R. 6703</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220211">February 11, 2022</action-date><action-desc><sponsor name-id="B001302">Mr. Biggs</sponsor> (for himself, <cosponsor name-id="H001052">Mr. Harris</cosponsor>, <cosponsor name-id="B001291">Mr. Babin</cosponsor>, <cosponsor name-id="B001305">Mr. Budd</cosponsor>, <cosponsor name-id="C001115">Mr. Cloud</cosponsor>, <cosponsor name-id="P000599">Mr. Posey</cosponsor>, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="H001071">Mr. Hice of Georgia</cosponsor>, and <cosponsor name-id="G000595">Mr. Good of Virginia</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require executive agencies to reinstate telework policies that were in place on December 31, 2019, and for other purposes.</official-title></form><legis-body id="H00BEE6BAC7CB4C7E87028A09EF485441" style="OLC"><section id="HF8B33807851E4EB4B49155C84E5A51A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Return to Work Act</short-title></quote>.</text></section><section id="H48122E5F00CD45F4A5317D9DD0247EBE"><enum>2.</enum><header>Reinstate prior remote work policies</header><subsection id="H0237542FD34A4D9097335264B5DE9AC8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the enactment of this Act, the head of each executive agency shall reinstate the telework policies in use by such executive agency on December 31, 2019.</text></subsection><subsection id="HCC9C5C8DA46F4AB091E8261BE92A37E8"><enum>(b)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Beginning on the date on which the head of an executive agency reinstates the telework policies in use by such executive agency on December 31, 2019, the reinstated telework policy of such executive agency shall apply in place of any telework provision of a teleworking, collective bargaining, or other employment agreement of such executive agency to the extent that such telework provision conflicts with, or applies a different telework policy than, the reinstated telework policy of such executive agency.</text></subsection><subsection id="H1B18A6312683462A87B60A09FA0122BF"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HEC82B2E41C154DA3B5011BDD2296DA46"><enum>(1)</enum><header>Executive agency</header><text>The term <term>executive agency</term> has the meaning given such term in section 105 of title 5, United States Code.</text></paragraph><paragraph id="H9EEE7CCEFEA34AFE85057964EFBE4D2F"><enum>(2)</enum><header>Reinstated telework policy</header><text>The term <term>reinstated telework policy</term> means the telework policies in use by an executive agency on December 31, 2019.</text></paragraph><paragraph id="HFFC3F1B30F0440FCA4EAC9561873A2A3"><enum>(3)</enum><header>Telework</header><text>The term <term>telework</term> has the meaning given such term in section 6501 of title 5, United States Code.</text></paragraph></subsection></section></legis-body></bill>
