<quote>Global Health Programs</quote>, <quote>International Disaster Assistance</quote>, and <quote>Migration and Refugee Assistance</quote> may be transferred to, and merged with, funds appropriated by this title under such headings to prevent, prepare for, and respond to coronavirus, and for humanitarian needs.</text></subsection> <subsection id="HDD544A922953414A9AF7C62EE0E68D25"><enum>(b)</enum><text>The authorities and limitations provided by sections 402(d), 402(e), and 402(f) of the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/116/123">Public Law 116–123</external-xref>) shall apply to the funds appropriated and authorities provided by this title. </text></subsection></section> <enum>III</enum><header display-inline="no-display-inline">GENERAL PROVISIONS—THIS ACT</header> <section id="H93EA57140A1849C19F920EED4466427D"><enum>1301.</enum><text display-inline="yes-display-inline">Each amount appropriated or made available by this Act is in addition to amounts otherwise appropriated for the fiscal year involved.</text></section> <section id="H5C9C7EE03C294966BDDBBF464FBD8BEA"><enum>1302.</enum><text display-inline="yes-display-inline">No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.</text></section> <section id="HB71197821F7B4353BE6E0DE612BE2667"><enum>1303.</enum><text display-inline="yes-display-inline">Unless otherwise provided for by this Act, the additional amounts appropriated by this Act to appropriations accounts shall be available under the authorities and conditions applicable to such appropriations accounts for fiscal year 2022.</text></section> <section id="H02FF3D6E3533416281BC911B4113FE6A"><enum>1304.</enum><text display-inline="yes-display-inline">Each amount provided by this Act is designated by the Congress as being for an emergency requirement pursuant to section 4001(a)(1) and section 4001(b) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022.</text></section> <section id="H51B3A51BD2AD475D8193E8BE3DD7603A"><enum>1305.</enum><text display-inline="yes-display-inline">In this Act, the term <term>coronavirus</term> means SARS–CoV–2 or another coronavirus with pandemic potential. </text></section> <section id="HEE99AC0D659D4EE7B1FD1D3C06411700"><enum>1306.</enum> <subsection commented="no" display-inline="yes-display-inline" id="HB0ECD45C16C648B786F82D934C21ACC8"><enum>(a)</enum><text display-inline="yes-display-inline">Of the unobligated balances from amounts made available to the Department of Agriculture in section 1001(a) of subtitle A of title I of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>), $1,000,000,000 are hereby permanently rescinded. </text></subsection> <subsection id="HC5852E5A2BD94618A25BAC6CF0DF2CBC"><enum>(b)</enum><text display-inline="yes-display-inline">Of the unobligated balances from amounts made available under the heading <quote>Small Business Administration—Business Loans Program Account, CARES Act</quote> in section 323(d)(1)(A) of division N of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" id="H9B65F827E3CA48869D94CB15D3195A33"><enum>(d)</enum><text>Of the unobligated balances from amounts made available to the Department of Education in section 2003 of title II of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>) and allocated to institutions of higher education as defined in section 102(b) of the Higher Education Act of 1965, $100,000,000 are hereby permanently rescinded.</text></subsection> <subsection id="H845C81FC4B524954A0D4B37F8999A6D8"><enum>(e)</enum><text>Of the unobligated balances from amounts made available to the Department of Transportation in section 7202(a) of title VII of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>), $2,000,000,000 are hereby permanently rescinded.</text></subsection> <subsection id="H0B951CC364774C479EA6FFF8251E55B2"><enum>(f)</enum><text>Of the unobligated balances from amounts made available to the Secretary of the Treasury (referred to in this subsection as <quote>Secretary</quote>) for administrative expenses pursuant to section 4003(f) of the Coronavirus Aid, Relief, and Economic Security Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>), up to $55,000,000 shall be available to the Secretary for any administrative expenses of the Department of the Treasury determined by the Secretary to be necessary to implement section 501 of division N of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>), section 3201 of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>), or title VI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/801">42 U.S.C. 801 et seq.</external-xref>), in addition to amounts otherwise available for such purposes.</text></subsection> <subsection id="H2D037F81CC7749DEB7EE8F36E6DA850E"><enum>(g)</enum> <paragraph commented="no" display-inline="yes-display-inline" id="H77262B98D534440D98EDAB38E860B8EC"><enum>(1)</enum><header>Statutory PAYGO scorecards</header><text>The budgetary effects of this section shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010.</text></paragraph> <paragraph id="HF27610665C7648ABBEC0A6511D3E3F5F" indent="up1"><enum>(2)</enum><header>Senate PAYGO scorecards</header><text>The budgetary effects of this section shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</text></paragraph> <paragraph id="H316F84304EFD434B8DEFCC706C38F848" indent="up1"><enum>(3)</enum><header>Classification of budgetary effects</header><text>Notwithstanding Rule 3 of the Budget Scorekeeping Guidelines set forth in the joint explanatory statement of the committee of conference accompanying Conference Report 105–217 and section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985, the budgetary effects of this section shall not be estimated—</text> <subparagraph id="H4729F273063C4735874C6337211D5178"><enum>(A)</enum><text>for purposes of section 251 of such Act;</text></subparagraph> <subparagraph id="H31EF013456804E8DB589C97D9BFD2204"><enum>(B)</enum><text>for purposes of an allocation to the Committee on Appropriations pursuant to section 302(a) of the Congressional Budget Act of 1974; and</text></subparagraph> <subparagraph id="H764DDED1179941DD95752F8B69C8B1C7"><enum>(C)</enum><text>for purposes of paragraph (4)(C) of section 3 of the Statutory Pay-As-You-Go Act of 2010 as being included in an appropriation Act. </text></subparagraph></paragraph></subsection></section> <section id="H6CB9ED46A1404F46BB9B1BF1C3379354"><enum>1307.</enum><text display-inline="yes-display-inline">Of the unobligated balances from amounts made available to the Department of Agriculture under the heading <quote>Agricultural Programs—Office of the Secretary</quote> in title I of division B of the Coronavirus Aid, Relief, and Economic Security Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>), $650,000,000 are hereby permanently rescinded: <proviso><italic>Provided</italic></proviso>, That the amounts rescinded pursuant to this section that were previously designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 are designated by the Congress as an emergency requirement pursuant to section 4001(a)(1) and section 4001(b) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year. </text></section><appropriations-small id="H9872245D697D45D79498D71154D4BB51"><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID Supplemental Appropriations Act, 2022</short-title></quote>.</text></appropriations-small>
