R. 6983</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220308">March 8, 2022</action-date><action-desc><sponsor name-id="J000295">Mr. Joyce of Ohio</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the President to transmit to Congress a report on existing and needed authority to respond to a severe energy supply interruption.</official-title></form><legis-body id="H84F2067FED05419599D397EA67072E69" style="OLC"><section id="H8FFDF809C98143BD81EB3581BDE0AFCE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Responding to Interruptions in the Supply of Energy to Undermine Putin Act</short-title></quote> or the <quote><short-title>RISE UP Act</short-title></quote>. </text></section><section id="H6E338FC2F9EA4ECDA34CC617A1709C19"><enum>2.</enum><header>Report on response authority to severe energy supply interruptions</header><subsection id="HAB4F55CEE0574F46B893B011521A37FE"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of this Act, the President, in consultation with the Secretary of Energy, the Secretary of State, the Secretary of Commerce, the Secretary of the Treasury, and the head of any other Federal agency the President determines appropriate, shall transmit to Congress a report that—</text><paragraph id="H40A60594AFEA472DA234913D87512807"><enum>(1)</enum><text>summarizes the existing authorities of the Federal Government to respond to a severe energy supply interruption;</text></paragraph><paragraph id="HD29FB16ACDC1472FBE38B669B4B9266A"><enum>(2)</enum><text>provides an assessment of whether such existing authorities provide for an adequate response to a severe energy supply interruption; and</text></paragraph><paragraph id="H95845AD26FDF42FBA9170DCB214E2E3A"><enum>(3)</enum><text>identifies any additional statutory authority needed to allow the Federal Government to better respond to a severe energy supply interruption.</text></paragraph></subsection><subsection id="H1217E750DC394FF4A886D5A8FEA01681"><enum>(b)</enum><header>Definition of severe energy supply interruption</header><text display-inline="yes-display-inline">In this section, the term <term>severe energy supply interruption</term> has the meaning given such term in section 3(8) of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6202">42 U.S.C. 6202(8)</external-xref>).</text></subsection></section></legis-body></bill>
