which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for the imposition of sanctions on certain citizens of the Russian Federation and their family members as a result of the Russian Federation’s invasion of Ukraine.</official-title></form><legis-body id="H666585FA4CC54F4685E4AD85BC9EF1CE" style="OLC"><section id="H7617357D38E0451DAE6D7D3420EB5175" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Russian Travel Sanctions for a Democratic Ukraine Act</short-title></quote>.</text></section><section id="H061BBA0D11C64BF9B3D0A0568767FE05"><enum>2.</enum><header>Sanctions on certain citizens of the Russian Federation and their family members</header><subsection id="H5F36A9D0FC8040F3BF93BA3F46769DB6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">As a result of the Russian Federation’s invasion of Ukraine, the President, in coordination with other North Atlantic Treaty Organization (NATO) member states and other allies, shall impose the sanctions described in subsection (c) with respect to individuals described in subsection (b).</text></subsection><subsection id="H3D6DFC8B661347708F4029824277E369"><enum>(b)</enum><header>Individuals described</header><text>The individuals described in this subsection are individuals—</text><paragraph id="H3687AB79083A449FBDE6B640FA2FC7D5"><enum>(1)</enum><text>who—</text><subparagraph id="H47780CA56E4B428282E5E99D0EDF9F85"><enum>(A)</enum><text>are citizens of the Russian Federation; and</text></subparagraph><subparagraph id="H21CF7188BF5547C3A89AF61B4E62F30A"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H78067733ED2045118BE4129FCF4DA8D3"><enum>(i)</enum><text display-inline="yes-display-inline">are Russian Federation oligarchs, as determined by the President;</text></clause><clause id="HCF8844EAC561407A80C05C673A2570B3" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">are employees of the Government of the Russian Federation at any level;</text></clause><clause id="H70402C2D2B5647E1A478401223271415" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">are employees of companies owned by the Government of the Russian Federation, as determined by the President; or</text></clause><clause id="H82B79601E1E9478682AE52BC1CB53A74" indent="up1"><enum>(iv)</enum><text display-inline="yes-display-inline">are employees of companies that receive funding from the Government of the Russian Federation, as determined by the President; and</text></clause></subparagraph></paragraph><paragraph id="HB6D09959714F4896A3A9C47A78B9C597"><enum>(2)</enum><text display-inline="yes-display-inline">who are family members of individuals described in paragraph (1).</text></paragraph></subsection><subsection id="H7E484CE54CB94D999982AAFDC12611A4"><enum>(c)</enum><header>Sanctions described</header><paragraph id="H8F8558C7978F4CC9857D92FC77F4553D"><enum>(1)</enum><header>Ineligibility for visas, admission, or parole</header><text display-inline="yes-display-inline">An individual determined by the President to be subject to subsection (a) is—</text><subparagraph id="H8C6A50FCD37847BAB86B8A974374DC14"><enum>(A)</enum><text>inadmissible to the United States;</text></subparagraph><subparagraph id="H6EECC75E404645308F889E2D796B85FE"><enum>(B)</enum><text>ineligible to receive a visa or other documentation to enter the United States; and</text></subparagraph><subparagraph id="H5B114C6FAC2F45DFA30456C480CE3AB0"><enum>(C)</enum><text>otherwise ineligible to be admitted or paroled into the United States or to receive any other benefit under the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="H25BE4319FF9E48AFAB343E9C089B11D0"><enum>(2)</enum><header>Current visas revoked</header><text>An individual described in paragraph (1) is also subject to the following:</text><subparagraph id="H6D117C902D7F4FD493BEC8FCC90DB81F"><enum>(A)</enum><text>Revocation of any visa or other entry documentation regardless of when the visa or other entry documentation is or was issued.</text></subparagraph><subparagraph id="H73B37319686C4FAE8747136EBA811B7B"><enum>(B)</enum><text>A revocation under subparagraph (A) shall take effect immediately and automatically cancel any other valid visa or entry documentation that is in the foreign person’s possession.</text></subparagraph></paragraph></subsection><subsection id="H857C9492A00B4FC3920F4F23545802F8"><enum>(d)</enum><header>Waiver for national security interests</header><paragraph id="HBB4D889E6E7C461F91690060E1EDBB5B"><enum>(1)</enum><header>In general</header><text>The President may waive the application of subsection (a) or (b) in the case of an individual if—</text><subparagraph id="H38E005D9B57443F0B76441BE679E2C93"><enum>(A)</enum><text>the President determines that such a waiver—</text><clause id="HAF939E49A3CE4AD69D31B00EC09E698E"><enum>(i)</enum><text>is necessary to permit the United States to comply with the Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations, signed June 26, 1947, and entered into force November 21, 1947, or other applicable international obligations of the United States; or</text></clause><clause id="HD24AF814CE6A4B1D9DE8F0ADFE5688A3"><enum>(ii)</enum><text>is in the national security interests of the United States; and</text></clause></subparagraph><subparagraph id="HC9BA2A90973F4A91A2F8E94934D5AA49"><enum>(B)</enum><text>prior to granting such a waiver, the President provides to Congress notice of, and a justification for, the waiver.</text></subparagraph></paragraph><paragraph id="H874AE8AF046B435A9777B5705BEC50BD"><enum>(2)</enum><header>Timing for certain waivers</header><text>Notification under subparagraph (B) of paragraph (1) shall be made not later than 15 days prior to granting a waiver under such paragraph if the President grants such waiver in the national security interests of the United States in accordance with subparagraph (A)(ii) of such paragraph.</text></paragraph></subsection><subsection id="HC0C1405D2C7D4F7FB2B945CE45B40211"><enum>(e)</enum><header>Regulatory authority</header><text>The President shall prescribe such regulations as are necessary to carry out this section.</text></subsection></section></legis-body></bill>
