R. 6704</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220211">February 11, 2022</action-date><action-desc><sponsor name-id="B001311">Mr. Bishop of North Carolina</sponsor> (for himself, <cosponsor name-id="B000825">Mrs. Boebert</cosponsor>, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan</cosponsor>, <cosponsor name-id="H001071">Mr. Hice of Georgia</cosponsor>, <cosponsor name-id="G000578">Mr. Gaetz</cosponsor>, <cosponsor name-id="P000599">Mr. Posey</cosponsor>, <cosponsor name-id="S001214">Mr. Steube</cosponsor>, <cosponsor name-id="H001084">Ms. Herrell</cosponsor>, <cosponsor name-id="W000806">Mr. Webster of Florida</cosponsor>, and <cosponsor name-id="P000605">Mr. Perry</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of Federal funds to purchase, or support the purchase of, drug paraphernalia.</official-title></form><legis-body id="H25BAE84D55C144B3B30686E27C505C48" style="OLC"><section id="H5911E57745C6426A9D450D442BB8D69C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Halting the Use of Narcotics Through Effective Recovery Act of 2022</short-title></quote> or the <quote><short-title>HUNTER Act of 2022</short-title></quote>.</text></section><section id="HEA62A8FC0BE9499083533C1557187FF3"><enum>2.</enum><header>Prohibition against use of Federal funds for drug paraphernalia</header><subsection id="HB43FBA0651CF44B99CFCE213EBD2A4B1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No Federal funds, including funds appropriated by section 2706 of the American Rescue Plan Act of 2021 (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd-3">42 U.S.C. 290dd–3</external-xref> note), may be used for the purchase, or to support the purchase by any recipient of Federal assistance, of any drug paraphernalia.</text></subsection><subsection id="HD3A552D63C254D21B2789016AF5C998D"><enum>(b)</enum><header>Definition</header><text>In this section, the term <term>drug paraphernalia</term>—</text><paragraph id="H104E57815E1940E091BFB6F091C5FCC7"><enum>(1)</enum><text>has the definition given to that term in section 863 of title 18, United States Code; and</text></paragraph><paragraph id="HA28CE62456FF49508545120B2F8ED770"><enum>(2)</enum><text>includes, to the extent covered by such definition, crack pipes, harm reduction vending machines, syringes, and safe smoking kits and supplies.</text></paragraph></subsection></section></legis-body></bill>
