Maloney of New York</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Transportation to establish a grant program to improve the preparation and representation of certain students in aviation-related fields, and for other purposes.</official-title></form><legis-body id="HAA68E4BEFBDE45C796ACAC0D2DBBBA85" style="OLC"><section id="H8D6D485DED524E6BAE37C03BB7653E33" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Minorities in Aviation Education Act of 2022</short-title></quote>.</text></section><section id="HFC3DF8B627274BA9837FCD93F0D79717"><enum>2.</enum><header>Bessie Coleman Aviation Education Program</header><subsection id="HD9F31F86A9D34D5997EF521C71A9315F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation shall establish the Bessie Coleman Aviation Education Program to provide grants to eligible entities to improve the preparation and representation of students, particularly women and minorities, in aviation-related fields.</text></subsection><subsection id="HE303DDF1990C43B3885B46EBB53721AF"><enum>(b)</enum><header>Authorized activities</header><text>A grant awarded under this section may only be used for activities that increase exposure and access to aviation-related education and jobs through such means as—</text><paragraph id="H46185A8A97AB4794AA8FF5452203FEBE"><enum>(1)</enum><text>internships, apprenticeships, or scholarships that offer students experience in the aviation industry;</text></paragraph><paragraph id="HA1AD1B6E5B7E4825B466854C0861DBED"><enum>(2)</enum><text>programs that introduce students to unmanned aircraft systems (as the term is defined in section 44801 of title 49, United States Code);</text></paragraph><paragraph id="HEB48B1102AE74DCAAA4DEC64E0A917A4"><enum>(3)</enum><text>career exploration and educational programs that teach technical skills used in aviation maintenance, or to improve existing such programs; and</text></paragraph><paragraph id="H107C83880101458A8E4D85E342CCB937"><enum>(4)</enum><text display-inline="yes-display-inline">programs to increase the recruitment and retention of underrepresented minorities in postsecondary aviation degree programs.</text></paragraph></subsection><subsection id="HBF94F8E0F5DB476CBEFBACEADDE5CCA3"><enum>(c)</enum><header>Application and review procedures</header><paragraph id="H41C1ADCD6AA2433C9C11F3957A6D9BBF"><enum>(1)</enum><header>In general</header><text>An eligible entity seeking a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including a description of how grant funds will be used to increase exposure and access to aviation-related education and jobs.</text></paragraph><paragraph id="HC5D8818077DB4CE09900AC88AAD8CB1A"><enum>(2)</enum><header>Priority</header><text>In reviewing and selecting applications for grants under this section, the Secretary shall give priority to applicants that propose to use grant funds to encourage the participation of women, minorities, and individuals in rural and urban areas in the aviation industry.</text></paragraph><paragraph id="HE08ED2AB618C4A4EAC237B46533F481C"><enum>(3)</enum><header>Partnership with other entities</header><text>An eligible entity may enter into a partnership agreement with an institution of higher education, a nonprofit organization, or another entity, to carry out activities with a grant awarded under this section.</text></paragraph></subsection><subsection id="H132F2A387E224BED86061E4F5891AC80"><enum>(d)</enum><header>Grant amount</header><text display-inline="yes-display-inline">The maximum amount of a grant awarded under this section in a fiscal year shall be $500,000.</text></subsection><subsection id="H4AF7DB448F8B4216BE48BDEDF39149B9"><enum>(e)</enum><header>Definitions</header><text>In this subsection, the following definitions apply:</text><paragraph id="HE6F793984E1D49A598339F62ED9FE02C"><enum>(1)</enum><header>Eligible entity</header><text>The term <quote>eligible entity</quote> means—</text><subparagraph id="H0A6C1918185844CC8045F58D897106E5"><enum>(A)</enum><text>a local educational agency;</text></subparagraph><subparagraph id="H51C13E67AF414E8D89C443760AF7CF64"><enum>(B)</enum><text>a State educational agency; and</text></subparagraph><subparagraph id="H07860C540CA74A78B05D0165FF534DFB"><enum>(C)</enum><text>a State or local government.</text></subparagraph></paragraph><paragraph id="H422FBA35B6684C68B5EC3ACDB2A7DDB2"><enum>(2)</enum><header>Institution of higher education</header><text>The term <quote>institution of higher education</quote> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><paragraph id="HD6A13BC21C44482CB3BB832C997C46DA"><enum>(3)</enum><header>Local educational agency</header><text>The term <quote>local educational agency</quote> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H722F23155FBB4753B8FA9B6B3FE30948"><enum>(4)</enum><header>State educational agency</header><text>The term <quote>State educational agency</quote> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph></subsection><subsection id="H0A2AEDB8E6304FC9B3E159EE5224AF2F"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2022, 2023, 2024, 2025, and 2026.</text></subsection></section></legis-body></bill>
