R. 6992</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220308">March 8, 2022</action-date><action-desc><sponsor name-id="P000605">Mr. Perry</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To designate Russia as a state sponsor of terrorism, and for other purposes.</official-title></form><legis-body id="H53B4AB42D2A94709AFCF287FB9A8B093" style="OLC"><section id="HCE15AE6BCB4345C0B6D929BD42655AF0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Countering Russian Terrorism Act</short-title></quote>.</text></section><section id="H869C2F0211B4441680DAB8A444145A98"><enum>2.</enum><header>Designation as state sponsor of terrorism</header><text display-inline="no-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall designate Russia as a country the government of which has repeatedly provided support for international terrorism pursuant to—</text><paragraph id="H94376B1662DC4295ACDF3430339983BE"><enum>(1)</enum><text display-inline="yes-display-inline">section 1754(c)(1)(A) of the Export Control Reform Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/50/4318">50 U.S.C. 4318(c)(1)(A)</external-xref>);</text></paragraph><paragraph id="HBDC8ACD7530340EA807A5CCC146FAA0D"><enum>(2)</enum><text>section 620A of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2371">22 U.S.C. 2371</external-xref>);</text></paragraph><paragraph id="H741F524E6D284B4F8EA4E171B02879E1"><enum>(3)</enum><text>section 40 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2780">22 U.S.C. 2780</external-xref>); and</text></paragraph><paragraph id="H35245CEB690E45C88DAF5D887C582F2C"><enum>(4)</enum><text>any other applicable provision of law.</text></paragraph></section><section id="HD2C3B2A162D24C68AE87FFFEB496BEBB"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that the President should immediately break off all diplomatic ties with the Russian Federation.</text></section></legis-body></bill>
