause id="H0E31E69DD162435793ED37398B7A804B"><enum>(ii)</enum><text>a State workforce development board or State workforce agency, or a local workforce development board or local workforce development agency;</text></clause><clause id="H69641B6BEA51418BB4F33627F783A52E"><enum>(iii)</enum><text>an education and training provider, or a consortium thereof;</text></clause><clause id="HDF29906696434BCBA744EBC701468AA0"><enum>(iv)</enum><text>if the applicant is in a State with a State apprenticeship agency, such State apprenticeship agency;</text></clause><clause id="H206833A19D044305886FBD225D60218F"><enum>(v)</enum><text>an Indian Tribe or Tribal organization;</text></clause><clause id="H854C124B232842B2A5E3A7785E0CC4EF"><enum>(vi)</enum><text>an industry or sector partnership, a group of employers, a trade association, or a professional association that sponsors or participates in a program under the national apprenticeship system;</text></clause><clause id="HC90930D97E8947C0AFE80E4B44417DDB"><enum>(vii)</enum><text>a Governor;</text></clause><clause id="HEAD24FD4484949AFB4BAA92E4CCE1B20"><enum>(viii)</enum><text display-inline="yes-display-inline">a labor organization or joint-labor management organization; or</text></clause><clause id="HB1992E50FDAA42D894412940B466CD73"><enum>(ix)</enum><text>a qualified intermediary.</text></clause></subparagraph><subparagraph id="H724FAC8011E94841AB2BCCDA25CD7475"><enum>(B)</enum><header>Sponsor requirement</header><text display-inline="yes-display-inline">Not fewer than one entity under subparagraph (A) shall be the sponsor of a program under the national apprenticeship system.</text></subparagraph></paragraph><paragraph id="H5B2E9E84EA81436DAD99043DCC8C4EBE" commented="no"><enum>(2)</enum><header>Qualified intermediary</header><subparagraph id="HBE20B290AF254B78AB90D2701F0A4516" commented="no"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>qualified intermediary</term> means an entity that demonstrates expertise in building, connecting, sustaining, and measuring the performance of partnerships described in subparagraph (B) and serves program participants and employers by—</text><clause id="H84BD720CFFD54826ABF93CE8E472C5E2" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">connecting employers to programs under the national apprenticeship system; </text></clause><clause id="H8E54E2B3C06C439DACB9F69776DE39C3" commented="no"><enum>(ii)</enum><text>assisting in the design and implementation of such programs, including curriculum development and delivery for related instruction;</text></clause><clause id="HD9E43BA405F0482CA25CF0ED5A66C30E" commented="no"><enum>(iii)</enum><text>supporting entities, sponsors, or program administrators in meeting the registration and reporting requirements of this Act;</text></clause><clause id="H55BCA41E66B345ABBEF70EFC5A23C6F4" commented="no"><enum>(iv)</enum><text>providing professional development activities such as training to mentors;</text></clause><clause id="H287ED9D921B94D0CB1339230F3CBCDBB" commented="no"><enum>(v)</enum><text display-inline="yes-display-inline">connecting students or workers to programs under the national apprenticeship system;</text></clause><clause id="HBCE2EA95A5604C4E80EA2E5DD0DBF2DC" commented="no"><enum>(vi)</enum><text display-inline="yes-display-inline">developing and providing personalized program participant supports, including by partnering with organizations to provide access to or referrals for supportive services and financial advising;</text></clause><clause id="H17DAB0A117204A139F33E955E64D42CC" commented="no"><enum>(vii)</enum><text>providing services, resources, and supports for development, delivery, expansion, or improvement of programs under the national apprenticeship system; or</text></clause><clause id="H8A0C481B76B047F1B81A694A376AE7E9" commented="no"><enum>(viii)</enum><text>serving as a program sponsor.</text></clause></subparagraph><subparagraph id="HBA40F48235AA40E2873F125A449323C1" commented="no"><enum>(B)</enum><header>Partnerships</header><text display-inline="yes-display-inline">The partnerships described in subparagraph (A) means partnerships among entities involved in programs under the national apprenticeship system, including—</text><clause id="HEC7E9C1A784D42B78534A86B8107DA32" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">industry or sector partnerships; </text></clause><clause id="H3F5BF349524B466FB5C3D7D901AEA93C" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">partnerships among employers, joint labor-management organizations, labor organizations, community-based organizations, industry associations, State or local workforce development boards, education and training providers, social service organizations, economic development organizations, Indian Tribes or Tribal organizations, one-stop operators, or one-stop partners, in the State workforce development system; or</text></clause><clause id="HF16A1A07F92E442CA6FE3DDAB748395E" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">partnerships among one or more of the entities described in clauses (i) and (ii).</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
