R. 6741</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220215">February 15, 2022</action-date><action-desc><sponsor name-id="M000317">Ms. Malliotakis</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HJU00">the Judiciary</committee-name>, and <committee-name committee-id="HGO00">Oversight and Reform</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit Federal funds from being used to operate or control an injection center in violation of section 416 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/856">21 U.S.C. 856</external-xref>; commonly referred to as the <quote>Crack House Statute</quote>), and for other purposes.</official-title></form><legis-body id="HDD14E1D8FE1A4B0C97103A04FCF9066F" style="OLC"><section id="HE839B9342D714085BBC562064D30DDC8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Crack is Whack Act</short-title></quote>.</text></section><section id="HB506FCD52C2E41C5A3AA2CE875A17DBD"><enum>2.</enum><header>No Federal funds for unlawful injection centers or purchase of drug paraphernalia</header><text display-inline="no-display-inline">No Federal funds may be—</text><paragraph id="HDBE3E857EF0E4EB5BD525DB132A6A553"><enum>(1)</enum><text display-inline="yes-display-inline">used by any Federal agency to operate or control, or to pay the salaries of officers and employees of such an agency to operate or control, an injection center in violation of section 416 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/856">21 U.S.C. 856</external-xref>; commonly referred to as the <quote>Crack House Statute</quote>);</text></paragraph><paragraph id="H13AE344C311F4A748B147E3FC473124F"><enum>(2)</enum><text>made available to any State, local, Tribal, or private entity that operates or controls such an injection center; or</text></paragraph><paragraph id="HC2359DB70A0448759CB84C513A895E84"><enum>(3)</enum><text display-inline="yes-display-inline">used by any Federal agency to purchase or provide any drug paraphernalia (as defined in section 863 of title 18, United States Code), directly or indirectly through the award of grants or other assistance.</text></paragraph></section></legis-body></bill>
