R. 6957</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220307">March 7, 2022</action-date><action-desc><sponsor name-id="K000394">Mr. Kim of New Jersey</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To expand opportunities for employment of recent graduates in Federal Government positions, and for other purposes.</official-title></form><legis-body id="HC73FF123E869402B8265168498F31277" style="OLC"><section id="H509A8FCA510044488C820CEB1F520961" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be called the <quote><short-title>Pipeline to Service Act</short-title></quote>.</text></section><section id="H3C01E8FCA82F4AD3AF8284FE1740C043"><enum>2.</enum><header>Expanding opportunities for Federal employment</header><subsection id="H0755E5D154534C28A9F8CAC0A1E687C8"><enum>(a)</enum><header>OPM program To recruit students for Federal employment</header><paragraph id="H2450A428102E4C1BBBA2439A2339C58B"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Director of the Office of Personnel Management shall establish a program under which the Office enters into partnerships with institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)) to recruit and hire students to positions in the Federal Government.</text></paragraph><paragraph id="H728AE1C886E84906BA23527FFAE54A5C"><enum>(2)</enum><header>Contents</header><text>The program established under subsection (a) shall be in such form and manner as the Director may prescribe, but at a minimum shall—</text><subparagraph id="H579C3550388B4AEFADB7D7394A0A6F9C"><enum>(A)</enum><text>advise students on courses of study;</text></subparagraph><subparagraph id="HD7FE5400E981454BA48B5E5BE2E6673A"><enum>(B)</enum><text>provide professional development workshops to students;</text></subparagraph><subparagraph id="H92A20E00372A4B72ADDEA63575992530"><enum>(C)</enum><text>assist students in searching for Federal jobs on the website USAJobs.gov.</text></subparagraph><subparagraph id="H251B1B3DCE444C5D838C54F625009B3F"><enum>(D)</enum><text display-inline="yes-display-inline">provide students training on preparing resumes for applying to Federal positions;</text></subparagraph><subparagraph id="H3CF4D1BBCD13418A91435105C88FA118"><enum>(E)</enum><text>make an effort to recruit students from communities that are historically underrepresented in Federal employment; and</text></subparagraph><subparagraph id="HA325A8618A234DC2AA5B331E61EC0A6F"><enum>(F)</enum><text>provide students training on how to be competitive when applying for Federal internships and the Pathways Program.</text></subparagraph></paragraph></subsection><subsection id="H7D77F03CD1A846B0A36A348AE2F0C373"><enum>(b)</enum><header>Increase in Presidential Management Fellows Program positions</header><text display-inline="yes-display-inline">During each of fiscal years 2022 through 2027, the Presidential Management Fellows Program carried out by the Office of Personnel Management shall have a total number of Program positions at executive agencies equal to 200 percent of the number of such positions established on the date of enactment of this Act.</text></subsection><subsection id="H8CA82727FFAF4C71A72D4F81049E1755"><enum>(c)</enum><header>Intern hourly pay rate</header><text>Any individual who is an intern in the Federal Government, including any intern in a Federal internship program described under section 3111a of title 5, United States Code, shall be paid a stipend of $15 for each hour that the individual is working as an intern.</text></subsection></section></legis-body></bill>
